The Irkutsk Sibir has some in teresting particulars of the com munity which lias lately sprung up on the south side of the Amoor, in the district where gold has been found in such abundance that the name Asiatic California has been given to it. The place is particu larly an almost inaccessible desert, without roads or paths. It is "well beyond the Russian frontier, and it would seem that until the middle of last winter the Chinese were quite ignorant that a gold mine had been found on their territory. The diggers, who are largely com posed of American and Australian miners and recruits from the diamond fields, soon found the necessity of establishing order, and they have constituted a sort of democratic republic. The gold field is at present di vided into twenty-two small dis tricts, over each of which two elected chiefs preside a judge and an overseer whose duty it is to compose all differences which may arise among the diggers, and to inflict moderate punishment for any offenses. A general pres ident controls this body of judges and overseers. He is chosen by general suffrage from among the diggers and he is charged with the task of conducting any business which may arise with the Russian or Chinese administrations of the Amoor districts. The decision of all matters of grave importance is referred to a general assembly of all the diggers, and this as sembly is empowered to expel any one from the mines, to depose the president and to inflict capital punishment. The president has a salary of 400 roubles a month, or about ;CoG; the overseers and judges have salaries of about half this amount. A direct tax on all places of amusement and liquor saloons constitutes the fiscal in come of the commonwealth. There are about 150 such places in the district, and the receipts of each vary from 200 to 400 roubles a day. Each place pays a monthly tax of 25 roubles. A Russian of ficial has been stationed by the authorities of eastern Siberia in the district, and he has purchased ' a large quantity of the gold ob tained by the diggers at the rate of 3.40 roubles the solotnik (equal to 43 grammes), or nearly at the rate of 45 the troy pound. The amount purchased to the begin ning of summer amounted to sixty six poods, or over 2,300 pounds. When the Chinese authorities learned that a gold mine had been discovered within their borders they took steps to assert their rights and sent a small detachment of troops. The diggers tried to buy them off, offering first four pounds and then eight pounds of gold. Then a forro of 10,001) men was sent from Manchooria, the in tention being to attack the diggers as soon as the ice began to break up on the Amoor and ihey could no longer escape into Iuian ter ritory. Had they done this there would have been much Mood shed, for the diggers are well armed and very determined, and as discov erers consider they have an abso lute property in the diggings. Possibly Russia would have found in the confusion an excuse for in tervention in a district which she must regret is not within her own borders. The Chinese six companies of San Francisco have issued a pro clamation describing the treatment of Chinese in the United States. The proclamation embraces the troubles that took place at Eureka, Cal., Seattle, and Rock Springs, and estimates the damage which the Chinese sustained. Copies have been forwarded to the Chi nese minister at "Washington, who, it is supposed, will make it a basis ,of a claim against the United ' States government. 1st Judge Deady's court last Monday in the case o R. Koohlerj receiver of the Oregon and Cali fornia railroad, vs. Barin & Pills bury, the demurrer to bill was sustained, and the case dismissed. This settles the question of the injunction restraining the register and receiver of the Oregon City land office from receiving pre emption and homestead filings on a portion of the Oregon and Cali fornia railroad, declared forfeited by congress at its last session. It is possible, thinks the Port land, Me., Argus, that the mug wump's line of reasoning for being a Republican in New York and a Cleveland man in the nation is similar to that of Mark Twain, when questioned as to his belief in the future life.
