Over 8,000 people "were on the state fair grounds at Salem last "Wednes day. Thursday's rain interfered somewhat with the gathering. E. C. Holden will have an auction sale to-morrow morning at 10:30 a. h. of second hand furniture, and a bankrupt stock of clothing, etc. The British bark Columbus, 714, Nickerson master, 48 days from Mol lendo, Peru, arrived in yesterday in ballast. She is under charter by Tay lor, Young & Co., to load wheat. Tho sociable to be held at tho Y. Tkl. O. A. rooms this evening deserves tho attention of everyone who is in terested in the future welfare of the young men of this city and the efforts of its projectors should receive cord ial aid from those who recognize tho importance of the proposed work. The Knights of Labor recently sent a request to tho Port Blakely mill company, asking that the China men employed there -be discharged, and that white men be substituted in their places. Tho company noti fied the organization that on the 26th the Chinamen employed there would be discharged. Tho immediate delivery system goes into effect next Thursday. Port land is the only postoffice north of San Francisco that will have it A letter sent from hero after next Thursday, to Portland, will be deliv ered tho evening of tho day it is sent by affixing a ton-cent immediate de livery stamp in addition to the two cent stamp it ordinarily takes to car ry the letter. It is thought that the new govern ment light house tender Madrona, soon to sail from Stalcn Island for San Francisco, will be used in place of the Manzanita, and that .that ves sel will bo pnt on here in place of tho SJiubricJ:. In is fast becoming a matter of essential safety to put on a stouter vessel instead of the Shu brick which has been in service in various capacities since 1857. Mrs. Sarah H. Kellock, tho aged mother of Mrs. H. A. Snow, died at the residence of her son-in-law yes terday morning. Mrs. Kellock was probably the oldest person in Wes tern Oregon. She was born in East Machias, Maine, in 1791, and at the time of her death was ninety-four years, five months and nineteen daya old. The funeral will take place from the Congregational church at two o'clock to-morrow afternoon. A, portfQtl Chineso firm has re--r r e a dispatch from Lowiston, tjficr that agents had boon sentov- to Pierce City to investigate tho reported hanging of five China men there. It is said one of the men hung was a wealthy Chinese mer chant named Gove Nam, who had just closed out his business and waB about to relurn to China. Tho Chi nese here, says the Oregonian, are somewhat troubled about the late outrages at Rock Springs, Coal creek and Pierce City on their countrymen, and evidently fear that they may be repeated on a larger scalo at San Francisco by Coroner O'Donnell and his disciples. Preliminaries have been arranged for a sailboat race for S50 a side, free to all, between Denny Curran and Capt J. A. Brown, who are the only entries so far. They are both pos sessors of fine "Whitehall boats, and propose to have a fair test of which is the faster. Tho race will come off sometime next week; tho boats will start from the Main street wharf and go around the black spar buoy on tho starboard tack, then down stream two and a half miles, and return, each man to handle his own boat. Any one that wants to enter a boat can do so by putting up $50. All boats over nineteen feet must allow the "White hall boats twenty-two seconds for every foot length over that stand ard. The following is a letter from "Re publican" to the Portland News: Editors News: On the 21st inst. I called your attention aud that of your readers to what I then believed to be, and so termed it, the monumental blunder of the legislature at its last session, in fixing our next state elec tion in June, 18S7, instead of Juno, 18SG, as it should have done. Further investigations, however, while de tracting nothing from what I then said as to the fearful mistake in that piece of legislation, aud the disas trous consequences which are sure to follow, has developed the fact that a still more stupendous and fatal blun der was made at the same session, and it is this: I assert, without fear of successful contradiction from any competent authority, that the late legislature, by positive enactment re pealed all laws authorizing tho levy of any county or state taxes in this state for any purpose whatever, save and excepting for the following pur poses, to wit: Tho support of the common schools, the state un iversity and for tho payment of the principal or interest of the bonded indebtedness of the state. In other words, I assert the legis lature at its late session destroyed the right and power of every county in this stato to levy any tax whatever for any purpose whatever, save and except for tho support of common schools, the Stato university aud for the payment of the principal and iu terest of tho bonded indebtedness of this state. I assert furthermore, without fear of successful contradiction, that un less section 4 of an act of the late leg islature, approved bj' the governor, February 2G, 1835, and found on pag es 135 and 130 of the printed laws of Oregon, for 18S5, is declared un constitutional by tho supreme court of this state, that then all county levies of taxes made by every county in this state for the year 18S5 are un constitutional and void, raado with out any authority of law, and can not, if resisted, bo collected. Section 2 of Article IX of the con stitution of this state prescribes as follews: "The legislative assembly shall pro vide for raising revenue sufficient to defray tho expenses of the state for each fiscal year, aud also a sufficient sum to pay the interest ou tho stato debt if there be any.'' "While section 3 of the same article reads as follews: "No tax shall bo levied except in pursuance of law, aud every law im posing a tax shall stato distinctly tho object of the same to which only it shall be applied." All must agree that no tax either stale or county can bo constitution ally levied in this stato for auy pur pose whatever, except it be dono in pursuance of soma act of the legislat ure. The last legislature made no provision whatever for levying any county tax. and no provision for lev ying any state lax, except that it should be '-levied and collected in each of said counties in the manner other taxes aro levied and collected," (See Sub. 3d, Sec. 2, Act February 20, 1885, Session Laws 18S5, page 135), while tho legislature did, in the fourth section of the same act, without auy exception, qualification, or limitation whatever, repeal all acts and parts of acts levying a tax upon the real or personal property of the inhabitants of this stato for any purpose except for tho support of common schools, tho State university, and for the pay ment of the principal and interest of tho bonded indebtedness of the state. This section reads as follews: That all acts, or parts of acts, levy ing a tax upon tho real or personal property of the inhabitants of this stato for any purpose except the sup port of common schools, tho State university, and for the payment of the principal or interest of the bonded indebtedness of the state, be and the same are hereby repealed. It will be observed this section does not simply repeal all acts or parts of acts that are inconsistent with thoact of which this repejiling clause is a. part, but it is with tho exceptions it specifies, to-wit: school tax. universi ty tax and bonded indebtedness lax, broad and sweeping in its scope, re pealing "all acts or parts of nets levy ing a tax upon tiio real or personal property of this state for any purpose. "Will tho governor's advisers who interested in swamp land and other rings, are resorting to every expedient known to schemers and ringsters to prevent a special session of the legis lature, for fear of a resolution of in vestigationattempt to explain away this fearful legislative blunder as they have others scarcely les3 gigantic, by asserting it to be a clerical mistake, or that tho act is unconstitutional? Let these private advisers come to tho front, and in the columns of the press of this state intelligently answer these flagrant defects in the legislation of tho late session, and which so serious ly affect first, tho fiscal affairs of tlie state, and which, if not corrected be fore the next regular session of the legislature of this state, will involve the people of this commonwealth in such a maze of complications, litiga tion and disaster, as will rentier it a byword and reproach among all peo pleand will also, at the next election in this state, bury out of sight the party upon which the responsibility for all these blunders can be properly saddled. It is for the present governor of this stato to correct the mistakes and avoid these disasters to his state and parly, or failing in this, he personally and politically will be held responsible for converting what are now only mis takes into unpardonable crimes. ttcyuote to Ilralth. NEWS OF TOE DAY. The eleventh annual session of the American Bankers' association at Chicago has declared against further coiuago of silver. The yacht Puritan, recent winner of tho America cup, was sold to Bos ton parties at auction in Now York last Wednesday for $13,500. A number of men under Judgo Still are sluicing a bar in tho Colum bia river near Spokane Falls, and they are cleaning $5 in fino gold to tho man per day. John Elder & Co., of Glassgow, owners of the Australia and Zca landia, will carry tho San Francisco mail to Australia for $150,000 a year. They have the contract. On the 22nd Inspector Murphy started from Victoria with Hibbs. the defaulting postmaster of Lewis ton, Idaho, and the stolen papers and money for the United States. Dorman B. Eaton, chairman of tho civil service commission, has sent hia resignation to tho president. Presi dent Cleveland replies asking him to retain his position until tho 1st of November. The World's "Washington special says Commissioner Sparks is on the trail of extensive frauds in tho far west, especially ou tho Pacific slope. It i3 evident one spark is destined to create a big fire and smoke out land thieves on the coast. J. "W. Arthur, deputy sheriff of Yakima county, after being on tho the trail of an Indian named Kesh laker for six months, captured him in a field two mile3 from Walla Walla Tuosday evening. The Indian stole sixty horses from Wm. Splawn and butchered another Indian. Last "Wednesday tho Qenesta won the Brenton's reef challenge oup, beating tho American schooner Dauntless, in a 300 mile race from Sandy Hook, in 48 hours and 8 min utes. She encountered a terrific storm on her return, several of her crew being badly hurt. The Daunt less was distanced. At Saratoga on tho 23rd, tho New York Republican stato convention nominated Ira Davenport for gov ernor and Gen. Carr for lieutenant governor. It is almost certain that the Democratic state convention, now in session, will nominate Governor Hill, the present incumbent The steamers Swatara and Yantic, which have about $10,400,000 in silver coin on board, were due at Washing ton from New Orleans on tho 22nd, but have not been heard from since they sailed from Key We3t Tho de lay in their arrival is duo to tho stormy weather; it is believed they encountered heavy gales off Hat teras. Fire broke out at Silverton, at 5 o'clock on the 23rd, which destroyed R. A. Boss' drug store, A.F.-Somer-al's shoemaker shop, George Morey's saloon, B. Phelps' blacksmith shop, Win. Murray's marble works, S. I). Hansen's barber shop, Firemen's hall, Brown & McGuire's butcher shop, and tho band hall. Loss, $20,000; insurance light. The fire was started by R. A. Ross stumbling, and in fall ing throwing down a lamp, which ex ploded, burning his face and hands badly. Tho steamer Mariposa, from Hon olulu, brought a dispatch dated the 15th, which says that on Saturday night, the 12th, a terrible storm oc curred at Molokai, in the locality of tho leper settlement Tho church at Kalnppa, dedicated by Dr. Hudo two days before was lifted from its foun dation and wrecked in such a way as to inako it unsafe, and it was deemed prudent to havo it pulled down. Largo kukui trees, two or moro feet in diameter, and cypress trees of huge dimensions wore uprooted and laid down on tho ground, or trunks were snapped liko pipo stems. The storm lasted only an hour, but it was the most severe kuown for forty year?. A special to the Galveston News from Sherman says: During tho hearing of an Indian territory case before the United States commis sioner, Sheriff Douglas, of this (Gray son) county, arrested ono of the wit nesses in attendance, charging him with being Newton Chanco murderer of Julius Foster, editor of the Sher man 1'atriot, who was foully assas sinated on tho night of July 10, 1SG1. The arrest caused a sensation. Tho prisonor will not admit that his namo is Ch'ance. Tho murder of Foster who was a Unionist, caused a groat ex citement at tho timo. Other witness es from Indian territory say that Chance has been living with them in seclusion for over twenty years. The veterans of tho Twenty-first Illinois volunteers (Graut's old regi ment) had a reunion at Neoga, Ills., on the 23rd. Several speeches were made, and when about to adjourn, loud calls wero mado for Colonel Fred Grant, who, being present, fin ally arose and said: "I do not in tend to mako you a speech. I was not trained as a public talker. Thero is a document I would liko to read you. It is tho last lines written by my father on matters of tho war and never beforo mado public. As he en tered the war you were his first com panions. Ho has always spoken of your regiment with aflectionato inter est Here are his parting words. This is what he wrote, tho pages I hold here: 'I feel wo oro now on tho era when there will bo great har mony between federals and confed erates. I cannot stay to bo a living witness to tho correctness of the prophecj', but feel within mo it is to be so. The universally kind feeling expressed for me from tho time when I supposed each day would proTO to be my lost, it seems to mo tho begin ning of the answer, "Let us have peace." Tho expressions of theso kindly feelings are not restricted to any section of tho country nor indi viduals, but are from citizens of all nationalities, all denominations, Pro testant, Catholic and Jew; from vari ous societies of the land, scientific, ed ucational, religious and otherwise. Politics do not appear in tho matter at all. I am not an egotist, though I suppose all this significance should be given to the matter, because I am the object of it; but tho war between the states was a very bloody, a very costly one. One Bide or tho other had to yield principles deemed dearer than life before it was brought to an end. I commanded tho whole mighty host engaged on the victorious side, no matter whether deservedly or not. I represent that side of the contro versy. It is a significant and grati fying fact that the confederates should have joined this spontaneous move. I hope the- good feeling in augurated may continue to tho end.' " Tho Orrcon Pacific. A force of men has been at work for the past two weeks laying steel rails on n portion of tho Oregon Pa cific railroad, a short distance from Corvallis, which had been laid with narrow gauge iron. The road bed was leveled up at tho same timo and the road placed in perfect order. It is probable that the work was com pleted and that the heavy locomotives of tho oompany arrived at Corvallis yesterday. Tho forco of men em ployed on this work will at once be put at work building a switch from the depot to tho warehouse on tho bank of the river, where some 150,000 bushels of wheat aro now stored. Ar rangements aro being made to put on a line of boats from Corvallis to Harrisburg, and intermediate points, to bring wheat to the Oregon Pacific. Oregonian, 21. Sometime ago the county-commissioners advertised for bids "for tho burial of the county poor." The sup position is that it was intended to bid for the burial of that portion only of the county poor that became de funct while a public charge. With this idea Messrs. Ross and Franklin put in bids, which when opened wore identical in aniount, each being will ing to perform tho individual obse quies for $15. Subsequent figuring showed that they were still further agreed that each funeral would cost them $16.90. Just whore the profit of tho successful bidder would como in is not visiblo to the nude eye.
