a) ftc gailg tforau. ASTOEIA. OEEGON: WEDNESDAY. -OCTOBER, 7. 1885 SAUCE FOR THE GOOSE. It is a quite singular coinci dence, says the S. F. Bulletin, that while the people of Washing ton territory are taking steps to evict the Chinese on November 7th; Yhile Chinese can only re main in Rock Springs, "Wyoming territoty, because they are pro tected by federal bayonets; and while 300 deputy marshals are -needed to guard the Chinese in Butte, Montana territory, the Chi nese government is marching an army of 10,000 men to expel a colony of American and Aus tralian gold diggers, who are tak ing out gold in a region lying near the frontier of Manchuria, Corea and Russia. The information is fnrnished by the Tsibir, the Si berian semi-official organ, trans lated into the London Times. There is some doubt about parts of the narrative. But it would not be at all surprising if the main fact turned out to be true. "We have not the rights in China which, in a foolish moment, we conceded to that nation. "Wc can not mine for gold or silver or coal there. Our citizens cannot en gage in manufacturing or com merce in China proper. They can only carry on such business in the treaty ports which arc, so far as custom dues are concerned, for eign territory to China. "We can not make shoes or cigars or shop clothing there. Nobody is al lowed to build railroads or steam boats. Travel is not allowed in the interior, except under the strictest conditions. All our ex ports to China are heavily taxed, while two-thirds of the products of that nation are on our free list. "We have been overreached mereby to 'gratify a lot of open mouthed pseudo philanthropists who derive all their opinions from that most deceitful source the emotions. Meanwhile it is quite evident that the ingredients will not mix either here or in China. A thousandth part of the interfer ence of Cooleism with our indus trial system, would not be toler ated on our part in the central flowery land. The party which should undertake to uphold Coole ism in the territories by federal bayonets is not sromir to nave a long lease of power. One party made a bad fist of it, trying to uphold the preceding form of slav ery in these communities. The states will no doubt find the means to greatly circumscribe the evil. In the territories the federal pow er is paramount. If it should be come implicated with Cooleism as it was with African slavery, histo ry will be quite certain to repeat itself. Gen. Lew "Wallace, ex-minister to Turkey, in an interview says, in regard to the Balkan treubles: "I do not think any action will be taken by Turkey until the signatory powers meet. The sultan has too much common sense to rush haphazard into war. He will await the issue of the con ference. In case of a disagree ment between the powers proba bly the whole of Europe will be swept into hostilities Russia, France and Italy on one side, and England and Austria on the other. Germany, guided by Bismarck, will endeavor to act as arbitrator. Austria would immediately take possession of Bosnia and Herze govina, and Russia would occupy Bulgaria and Roumelia. The con ference is most likely to remain in statu quo. One of the world's greatest wars will happen before the crescent disappears from the Bosphorus." How ignorance and supersti tion still predominate in many lo calities is strikingly illustrated in Montreal. An epidemic of small pox decimating the city the au thorities undertook to have the in habitants vaccinated, whereupon the more ignorant to the number of several thousand rose in riot' smashed the health office and tried to kill the health officers and the council. Then they tried to gut the office of a newspaper that had advocated vaccination. The mob was not drunk nor crazy, just ignorant and densely stupid. Troops were called out and the riot quelled. France though a republic is taxed the highest of any European county. Eternal vigilance and 109 francs a year is what liberty costs the French nation individ ually every year. The 109 francs have to be forthcoming whether the e. v. is or not. The California Southern rail road is about completed, and by the loth inst., through trains will run into San Dieso from the east.
