This monitor of civilized man, al though cheated,dcceived and borne down with burdens that apparently crush out its life, is, wc believe, never quite annihilated; but its protests may become so weak that they are drowned in the clamor of life and never heard until the subject is taking his leave of the world, and perhaps not then, as dying confessions are not common. These silent sinners are said by many to have no conscience, but the troubled souls that haunt this earth deny tho truth of the as sertion. It seems that criminal deeds blunt the conscience in proportion to the dogroe of wrong involved. The man who commits a second murder undoubtedly docs it with less hesitation than he might have shown in the lesser offenses of his CAreor, which we do not think always precede actual crime. But when they do they are followed by a sharp reproval of conscience that would be a saving grace to the offender, could the unhappy creature confess his wrongs to one who would in turn speak rightly and kindly, and offer himself as a friend and moral support to tho. infirm one until he could stand alone; many a man might be thus saved from an ignominious end. The law should be that friend and support. "We hold that first offenses, ex cept willli.il murder, should be punished with great moderation. The shame and regret felt by the culprit are usually enough for the tender conscience. This consideration is shown in well regulated homes, and the courts could do no better than to imitate the best of them. If such a course were pursued, we believe that five out of every ten wrongs committed would never be repeat ed, it being understood that a sec ond offense would bring- certain results. But the law metes out greater punishment to small of fenses than it does to great ones. The murderer more often goes to prison thau to the gallows; and the man convicted of stealing $100 gets a longer sentence than the one who takes $100,000. There are nearly as many wrongs done in the name of the law as ' those against it, and until a broad er distinction is made between novices in wrong and graduates in crime, conscience can not do for one what the law does not respect a sincere desire to do better; and after a man has served a term in prison, society neither respects nor believes it. Ho is shunned and mistrusted by all and why .should ho repent of his past life and wish to do better? Revenge soon takes the place of these good impulses, and sooner or later he takes it. We think it is the law, with its un wise And unequal modes of punish ment, first; and then society that scorns a man because ho is stamped with a wrong deed and recognizes no inclination toward a right, bonest life. m REACHING THE PUBLIC EYE. The Minneapolis Tribune in the course of an editorial upon the -ways of advertising, very aptly says: What are known as hand bills or dodgers still prevail to a Jarge extent, and of them it is sufficient to say that of every ten dollars invested in such a manner nine dollars and fifty cents might as well have been placed in the fire for all the benefit realized by the investor. Of the other smaller ways of advertising it is not neces sary to speak here. They are so far. as merit is concerned widely different, but the proportion of lost money to gains is very large, and itVould not be very far from the truth to say that seventy-five per cent, of the money thus spent is absolutely Jost. . &XL of the foreign medium for reaching the public must, however, be classed in this ago as of slight value when compared with the modern newspaper. A. T. Stew art, who was, in hia day, tho largest advertiser in America, once said to the head of a book publishing house who wished an advertisement of his firm in a book they were about issuing: "Icannot do it, sir, my advertise ment must come to the public al ways side by side with the news of the day, and I will see that they are also fresh and new. That is the only way I have ever found successful." Mr. Stewart summed up in these words tho experience of the best merchants of our times. We do not mean to undervalue other methods of reaching the public, nor is this article intended to do more than call attention to tho lack of proper study and com prehension of the great interests involved in the the term advertis ing; but we are, nevertheless, war ranted in saying that the merchant who seeks the best medium for reaching tho public must, and will find, that the daily newspaper is what he wants.
