THE PRESIDENTIAL SUCCESSION.
The death of vice-President
Hendricks lias occasioned a state
of affairs that makes the question
of presidential succession an inter
esting one.
Senator Thurman, of Ohio, in
speaking of the matter says, in
substance, that the theory of the
senate is that it is a perpetual
body. The senate, before the
commencement of the present va
cation, failed to elect a president
pro tern., as is usually the case a
few days before adjournment, and
this failure leaves the country
without a vice-president at this
time. If the president should die
before next Monday, an interreg
num would exist in the office un
til the senate, which meets on that
day, should elect a president of
that body, who would assume the
duties of president of the United
States and continue to discharge
the same until another election for
president and vice-president was
held. In the meantime the secre
tary of state would notify the gov
ernors of the several states, who
would order an election, which,
however, would not be held till
November next.
As showing how the election of
president pro ton. of the senate
operates, records were referred to
which showed that in April, 1879,
vice-President Wheeler absented
himself and Senator Thurman was
elected president pro Inn. of that
body, holding that place during
the vacation and until December
of the same year, when the vice
president appeared, which ended
Mr Thurman's term as president
pro tern. In April, 1880, the vice
president was again absent and
Mr. Thurman was again elected
president pro tern.., discharging the
duties of that office until May Cth,
when the vice-president returned,
and this again put an end to Mr.
Thurman's office.
Speaker Carlisle's term of presid
ing officer of the house of repre
sentatives having expired with the
forty-eighth congress leaves this
place vacant, and there is no one
under the present law who is
eligible to the presidency The
act of congress approved March 1 s
1792, provides that in case of re
moval by death, resignation or
inability of both president and
vice-president of the United States,
the president of the senatero tern,
and in case there shall be no pres
ident of the senate then the
speaker of the house of represen
tatives, for the time being shall act
as president of the United States
until the disability be removed or
a president be elected.
In the event of the offices of
president and vice-president both
becoming vacant, the act referred
to provides that the secretary of
slate shall forthwith notify the
governors of every stnto, specify
ing that electors for president of
the United States lall be ap
pointed or ehosen within thirt'
four days preceding the first
Wednesday in Dev:uher then
next ensuing. Tiier VniH be a
space of two months between the
date, of such notification, -ayS the
act, and said first Wednesday in
December; but if there shall not
be a space of two months, and if
the term for which the president
and vice-president last in office
were elected shall not expire on
the 3d day of March next ensuing,
the secretary of state shall specify
in the notification that electors
shall be appointed or chosen
within thirty-four days preceding
the first Wednesday in December
in the Tear next ensuing. The
electors must meet on the
Wednesday designated and give
their vote, proceeding as directed
by law, as in a usual presidential
election.
THE ULTIMATE RESULT.
The destiny of the universe as
taught by modern science, is thus
pictured by Samuel Williard:
The planets lose their heat and
life; all animals and then all plants
die; the globesslacken their speed;
they approach the sun in a grad
ually narrowing spiral, drawn out
through millions of years; but as
fast as one after the other touches
the sun and becomes part of its
mass, the predominating centri
petal attraction of the central
globe increases; and, the per
turbations which arise from plan
etary attractions ceasing, the rest
more easily yield to his overpower
iug sway. These collisions for a
time light up his fires; but when,
Kronos-like, he has devoured all
his children, like Kfonos he too
shall begin to fail. The same
process is going on in other sys
tems and and now the overgrown
suns become planets to each other;
vortices of suns take the place of
solar systems, and suns fall into
suns till all are united into one
vast glowing mass, containing
all the matter of the universe from
which much of the energy that
once animated and unified it has
departed by the infinite and eter
nal radiation, else we might say
that the crash of worlds had gen
erated heat to rehabilitate the star-
mist and inaugurate a new nebular
globe or disc, to repeat the long
formation of the worlds and the
possession of the ages. But
science herself has shown that this
cannot be.
And now the central mass is
cooling for thousands and thous
ands of centuries; from the bright,
white heat and light which no eye
sees and no nerve feels, it fades
away to a bright red, a dull red,
and finally the last ray of light,
the last life-producing quiver of
the ether has gone out into the
void of boundless space, pursued
by the swift flying darkness. But
the heat-waves continue in the
everlasting night for some brief
time and then spread vainly out
into space, growing fainter and
fainter until the absolute zero of
cold is reached; there is the faint
shudder of an eternal chill; heat,
too, has perished; the last throb
of the ether has passed, and the
universe is dead.
