The New York Herald of tho 28th say: -'The great waves reported at San Francis co as having broken on the adjacent coast during Thursday, are probably indications of a destructive earth quake in tho inter-tropical Pacific. They were thirty five minutes apart, it is said, and were as great as those observed during tho Java upheaval in 18S3." Tho Now Westminister Guardian says: "Those who were standing on the shore last Thuiaday morning saw the great wave coming, and at a distance of two miles it looked like a wall of water twelve feet high and several miles in length. It did not break, but seemed to glide in on the beach, but in a few minutes there was a flood, tho highest flood tide ever seen on this coast, and Frazer nver and Mud bay were united by a pool of salt water." At Neah bay the great wave broke at the entrance to the bay between Koitla point and Waadda island reef, and dashed on the beaches in a fear ful manner. A drift spar, fourteen inches through, was tossed on Baadah point away up nmong the sallal bushes on the summit. K;iclil;r. Aruivu 5ulie. London, Dec. 9. It is questioned whether the president's comprehen sive -urvey of American politics will occupy as large a space in the themghts of the world as the news which accompanies it, namely, the death of Vanderbilt. The name of the American million aire was in every household wherever men deal iu shares and anticipate dividends. Philadelphia, Dec. 9. The Press says: Thousands of thinking people contemplate the Mormou uprising with perlect composure, because ot a deep seated conviction that the crime of polygamy must eventually be swept by fire. Chicago, Dec. 9. A Washington special to the Inter-Ocean says: The president told Senator Cullom that he was compelled to take a great deal of matter out of the mes sage that hhd been written and put in type in order to shorten it. He thought it was much too long as it was, but said he would probably have a chance to send in the rojected parts at some future time and would lay them carefully away for the pur pose. The Democrats say it is a mugwump message, but it is difficult to get anyone to make comments on it, because the usual plan of laying the pamphlet on tho desks of mem bers of the house and senato was not followed and they had no chance to read it until the evening newspapers were published. London, Dec 9. Tho Daily News editorially says: President Cleve land's message seems to place him in true succession to greater men who have occupied the presidential chair rather than to late Demccratio lines. It is conceived in n most just and friendly spirit toward all foreign powers and. contains no word to tickle ears of American "Jingoes." The message expresses just sentiment and international good will. It is equally wise and prudent on all do mestic topics. Tho PoU says Some of tho old world statesmen might ponder with benefit over some of Mr. Cleveland's reasons touching the Nicaragua treaty. Laramie. Wyo., Dec. 9. The French Canadian, Jaqucs Brown, who is here, has made the startling statement that Riel is au illegitimate son of bir John A. Jlacdonald. Riel confessed to him that thi3 was the reason that Sir John onco before in tirferred for him and was the cause of the late dilatory measures. Swintor Dolpli'.i Badzet. In the senate Senator Dolph has introduced a bill for forfeiture of tho land grant of the Northern Pacific railroad from Wallula to Port land; for admission into the Union of the state of Washington; for tho relief of the states of Texas, Colorado, Oregon, Nebraska, California and Nevana. This bill provides for tho completion of certain proof in con nection with the claims of these 8la'e3 for expenses incurred in the enrolling, subsistence, arming, elo., of troops called into the service of the United States; for relief of sur vivors of the Whitman massacre; for relief of the First National bank of Portland, Oregon. Thi3 bill appro priates 18,339, being the amount advanced by the bank to contractors who built the revenue cutter Tom Corwin, and used by them in con struction of the vessel; for constru ction of a custom house at Portland, and for this purpose S500.000 are appropriated, and for the relief of Ben Holladay. Not long ago a weeping mother called to bid good-bye to her only son, who wa3 soon to be executed. "Woman," ho exclaimed, in a mo mentary frenzy, "Woman, I would never have been hero had you done your duty by me when Iwasyoung!" This was a terrible parting! It horrified tho spectators; it nearly crazed the conscience-stricken moth er. One can scarcely overestimate the mother's influence in the moulding of the character of her offspring. But how often, oh, how often, do mothers seem to ignore this respon sibility! During a recent trip on the rail, the writer made the acquaintance of Dr. A. J. Benedict, of Fackett's Harbor, N. Y., a person who has made a study of human development. Re ferring to the murderous tendency of the times, we asked that eminent man if the outlook was not discourag ing. "ItlooksEo,"hesaid, "butlfancy we have a cause and the remedy for such evils. In my professional career I have found by hard study that -we have emerged from savagery by de velopment of the nervous system and the intellectual life, and we return to savagery as we ignore the fact that -without the solid, trustworthy, nerv ous system, we cannot hope to savo the race. Boys stuff dime novels, and the pistol is to them the only respectably glorious instrument to secure fame. Women read trashy literature and straightway try to murder their husbands and friends by poison. Business men yield to the tempter, and forge and steal and default. Ministers, charmed by beauty, forget the behests of con science. On every side we seo the weakness of personal integrity." "Do you regard it as a disease?" "More especially as tho result of disease, which, however, may bo nro vented." "Please dofine how." "I cannot now enter into details. Our people can see their bodies, their blood, their bones. They never seo their nerves and consequently many do not suppose they have any. Tho farmer's wife rejoices in a big, physi cal framo, and yet she dies prema turely. Tho nerve cannot stand the strain of continual work. The minis ter falls dead in his pulpit, but he never did a dav's physical work in hia lifo. Tho lawyer faints in the presence of the court and is soon a wreck or a corpse, and yet tho work is nervo work. The man of affairs i3 overcome with apoplexy ; the politi cian and publicist, with Bright's disease The mind of the untutored man i3 fired by tho exploits of crime, and he longs for such fame. These persons overwork or over-excito the nervous system, and this fact kills or demoralizes them." "If all this bo so, how would you rectify it, then?" "Let me tell you. A few years ago I had a lady patient who was an ut ter wreck. " She was the mother of several children. Sho lost her mind and imagined sho was cursed of God. She was a fanner's wife and worked early and late. I never saw a finer specimen of physical womanhood than she, but she was a nervous wreck! She became bloodless, had the very worst of female disorders, and was in the last stages of albumi nuria or Bright's disease. This latter disease works particular havoc with the nervous system and produces in sanitv and despair. She was insane and desperate and I fear tainted tho blood of her offspring with these ter rible tendencies. I treated her for several years. One by one the stand ard remedies of the schools failed, but I finally cured her with Warner's Safe Cure, and she is to-day strong and well. Yefthousands of women, like her, every year bring ill-formed and criminally-inclined children into the world. Is it any wonder that nervous diseases prevail and that the whole moral sense is demoralized? If that remedy were generally used, we would have stionger mothers, stronger children, stronger men and women, and with perfect physical and mental health, crime would de crease and society be raoro secure' Such candid opinions are surely worth considering. Northern Pacific railroad expenses have been worked down to the lowest possible notch, until they amount to only about 40 per cent of tho gross earnings. Salaries have been cut off, positions consolidated, and every subordinate discharged whoso serv ices could bo dispensed with. Tho life of tho company depended upon this being.done. Interest had to be earned on the vast issue of bonds and something put into the surplus fnnd to jnstify the issue of moro bonds. The company has evidently gone to the utmost limit, if it has "not reach ed over a little. The road was in a first clas3 condition two years ago, when this procedure was entered upon;but it is said "to have been running down ever - since, there be ing no outlay for repairs and re newals that could ba avoided. The employees are- also said to be overworked. -Tho pressure of a heavier business will necessitate a greatly increased expense account, as no more money can be got out of the service than is now nnd has been for somo months past It is interesting to seo just how far a railroad can safely reduce its expenses, and the public has evidently seen it in the case of tho Northern Pacific.
