Co.mmi:xtix on the present un just and unequal county represen tation in the state legislature, the Orfffotu'tdi, in esterdays issue says that "the failure at the spe cial session to pass a new appor tionment bill will not add materi ally to the political prospects of thirinembers composing that body. Jt-vas a duty which that body owfed to the state at large, and a duty the performance of which had already been loo long de ferred.1' Our conlcmpoini v assumes that the chief obstacle in the way of the apportionment bill last week was the senatorial election, and formulates a theory rerardin the Democratic support of Mitchell and the geographical distribution of that support. It argues that the counties now over repre sented, such as Josephine, Clacka mas, Douglas, Baker, Polk, etc., and which send Democrats to Sa lem, cast their votes for Mitchell in accordance with a stipulation that by reason of their action the present unjust apportionment should not be disturbed. But the whole facts do not bear out the implied "deal" on the part of .Mitchell's friends and support ers. Such a scheme, if concerted, would be carried out ; t.?(iio3 for Beall of Jackson, Cyrus of Linn, Tlayes of Lane, Leinen weber of Clatsop, and Lewis of "Wasco and Crook were among Mitchell'? Democratic supporters. To us it does not appear probable that the matter of apportionment, or present legislation concerning it, played any part in the senato rial contest last week. Tin: A'vI'okian is of the same opinion in this matter that it was in 'Si and 'S"2: that the reason why Ciatsop county has not her just repicsentation is due to party cowardice, Republican and Demo cratic alike. Each party is afraid the other may regain, or retain predominance and hence we of Clatsop suffer Ijy reason of a fear of political dominance. It would never do for Republicans to allow three icpresentatives and two senators to go up from Clat sop county elected on the Demo cratic ticket; it would be equally dreadful for Democrats to permit a Republican delegation of five from this countv to legislate in Salem. It is contemptible and pitiful, but it is the fact. Some men believe in party supremacy to such an ex tent as to sink their identity and would rather be represented b a cipher, or have no representation at all than to have a good man, an able man go, because he happens to be of the oppsite political faith. Tun Astokiax has no candidate in the coming city electien: no friend t o work for; no favorite to be given a place. Its question regarding any candidate shall be "is he honest? is he capable?'' She gets $40 a month, house jent and fuel. Tiik chief question that has been raised by the sudden death of vice president Hendricks is the presidential succession. At the present time there is no president pro tern of the senate, nor speaker of the house, and in case of Cleve land's death the question who would temporarily succeed him would come up. An effort was made just before the adjournment of the senate, in April last, to elect a president pro tem, but it was not accomplished. Tt was said by a senator that it was thought it might probably be construed as discourtesy to Hendricks to elect a Republican as president pro tem pore, and the matter was not pressed. Hendricks attended to his duties every day, and afforded no occasion for the services of a president pro tempore. This doubtless, more than a wish not to be discourteous to the vice presi dent, made the senators relax caution and permit adjournment without election of a presiding officer pro tem. But this repetition of the condition of affairs of a president and no presiding officer of the senate, or speaker of the house has put beyond doubt that the matter of presidential succes sion will receive immediate atten tion upon the meeting of congress. It is said that Senator Emunds, who was president pro tem. of the senate, does not desire re-election. As soon as the announcement of Hendricks1 death was made Re publican senators concluded, with out reflection, that Edmunds would be chosed again to his for mer place, but since then the tide has set in for Logan. As there is a prospect of some rivalry over the matter senators arc reluctant to express an opinion on the subject. uI'his is the time of the year," says the New York Mint, "when animals shed their coats and put on thicker ones." It proceeds to remaik that it would not wonder "if the president would shed his thin spring and summer coat of mugwnmpism" and "wear a thick coat of Democracy this winter."
