r) lw Jjattjj torim ASTORIA. OREGON: SATURDAY DECEMBER 5. 1SS5 THE PRESIDENTS MESSAGE. In the preparation of his mes sage the president has adopted an entirely new plan. It has always been the custom of his prede cessors to consult the several cab inet officers and some of the bu reau chiefs, such as the controller of the currency, the commissioner of internal revenue and the com missioner of the public lands, and some presidents have even had portions.of their messages written for them by those officials; but Mr. Cleveland, while doing all of the "writing himself, has gone out of his official family and sought information and advice from unus ual sources. For example, he has consulted George Bancroft, the venerable historian, in regard to the perplexing questions of the rights of American naturalized citizens in Germany, under the treaty Mr. Bancroft made, and he invited Mr. Corcoran in to con fer with him about district officers. Mr. Carlisle and Mr. Randall have been admitted to the conference oyer the message, as well as other members of congress; but the two men who have been consulted most are Hugh McCulloch, twice secretary of the treasury and a Republican, and Mr. Fair child, who came from New York to be assistant secretary of the treasury. There has been a great deal of speculation regarding the president's tariff policy, and both protectionists and revenue reform ers have claimed his sympathy, but there will be a general surprise when this portion of the message is read, it is said, and a disap pointment all round. Xobody but Mr. Fairchild and Mr. Randall knows what the president will say, and the latter told a friend recent ly that the protectionists had no occasion for alarm. In regard to the silver question there has been more general consultation, and it is known that the president will adhere to the position taken in the letter which he wrote to the silver men beforejhis inauguration. He will simply describe the condi tion of the treasury and say that the surplus difference between the receipts and tho disbarments of the government is accumulating, ,r. e;i,w ;,, o,wl oc fUr in ;' in silver coin, and, as there is in i circulation now all that the coun- try can absorb, the coinage ought to be stopped. It is expected also that he will recommend the removal of the tax on the circula tion of national banks and ask congress to amend the banking act so that banks can issue notes to the amount of the par value of the bonds deposited to secure their circulation. The tax on circula tion now amounts to about $54, 750,000 annually, which with the cost of the redemption system, makeataxofaboutS3,000,000 upon the circulation. It h a -4 1 1 rh i' the removal of this burden would intrease the issue of the national bank notes, as the profit on rirou lation is now so smill that the banks are not issuing m i y, ex cept in New EnglanJ nn 1 other portions of the country where money is plenty. Probably the fastest long dis tance train in America is the lim ited express of the New Yrork Central, which leaves Chicago at 5:30 p. m. and arrives at New York at 7:30 o'clock the next evening, making the run of 9S0 miles in twenty-six hours. This gives an average speed of 37 9-13 miles an hour, including all stops. There are 15,000 people living in polygamy in Utah and the bor dering territories. Five governors of New York are said to have dropped dead of heart disease. The annual fire tax paid by the United States is estimated at $160, 000,000.
