from its exchanges regarding an
existing fact. Taking for a basis
the census returns as received
from the office of the secretary of
state, we find that Baker county
with a population uf 7,000 has one
senator and two representatives in
the legislature; Clatsop county
with a population of 10,240, has
one-third of a senator and half a
representative. "Were it given
the same proportion as Baker
county (which has just received
a 15,000 gift) this county would
have two senators and five rep
resentatives, at Salem. Columbia,
with a population of 3,013, has a
representative: Clatsop with more
than three times 3,013, has half a
representative: that is to say,
Columbia county with scattered
settlements has more than .six
times as much to say as this
county with the second city in the
state in her limits. Washington,
with less than Clatsop has three
representatives: we need the aid of
Tillamook to eet ene: Douglas
with 3,053, to Clatsop's 10,240,
has two senators to our one-third
of ene: she has five representa
tives to our one-half of one. Polk
with little more than half our pop
ulation has three representatives:
Clatsop has a fraction of one.
Yamhill, with S,1G4 has two sen sen
aeors: Clatsop with 10,240, has
one sixth of Yamhill's senatorial
representation. "With R,1G4 pop
ulation that county has three rep
resentatives: with 10,240, this
county has one sixth as much.
Does this look to von just, or
reasonable, or fair? Ts any

the absurdity of the existing sys
tem of mis representation?

United States,'' is asignificent one.
"Whether anything practical or not
is likely to come from it, it indi
cates a powerful direction of the
sentiment of our time toward
christian unity. Prof. Shields en
deavors in his article to look into
the respective forms of doctrine,
of polity, and of worship "of the
great Christian denomination of
the country,' in search of the
three corresponding grounds of
unity which are aiTorded by their
dogmatic agreement, their ecclesi
astical or political likenes?, and
their liturgical culture. It is im
portant to note that Prof. Shields
finds the first of these grounds of
unity to be the least hopeful. "If
history teaches anything plainly,"
he S3ys, "it shows that the attempt
to organize churches on the basis
of mere dogmatic dissensions will
always tend to schism rather than
to unity. They oftn delude
