Joiix Russell Young, lately United States minister to China, says the Chinese government is not disturbed by America's anti Chinese immigration action. The government prefers that its people should stay at home, and is only concerned that the Chinese who are admitted to foreign lands shall be protected in their rights equally with other people. Of literature and the history of the "world out side of the Chinese empire the best Chinese scholars are profound ly ignorant. They study Chinese history, poetry, theories of govern ment and give much attention to memorizing tho sayings of great men. "When," says Mr. Young, "I expressed some surprise at the neglect by Chinese scholars of what we consider so important to a proper knowledge of men and things, a member of the ministry replied, 'Well, we can do nothing about it; it is nothing to us. That is your civilization and you learn it; we have ours, and we learn ours. For centuries we have gone on satisfied to know what we know. Why should we care to know what vou know?' This learned man had heard of Alexander on account of his invasion of India, but never of Homer or Virgil or Shakespeare. He had heard of Bonaparte, but was without par ticulars; Hannibal and Peter the Great he knew nothing of. Gen. Grant was known by his visit." The secretary of the treasury has referred to the attorney-general, for an opinion, an interesting question in regard to the enforc ment of the Chinese restriction act. One of the methods emploj'cd to evade the law was for emigrants to land in British Columbia, and cross the border into Washington territory. When such persons were found they were taken back into British Columbia, and warned not to return to the United States. It is possible that many Chinese laborers who had entered the United States in various other ways were driven into British Co lumbia, under the impression that they came from there. The au thorities of British Columbia pro tested against this practice, and called attention to a law imposing a tax of $50 on all Chinese who landed in British possessions. The collector at Port Townsend re ported the situation to the treas ury department, and asked for in structions. The secretary has called on the attorney-general for an opinion, and it is likely that the matter will be brought before the cabinet at its next meeting. The Virginia politicians are a tough lot. One of them Judge "Ward, editor of a paper at Abing don was set upon the other day by a Dr. White, who loaded him with the contents of both barrels of a gun. Then two of "White's relatives walked up to the pros trate "Ward and fired an uncounted number of gunshots into him. At last accounts the recipient of all this leaded matter was still alive, though in "a critical condition," as might be supposed. Anybody less hardened would have been killed outright by half the lead ex pended upon the unfortunate ed itor. There seems by the way, to be some defect in the quality of Virginia "chivalry" exhibited in this affair. The most common place ruffianism anywhere could hardly be guilty of a more cow ardly butchery than that perpe trated by the three "chivalrous gentlemen" who deliberately con tinued firing upon a fallen and'de fenseless foe. A New York paper seriously doubts if a pretty woman can be convicted of murder in the courts of that city, no matter how strong the evidence against her. Pretty wives should take their husbands there if they want to get rid of them The London Times of the 6th commenting on Parnell's speech at Wicklow, says: The cabinet must consider the situation in Ireland. It is impossible to disguise the fact that the government of Ire land has passed or is rapidly pass ing out of the hands or her majes ty's ministry. The latter must defend their policy of abandoning the bill for the renewal of the co ercion act. Parnell's demand for home rule is only the prelimi nary to a farther effort to complete the separation of Ireland from Great. Britain. Haider's Weekly, the N. Y. Times, Beecher and all the rest of the truly good, are trailing back into the Republican camp, volubly explaining why their dislike of Blaine made them beat him last November. They are now for Davenport, the New York nomi nee for governor on the Repub lican ticket. Their advocacy may beat him, as a good many disgusted Republicans are likely to vote for Hill, just because the mug wump crowd oppose him. The municipal government of Madras, India, has extended the right of suffrage to women. With the ballot secured in Washington, Wyoming and Madras, the advo cates of woman suffrage are pretty well satisfied for the present. Any who feel disinclined to wait for the coveted privilege in other places have only to emigrate to theso favored regions, where every prospect pleases, and even the ty rant man isn't as vile as he was. Both the candidates for gov ernor in New York the present Governor Hill and Ira Davenport are bachelors. In Mr. Daven port's case it is explained as a case of loving and losing early, his fiancee dying a short time be fore their intended marriage. The report published the 3d inst. that Germany and Spain had effect ed a settlement of the Carolines dif ficulty was confirmed on the Gth. Prince Bismark has written a friendly letter to the Pope, thank ing him in the name of Germany for the interest his holiness has taken in the question. Senator Vance, of North Car olina has been retained by Salt Lake Mormons as a defending at torney. Next winter Senator Vance will vote in congress on matters closely affecting his clients, and just how he can vote fairly is the question. Steinberg er, the South Pacific adventurer, is pressing a claim for $750,000 against England. lie was ejected from the Samoan isl ands by England, and wants the United States to take up his case.
