Money is a substance of such vital importance that in the discus sion as to what material shall be used to make ir.one', its form and quantity, those who have it and those who seek for it always mani fest a deep concern. Any change that public authority may make in the material of which money is formed affects the very life blood of commerce. In all the changes, from govern ments of tribes to governments of nations, from the trade of barter to the present method of ex change, the precious metals, gold and silver, have been used as the medium of exchange. To prevent abuses, it was found necessary to fix a public stamp upon certain quantities of these metals, com monly made use of to purchase goods. ITence the origin of coined money. Civilized nations legislate about the coining of money as upon any other material matter to promo te the general welfare. The laws en acted regarding the use of paper in the shape of bills, checks, and drafts as curren cy, are perfected, so that to-day fully 91 per cent, of the vast ajrffrc-ration of business is transacted by their use, leaving only about G per cent, to be rep resented in those transactions by coined money, made of gold and silver. There is a conflict of opinion and of interest regarding the use of these metals as money. English financiers, the English govern ment, are in accord in their en deavor to make the yellow metal, known as gold, the yardstick of commerce. In the endeavor Ger many has aided b3r the demonetiza tion of silver. Of the five hundred and sixty-two millions ofgold coin in the United States, it is esti mated that the national banks own two hundred and fifty millions; their interest and the declarations ! of their organizations are for the demonetization of silver in this country. They are charged and trusted with the handling of the money of commerce, the more com pact, or contracted, coined money can be reduced, the greater the purchasing power of that which remains, as coined money 10 measure or make the value of property. If the fiat of the national authon ty tor tbe coinage or tne silver dollar as legal tender money could be repealed, gold would appre ciate and silver decline in value. Thus we perceive that the money lenders of Europe and the United States have a common interest to suspend the coinage of the silver dollar for the purpose of increasing the value of their securities and their rrold coin. If Great Britain can enforce a i: !,... :u ,i.,.i ..:,... t uuuuv limb triii icuutu uiu j'.it- ui silver in the United States, hose mines produced last year over 50,000,000, she will be enabled to transport it to India and Africa, and purchase their wheat and cot ton from those silver consuming nations that much less, which would secure a lower 'evel of prices for those staple- in this country. As a silver producing and a wheat and cotton raising country, we would therefore strike a blow in antagonism to the general wel fare by suspending the coinage of the silver dollar. If we occupied Englaud's posi tion, the bankers of the world, our interest would be reversed. Bank ers, therefore, the world over be lieve in the centralization of the money power. Their policy of self-interest becomes the oppo nnt of the general interest. So long as the money changers exist, this conflict will rehiain. The fiat of law, reflecting the will of the people, is the only safeguard of the people, as illustrated in the trade dollar of 420 grains of silver selling in the market at a large discount, when the legal tender silver dollar of 412i grains remains at par for the purchase of goods and the paj'ment of debts. Public opinion, molded into law, can make a just standard of both gold and silver; if the supply and the demand for either have changed the intrinsic value, congress can readjust the relations of one to the other, without the suspension of the coinage of either. This coun try, desiring to extend its commer cial relations with the people ot all the earth, must ever desire to use as money both gold and silver, and paper. Nine hundred and fifty millions use gold and silver, and of this population seven hundred and seventy millions use silver alone. A gold and silver producing country like ours will not consult the general welfare by depreciat- ing the value of the products of its mines, especially when it can be demonstrated that the competi tion between the American fanner and planter in the markets of Great Britain, is increased in the same ratio as the cost of silver is reduced bv which the English merchant pays for the wheat and cotton raised in the silver consum ing countries of Asia and Africa. Shall we not rely on an Ameri can congress to create an Ameri- can policy in the stamping of metal and paper monej', by the sover eignt of law, made by the repre sentatives, not of one interest, but of all the people? Must we sus pend the coinage of the silver dol lar in order to properly and wisely legislate for the future? Would the massing of five hundred mill ions of silver dollars bankrupt the people and destroy the value of our productions? If the English man, by the reduction of the price of silver 25 per cent, on account of the suspension of coinage of the silver dollar here, can purchase wheat and cotton that much lower in other countries, would that in crease or reduce the price of labor on the plantations and farms of this country ? "With our silver dollar in their pockets the laboring men of Amer ica will never starve or cro naked. Land Commissioner Sparks has promulgated a decision which prohibits the old custom of selling burned timber, belonging to the government, at auction. He says that such a sale promotes forest fires by inducing unscrupulous par- ties to fire timber for the purpose 0f deadening the same and thus x rendering it subject to purchase in irfTO rmnntlrlpq He holds that 1 0- -1 standing timber, on public land is a part of the realty, aud there is no authority of law for disposing of the same in the manner indi cated. The new registration law is j "catching it" from all the newspa pers of the state. It appears to be only one more of the many blun ders of the late legislature, to j which the charity of silence is the greatest mercy that can be ac ! corded. Tm: newspapers throughout Germany review the events of the past year in an optimistic light, and concur in asserting that Prince Bismarck's statesmanship prevent ed a European war. BORX.
