A SPECIAL SESSION.
So the governor has at last
yielded to the pressure and called
a special session! "Well, there was
nothing else left for him to do af
ter the silly action of the legisla
ture last winter. Leaving the
senatorial' matter out altogether
there are three or four important
matters that need straightening
up, and would grow worse by de
lay. Some of the state journals
affect to believe that the thirty
eight Democratic members will
not go to Salem. No such action
of the kind is nrobable. The
greater part of them will be only
too glad to go; in the first place
they will consider it a good opportu
nity to make political capital; then
again the tittles are not so lively
that they can afford to miss the
opportunity to be thrilty; besides
the whole business must appeal to
them in the ridiculous aspect that
it affords, for there is no denying
that it furnishes many of the char
acteristics of an excellent joke,
the idea that ninety men in sixty
days couldn't elect a man to go
to the national capital. And even
if the whole 38 should conclude to
stay at home, an impossible con
tingency, the 51 that would be
there would elect. The onty real
question that comes up now that
the special session is assured, is
who will be elected? Will it be
Ilirsch, or Williams, or Mitchell,
or Lair Hill, or Moody?
What effect the special session
may have on the future fortunes of
the Republican party is problem
atical. If there were no other
business than the simple election
of a senator, then it might with
great propriety be argued that
on the majority who could elect
and didn't, should fall the odium
of failure and the entailed expense
of the coining session, but when
all the mistakes and blunders are
brought up and fairly divided the
two political parties or their rep
resentatives at Salem it would be
the pot calling the kettle black
face for the Democrats to try to
lay all the blame on the Republi
cans. In the meantime the dear
people can stand ready to pay
$30,000 for the fun.
What a splendid piece of road,
what a useful highway, that 30,
000 would build! Twenty years
ago a special sestion of the Oregon
legislature was called. Let us
hope that it will be twenty years
more before another is made neces
sary by the foil' of those who rep
resent the commonwealth at the
state capital.
A Washington special says:
Possibly there may be a curious
sequel to the case of Judge
Dawne's appointment to Alaska,
with respect to whom the presi
dent some months ago wrote the
letter that attracted so much atten
tion. President Arthur appointed
to that position McAllister, who is
said to be a Democrat whenever
taking an active part in politics.
It is learned that his removal
was secured by the Presbyterian
mission agency in Alaska, through
agents here, and by representa
tions that seemed hostile to the
mission. Then came the appoint
ment of Dawne, a concededly un
fit person, whose appointment has
not yet been revoked. Judge
McAllister's father, a society man
in New York, has interested him
self very actively in his son's be
half. He has secured letters from
August Belmont and other promi
nent Democrats, urging his son to
be restored to his office. At least
one member of the cabinet is very
actively interested in McAllister's
behalf.
The street car drivers and con
ductors of St. Louis have struck.
They have been working sixteen
and three-fourths hours per day,
the drivers getting $1,150 and the
conductors S1.75 for their day's
work. They are willing to work
twelve hours for 1.75 and $2.00
respectively.
The Standard thus obligingly
maps out the special session pro pre
gramme: "Besides the election of
a United States senator it is vari
ously proposed after repairing the
defects in the laws enacted at the
last session to repeal the Hoult
railroad law and establish a rail
road commission, and on the other
hand to pass a more stringent law
to regulate railroad freight charges
to investigate the swamp land
business; to pass a law to bring
the various savings banks and
other banking institutions under
state supervision; and to amend
the mortgage tax law. It is said
that the Northern Pacific and Or
egon Railway and Navigation
companies have exerted the final
influence in bringing the governor
to call an extra session, in order to
anticipate the Central Pacific in
the election of a senator in their
interest, and that these railroads
have already got things fixed."
Flood Rock, in New York har
bor, was blown up by dynamite
last Saturday. The work of get
ting ready to remove the obstruc
tion to navigation has been going
on for years. The explosion is
considered a success. The na
tional government appropriated
$5,000,000 to blow up that rock,
and will assuredly be as just as it
is generous and loan liberally to
this section of the Union in aid of
improving the Columbia bar.
Ilere no dynamite or shock is
needed, only to aid the heaving
tides that want to make a channel
through which the Avhite-winged
carriers of commerce may come
and go.
Tmi Oreyonkin thinks it is
probable that a special session of
the legislature will be convened
about the 10th or 12th of Novem
ber, and adds: "The Republicans
will then have an opportunity to
show whether they can suppress
selfishness and factionalism, and
ffivc the state a senator who will
be useful to it and a credit to their
party. After the experience of
last winter there ought to be no
difficult' in coming to a right un
derstanding. The failure then
should be a sufficient warning for
the present and for the future
too."

tender their resignations at the
convening of the extra session,
and thus necessitate a proclama
tion from the governor for new
elections to nil tne vacancies, ior

be re-elected by increased majori
ties as a rebuke to the state execu
tive for his desperate course."

having on board passengers from
Montreal where the small pox is
now virulent.
The Louisville Courier-Journal
