The department of agriculture at Washington has just issued a volume devoted to the reclamation of tide lands and their utility for agricultural purposes. It is esti mated by the department that the area of the country for such pur poses could be increased at least 10,000 miles an area of territory as large as the state of Vermont by taking not only the marshes on the ocean border but those far in land, fringing bays, sounds and rivers. It also contains reports from various parts of the country showing what has already been done in the way of reclaiming these waste lands, which were of value only for their crops of salt hay. The principal reclamations are in New Jersey along the Maurice river; in Pennsylvania on the Del aware, where one farmer has a splendid farm of 1,000 acres safe from the highest tides; in North Carolina, South Carolina and Georgia, where valuable lands have been diked for rice; in Lou isiana and Texas, where they have been reclaimed for rice and sugar cane culture and cattle ranging; in Clatsop county, where extensive dikes have been built, and "Wash ington territory where n early one half of the area formerly occupied by the channels of Puget sound, amounting to 1,050 square miles, have been converted into arable lands. In California also, at the mouths of the Sacramento and San Joaquin rivers, where there are nearly 3,000,000 acres of fresh water marshes, 50,000 have been reclaimed, and are among the most fertile lands in the whole state, be ing devoted mostly to fruit riis ing. In this connection the New Or leans Picayune calls attention to the reclamation carried on by the Louisiana land reclamation com pany, which has saved 15,000 acres in Terre Bonne and St. Mary's parishes. The soil of the sea marsh in that region is a black mass of decayed vegetable matter capable of growing any of the products of the state, while the subsoil is a stiff, blue clay well adapted to dike-building. Speak ing of the company's operations the JPicayunc says: "The land was broken by steam plows .plying between parallel canals and operated by the engines of two steam dredging machines floating in the canals at opposite sides of the fields. Rice, jute, vegetables, etc., have been suc cessfully cultivated in this re claimed land. The company claim a larger yield of rice than the South Carolina lands give under the most favorable circumstances. Jute grew six feet in five weeks on this new land. In St. Mary the company has also operated with much success, and land is re claimed every year and put in cultivation. No engineering diffi culty is accomplished and levees need be only two or three feet high. The greatest danger is from overflow from the Mississippi, it being very easy to protect the lands from tidal overflow. The new lands are too rich in soda, potassa and ammonia to produce canes of high saccharine strength for several years, but are excellent for corn crops, and in eight years under cultivation become good sugar lands. The cost of reclama tion is 3 per acre." Operations on a still larger scale are being prosecuted in Cal casieu, Cameron, and Vermillion parishes, where a syndicate has purchased 1,000,000 acres of marsh lands upon which it is now en gaged. The Picayune says: "The average cost of reclaiming these lands is found to be $0 per acre, the marsh when reclaimed beinjr much richer than the adjacent up lands, with a rich, deep soil, well suited to rico, or for pasture or meadow land." Bex Butlek is posing as the iust man made perfect, and ia a recent interview said: "The mis take I made in running for presi dent was like running against a stone wall, I knew that the peo ple in all ages had foiled them selves in every crisis of importance to themselves. It is the history of ages, but I was foolish enough to think that the people in all ages had grown wiser and better; that the world had progressed in the direction of human knowledge and understanding, and power of con centration. I thought the labor ers of the new republic were more intelligent. They are not intelli gent. They were afraid of me, because I had a little property. They were just as foolish as Gould. But that is not all; nine out of ten of them would sell their votes for 2 apiece. I was foolish enough to think that this age was different from another." The record of the past nine months shows the total number of new roads in progress and pro posed in the United States to be G2G, with a total mileage of 44, 393. This mileage of the pro posed new roads, and those already in progress of construction, is dis tributed as follews: New Eng land states S13, middle states 2, 331, southern states 9,414, western states 27.072, Pacific states 4,137. The greater part of the proposed roads arc to be short, local lines, intended for the legitimate needs of communities, and generally wanted to give connection with existing roads, to open up regions destitute of railwaj' facilities. The Glasgow Herald says the wheat area of Great Britain shows a decline of over 7 per cent, since 1S84 and of nearly 18 per cent, since 18S2. Wheat is obviously going steadily out of cultivation, and the diminished acreage of the past twelvemonth alone repre sents an additional payment for foreign wheat of about 875,000, 000. Virginia negroes have sporad ically voted the Republican ticket as a matter of gratitude and- self preservation. Hereafter they will vote the Democratic ticket as a matter of instinct and natural gravitation. "I see," said an opposing coun sel to the late Emory A.
