J ah vis Pallex, commissioner of navigation, has just completed his annual report giving an account of the work oi the bureau o nav igation since its establishment by the Dinglcy shipping act. In com paring the status of American shipping with that of other mari time countries, he.says: "Though we may have developed in other ways, we-have not kept pace on the sea with the early promise of our national youth. The com plaints, however, are not true that our shipping is going to ruin, as the fact appears that our mercan tile navy stands second among the nations of the world, and still forms one of the elements of our greatness. The total nnmber of vessels employed on the Atlantic and Pacific coasts, including the western rivers and all inland navi gation exept the northern lakes, on June 30, 1S85, was 19,123 ves sels, and their tonnage was 2,455, 720 tons. Of this number 13,SG2 were sailing vessels, 4,111 steam vessels, 25G canal boats and 894 barges. The total number of ves sels engaged in coastwise trade, excluding those engaged in the fisheries and upon the northern lakes and western rivers, is 15,918 and their tonnage is 2,001,917 tons. The commissioner gives figures to show that our coasting trade is bjr far the most flourishing branch of the United States mer chant marine, and says: If we include our lake and river tonnages it is the most formidable coasting fleet in the world, surpassing in point of tonnage the combined mercantile navies of any two na tions, excluding Great Britain. Moreover, this fleet of coasters of various kinds, built for conducting the traffic of our extended coast and long rivers, is admirably adapted to the diversified Tariety of business it was constructed to per form. It is, in point of equipment and the efficiency of the vessels and the accommodations and com forts for those on board, second to no fleet in the world. The commissioner says the re lief afforded American shipping through the operation of the ship ping act of June 30, 1884, is already felt in our favor, but our expectations of a permanent revival must be delayed until the reaction comes with a demand for morn tonnage. He thinks that every thing should be done to encourage iron ship-builders, and the practice adopted in France and other nations of granting bounties on ship-building, in order to give the vessels an equal standing as to price, is commended. On the stfbject of pilotage, the commissioner remarks that the time has arrived for congress to take charge of the whole question of pilotage, in the interest of pilots themselves and others concerned. The system of pilotage varies in many of the states, and the rates are high m nearly all. Thesp are shown to be oppressive to ship owners, and demand the introduc tion of a new system that shall operate alike throughout the Union. The local taxation of shipping in the various states is also dealt with, and it is also suggested that shipping constitutes a class of property which differs from landed property, and if not altogether ex empted from taxation, should only be partially taxed. "In no case," says the commissioner, "should the tax be unjust to the American ship-owners who has to bear a double burden in the decrease in value of his property and competi tion with foreign ship-owners." Under the head of collisions the commissioner discusses at length different plans for doable side lights, but advises caution in mak ing any change in the present sys tem, which, he saj-s, should not be ventured on until a new system to replace it has had time to be come familiar to maritime people, and is found to be acceptable to commercial nations generally. m The introduction of the mega phone on ship board a sort of telescope for the ear, or machine for magnifying sound is said to be a boon in prospect for mariners. Its design is to enable a person to hear or carry on a conversation with people at a distance, and it is constructed of two huge, cone- shaped tubes, eight feet long and three in diameter at the large end, which diminishes to an apex in the form of rubber tubes small enough to place in the ear. Between these two tubes are two smaller ones, constructed in the same manner, but not more than half the diam eter. By placing the rubber tubes in the ear and speaking through the smaller cones the per son can hear at a. long distance, and it thus aids mariners in listen ing for the sound of breakers, or carrying on conversation with per sons on shore or on other vessels at a distance; In- his message the president says the United States "are;" his predecessors since TG1 had been accustomed to 533- the United States "is" a question of gram mar and a fundamental principle of politics being alike involved in the difference between the singu lar and plural verb. The Ohio supreme court lias de clared the registry law for the cities of Cincinnati and Cleveland unconstitutional, and, in a habeas oorpus case, discharged a person arrested at the late Cincinnati elec tion for violating the law. The solid men of Mobile have followed the example of their New Orleans brethren and held a meet ing to "boom" the Tehuanteper ship railway. m -1 - A Cixcinxati plumber is said to be the head man in a proposi tion to hold a world's fair in that city in 1892. The cost will be 61,000,000. Down at Grant's Pass, where women are scarce, the men adver tise for partners for a dance two weeks in advance of the event. Veterans of the Nez Perce, and Bannock Indian wars will petition congress at this session for back pay and pensions. Arbor day is now observed in fifteen states, and is becoming more and more an occasion of pop ular observance. Slab Hollow, Vt., has peti tioned the postoffice department for a more dignified title. in 1 A theater with a seating ca pacity of 20,000 is to be built in New Orleans.
