Nothing could so perfectly symbolize Russia's rest less, impatient pushing for the en largement of her sphere of action or of devastation, as the bear's in cessant tujjginij at the chain that restrains him of liberty. For the moment the Russian march south ward is arrested on the Afghan frontier; but scarcely have the notes of preparation for war in that quarter ceased in the English dockyards and arsenals, than a revolution encouraged, as the re ports say, by Russian influences upsets the government of Roumel ia, established by the Berlin con gress at tiie close of the Russo Turkish war in 1S7S, and once more forces the traditional "East ern question" upon the attention of Europe. By a sudden move ment the Roumelians have turned out the governmentgiven them by the congress, and which acknowl edged the sultan's suzerainty, and have attached themselves to Bul garia, which was established as an independent state by the same au thority. But while Bulgaria is recognized as nominally free, she is in fact a mere tributary of Rus sia; and the latter power by the addition of Roumelia to the Bul garian territory that is thus ex tended well down toward the Bosphorus, is for all practical pur poses intrenched almost within cannon-shot of the gates of Constan tinople. "What the other powers may do or feel inclined to do about this startling change in the revolution just effected is made permanent, the "unspeakable Turk" may as well pack his trunk at once and prepare to get out of Europe. Tun Mexicans have begun a warfare against polygamy, and well jrrounded rumors arc afloat that a demand has been made of President Diaz that he rescind the grant of land in northern Chihua hua to the Mormons. The Cath olic church is at the head of the movement, and demands that the laws against polygamy be enforced. The church is supported by a strong public sentiment, especially in the northern states of the re public. The entire population have taken strong ground against colonization of the Mormons on Mexican soil. Fou sometime several of the counties have been delinquent in the matter of paying slate taxes, the question being, would the counties have to pay their share of the state tax whether delinquent or not. As a test case the slate treasurer brought suit against Multnomah county for $C,201I.S7 taxes due the state from that coun ty for the year 1SS3. Last Satur daj', Judge Smith, of the state circuit court, decided in favor of the state. According to this de cision each county must pay its full proportion of he state tax whether the county authorities col lect it or not. The N. Y. Tribune prints a statement from Ferdinand "Ward, the man who ruined Grant, in which he says: "I don't pay 100 weekly for board accommodations in Ludlow street jail, as has been reported. I do pay $10 per week, I have receipted bills which show it. The money I pay was given to me. A friend of mine sent me a check for $5,000, expressly stip ulating that I should use the mon ey for the sole purpose of paying my expenses here." Black sand beach mining is lively in the southern part of the state. The Coquille Herald re ports that several parties have sold six black sand claims, includ ing the Joshua "Wright claim, back of Randolph, for $510,000. Great excitement exists, from the fact that a company has bought the Eagle mine in addition to the above and intend to start up with 100 men. Several other rich com panies have their agents scouring that part of the country, and loca tions are being made. Cexsideeauli: anxiety is felt by several cattlemen in Baker county over the rumor that the agents of a Chicago firm bu3ing largely in that section recently are not relia ble. About $19,000 has been pai d out in checks on Chicago banks to several dealers, and the rumors of protested checks having reached Baker City to other parties. It is predicted that buffaloes will soon be a curiosity in any part of Dakota. The overcoats made of buffalo hides have nearly doub led in price since last year. They have been generally worn in Da kota, but will soon rank in price with sealskins. A farmer in Little Oompton, R. I., who makes a specialty of keep ing fowls, and has about seventeen thousand, says that each clears for him about one dollar a year. On this great farm the natural way of hatching chickens is not practiced at all. P. L. EriiEKiDr.K, of Guerne ville, Sonoma Co., Cal., now dy ing confesses, that at the instance of one Haas, he twice set fire to the town to get insurance on Haas' goods. The citizens of Gucrnc villc want him to recover that they may have a necktie party. 9 August Belmont's mission to London, for the purpose of selling Northern Pacific second mortgage bonds, has been successful. A syndicate of bankers have taken the issue, which will soon be offered to the public. The Ancon, recently repaired at Victoria, started for San Fran cisco last Saturday, but broke down again and put back to port.
