It ia thought that the board of di rectors of the state fair, will be ablo to pay off this year's premiums in full and will have a balance left of some 7,000 to apply toward paying off the indebtedness of the old so ciety. Brown brothers, of Olympia, have the contract to ship 500 spars to New York. They aro above an average length of eighty feet, with a diameter in the middle of from sixteen inches upward, to tho largest size used in the naval or merchant service. Tho Synod of tho Columbia is to meet in Calvary Presbyterian church, Portland, to-morrow at 7:30 r. H.; opening sermon by tho Eev. A. L. Lindsley, D. D. The synod com prises four presbyteries- Idaho, Ore gon, "Washington territorv and Alas ka. Tho superintendent of public in struction for Clatsop county, has, during the month of September, granted certificates of tho firt class to Miss Clara Adams and Miss Agnes Garner; also certificates of the second class to Miss Nellie Carnahan and Miss Margaret Grant. The new pilot schooner now build ing at Smith's point, is a trim looking craft, of Gi.12 tons register, with lines that give promise of excellent sailing qualities. She is about fin ished, and will be launched October 7th. Her name will be tho (for. Moody. Capt. Allan Noyes will be tho Astoria agent. The East Portland Vindicator as serts that Dr. A. 33. Adams, associate editor of the Columbian at St Hel ens, "was a wild cow-boy only about two years ago. on the froutior of In dian territory, and is a deadly shot." Tho editor of tho Vindicator has seen the doctor "cut a barb wire fence with a bullet from his pistol while at full gallop.' It begins to look as though "the Chinese must go," from "Washington territory at least At Seattlo last Monday, a large meeting pnssod strong "resolutions favoring their im mediate expulsion from the Sound. At the coal mines the Chinese have all been discharged. This is only the beginning of a movement that can have but one result. It is probable, says the Oreijonian, that tho completion of tho Canadian Pacific will have a much greater ef fect on tho future of the northwest than many dream of. Tho Canadian government will make very low rates to the coast in order to get the terri tory along tho road settled up. This will force other transcontinental lines to make low rates and will attract a flow of emigrants to Oregon and "Washington. Our city is Very quick to take up met ropolitan wavs and customs. Only one year ago, the Portland Y. 11. C. A. start ed educational classes, for their mem bers, and as it has pro en to be a suc cess there, our local association has followed in the same track. Our young men can now profitably employ two or three evenings each week in practical studies, without loss of time to them selves, and for a nominal fee. We learn from the officers of the association that the dues are but four dollars a year, less than thirty-five cents a month tor a lib eral commercial education. The gentle men who have consented to leach the classes are men of high educational standing and with many j ears of prac tice as teachers. COUNCIL PROCEEDINGS. Repudiation of the Bend Given for Pnr. chase of Lots Tour and Five, Dlock Sixty-Sis. McClnre'H Astoria. A special session of tho city coun cil was held last evening, present Councilmcu Bergman, Cleveland, Gratke and Trenchard. The chair was occupied by C. J. Trenchard, president of the council. A communication was read from "Contractor," complaining of having to wait for figures on contract work to be done on streets, etc. was refer red to street committee. A potition asking permission to erect a lamp in front of his place of business from J. A. McCrea was granted. Petitions from D. Gearhart A. Macrovilch, and D. Franciscovitch, asking permission to change their place of business and retain present licenses, were granted. A petition from "W. AY. Parker ask ing aid and authority to build a fire department cistern at crossing of Chenamus and Madison streets, was referred to fire committee. A petition of citizens against em ployment of Chinese labor on streets was referred to committee on health and police. A petition from Y. Boelling asking for a reduction on assessment of steamer Tom Morris was referred to committee on w ays and means. A communication was read from Mrs. N. Weiman, complaining of a nuisance. Referred to committee on health and police. A communication from the city at torney regarding sale of individual property for delinquent taxes, was re ceived and filed. Tho report of police judge for An gust was found correct by committee; report adopted. The council authorized a reduction on the assessment or L. C. Kinney of S35000. An ordinance authorizing tho aud itor and clerk and the treasurer not to sign or pay the bonds authorized by ordinance No. 551 was passed un der suspension of the rules. (This applies to tho $3,000 boud given for tho purchase of lots 4 and 5, block 66, McClure's Astoria, for the con nection of Cedar, Cnshing's Court, Jefferson and Astor streets, and the acrning interest on the boud.) An ordinance declaring tho proba ble cost of improving Cushing's Court street, between West 8th and West 9th streets, was passed uudor suspension of the rules. Ordinances granting liquor licenses to 11. V. Lundblad & Co., Mrs. T. O'Brien, Chas. Hansen. O. Sovey, and Win. Bock, were passed under sus pension of the rules. The following claims were ordered paid, M.B. Kipp.Sl; T. S. Jewett, $2.50; Gill and Clinton, S110. On motion council adjourned. Failed t P.T-s. Charles A. Strauss of this city, who was appointed by Cougres3inau Her mann as naval cadet from Oregon to Annapolis, failed to pass tho exami nation at the latter place and has re in mod to this city. Mr. Strauss' stumbling block was in grammar. He lacked bnt one-fifth per cent of pass ing. This is quite a miss, however considering that four per cent is perfect, and that it requires 2.7 per cent to pass. Tho Oregon candidate's standing was 2.5. Mr. Straus3 was not the only unfortunate applicant He says that of OS candidates, all told, only 23 passed the required examina tion and were admitted to the acad emy. At Tacoma, recently, Bishop Wal deu (M E.) was trying to raise $1,000 to pay off a church debt. "Why," he exclaimed, "every property owner here ought to subscribe. If 1 owned a corner lot in Tacoma I'd give $50 my self." "All right, Bishop," saiil a member of the congregation, "give your $50 and call at my office to-morrow morning Tor tho deed of your corner lot" The bargain was carried out. The Major and the Mother. Part or "What the Talk About an Extra Session Means. "For him who hath no friend or brother near," says the Sunday Wel come, tho battle among tho Repub lican papers regarding the necessity of calling an extra session is a glori ous sight; nlthough each studiously avoids giving tho real reason for its position. The truth of tho matter is, those who clamor for an extra session of tho legislature do so with the hope that John H. Mitchell will bo elected to the senate, whereas those who op pose it do so with the hope that the governor will appoint to that posi tion his fellow townsman, W. Lair Hill. Arguments against the extra ses sion, are tho unnecessary expense; the special election that will have to be held in Yamhill county to fill tho vacancy occasioned by the death of Hon. Henry WTarren; and the trou ble that will arise from the change of residence to other counties, since the adjournment of the legislature, of some five or six of the members. All these reasons boiled down, mean, "Governor Moody ought to appoint W. Lair Hill to the TJ. S. senate." On the other hand the papers that sco tho imperativo need of an extra session claim that some of tho most important laws passed by tho last legislature are defective and demand correction. This is but another way of saying, "if wo can but get an ex tra session Mitchell will stand a first class chnnco to go once moro to Washington as an Oregon Senator." Whether the papers that call for "appointment" are correct in their impression that Hill will receive it, we cannot say, but we do most decid edly suspect that if an extra session is called that Mitchell will enter into the senatorial contest with no incon siderable strength. In tho first place we incline to the belief that President Cleveland's hand will be felt in Mitchell's behalf; just as tho advice given the governor by Senator Sherman during his pleas ure trip(?) to Salem is now manifest ing itself. During tho last legislature Man uiug and Baruum aro known to have telegraphed to leading Democrats then :it our capital to do what they could to elect to the senate John H. Mitchell if they saw no prospect of winning the prize for their own party aud Manning and Baruum aro h yas tyces among the Democrats and very "close" to Cleveland. At the Into contest at Salem to secure a successor for Senator Slater, Mitchell's name was looked upon as a smoldering volcano, notwithstand ing his expressed determination that it should not burst forth and be used in opposition to Hirsch, who had loyally supported him in his previous struggle with Dolph; and in proof of the honesty of his pretensions he remained quietly at Washington. With these facts in view, it is bare ly possible that Mr. Mitohell has heard since tho adjournment of the legislature that if he had been at Salem in propria persona he could have influenced enough Republicans in his behalf to warrant the Demo crats making a bolt to his support, and on that account aud the prospects of an extra session, it is not hard to base auother causo than his lovo of Oregon law practice for his presence here at this time. Another straw, besides the active part taken by Secretary Mauuiug aud Senator Barnum to show Cleveland's interest in behalf of Mitchell may bo gleaned from tho simple fact that Mr. George Steele, who doesn't "pretend to act as postmaster of Portland is not removed to make placo for a Democrat Why? Because Mr. Steele is au active and devoted friend of John H. Mitchell's, aud in the post office can be of more service to tho furtherance of that gentleman's ambition, by securing Republican votes to send him to the senate as a "mugwump," than any Democrat or crowd of Democrats in the slate. THE CHINESE TO GO FROM MONTANA. Tho feeling against tho Chinese which has been so much on the in crease throughout the west during the past fortnight, has resulted in ac tive demonstrations against the Butte heathens. At Anaconda and Helena tho edict went forth, tho past week, that the Chinese must go. Tuesday afternoon, between 3 and 4 o'clock, ciroulars containing the following were distributed throughout Butte: NOTICE TO TIIE VVBlilC. Kxights op Lauok. The tone of tho circular is very business like, and tho Chinese aro not a little alarmed. Thero are now in Butte, according to authentic fignres, about 651 Chinamen. About one half of tho number are employed iu tho laundry business, a large number are employed in domestic service, many more keep little stores in the Chinese suburb, a fourth large clas3 aro the gamblera toughs, loafers and hatchet masons, and the remainder at work at gardening and odd jobs. Fioni conversation with several of the lead ing men among them it is learned that they will probably accept tho situation quietly; and it they must go, they will do it without mak ing a fuss about it.
