NOVEMBER 27. 18S5 The tones triumph at the En glish parliamentary elections, and Gladstone's reign is over. e e - Russia mid the United States are said to be the only countries in the world that have a sufficient number of horses for army pur poses in case of war. The late Emery Storrs was once at a meeting of prominent Chicago citizens to raise funds for the Dearborn Park library and art gallery. Some one remarked that he did not believe the enterprise would ever pay. "I want Chi cago," exclaimed Storrs, "to rise to that eminence where it can do something that won't pay." An idle word may be seemingly harmless in its utterance; but let it be fanned by passion, let it be fed with the fuel of misconception, of evil intention, of prejudice, and it will soon grow into a sweeping fire that will melt the chains of human friendship, that will burn to ashe3 many cherished hopes, and blacken more fair names than one. Last Wednesday Gov. Moody, through Capt. John Mullan, state agentfiled formal complaints with Secretary Lamar against the com missioner of the general land of fice, for failure to issue patents to Oregon for lands heretofore ap proved to said state by Secretary Lamar's predecessor, and for per mitting contests to be initiated for said lands, after such approval. Senator John Sherman, talk ing in New York about the death of the vice-president, said it would not affect the organization of the senate in any way, as the case was extremely simple. Out of courtesy a president pro tempore was not elected in the pres ence of the vice president, who, so long as a party opposite in politics was in power, could not exercise much inGuence. He did not even appoint the senate com mittees, which were named in cau cus by the dominant party. At present, however, the senate was without a presiding officer. It must be remembered that the sen ate, unlike the house, was a per manent body, and there is no question about electing permanent officers. Mr. Parnell is evidently play ing the game of the horse dealer who asks four prices for his beast, in order that he may magnani mously fall to two, and still get more than he expected. It is not likely that Mr. Parnell expects legislative freedom for Ireland, and nothing is surer than the fact that he will not get it, but by de manding a separate legislature he may secure a larger representation in the British parliament, together with other advantages not now manifest. Nobody knows better than Mr. Parnell that England can not afford to haw a juacticallv independent state in Ireland, how ever much it iniht relieve the embarrassments of legislation to have the Irish members relieved from attendance on the sessions of parliament; nor will Parnell's proposition receive even serious consideration. An emphatic neg ative is the only, answer England will give to the Parnell proposal. But many concessions can and will be made by England in lieu of this demand for independence. "While Ireland may never be free, as the term is understood to apply in national matters, the condition of the Irish people will doubtless be greatly improved in conse quence of the positive demands made by the Parnell party, and one happy result will likely be the fact that in not many years every Irishman who wishes to do so may become his own landlord. Thus, while Mr. Parnell may fail in his ostensible object the real good he will gain for his country may not fall far short of what he asked. DIED. In Astoria.
