ren it is learned that the number of
acres of improved land reported on
tlie assessment roll in the county is
8G,811, valued at $283,035; there are
397 horses, valued at $15,115; 2,892
cattle, valued at $12,257; 1,116 sheep,
valued at $1,171; 883 hogs, valued at
$2,71G. The value of town and city
lots is set down at $814,512; value of
improvements, $537,71-1; value of mer
chandise, $518,894; money rates and
accounts, $471,570; household furui
. ture, watches, jewelry, etc., $S0,720.
The total value of all property in
the county is set down at $2,767,710;
indebtedness. $765,751; exemption
$98,692; amount taxable as assessed
$1,916, 7S5; amount of taxable proper
ty as equalized by county board of
equalization, $1,901,667.
A copy of the county assessment
roll, of which the above is a compila
tion, will be sent to Salem as soon
as it is made out, after which it can
be determined how much tho levy for
state taxes shall be.
An examination of the lax roll, to
one even superficially acquainted
with the matter, mal;cs it question
able whether it is good financial pol
icy to put tho assessment so low, andiBte: ., ,.,. i
the tax rate so high. It would look
better, and certainly be better, to
assess property more in accordance
with ils recognized value, and make
a low tax rale. A man coming here
to locate and reading the foregoing
portion of this article, will say to
himself: ''Has this count' less than
$2,000,000 to assess?'' after further
inquiry, he finds that the taxes will
aggregate about four per cent, and
he may conclude to invest his cap
ital elsewhere, a very natural con
clusion. Tho auswer to Ihis is, "Well, all the
other counties do it!" It is, howev
er, poor logic lo argue that because
our sister counties make fools of
themselves that we must perchance
pile in along with them. The next
answer is usually a clincher. "We
don't want the county to pay more
than her share of the state taxation,
and if property is assessed high in
Clatsop county wo will be cinched."
It is bad to be cinched, but cinching
at home is even worse than abroad.
A casual inspection of the tax roll
and tho practical workings of the
ridiculous exemption for alleged
debt shows where tho worst "cinch"
comes in. As things are at present
the man is best off who gets in debt
and stays there.
Capt. Jon Beowk, of tho life sav
ing service of Shoalwaler bay, is with
out a crew to man his boat. In case
of necessity, says the Pacific Jour
nal, he would have to depend upon a
picked up crew. This is a matter
that should bo looked after by the
proper authorities. Almost any time
through the winter season Capt.
Brown might be called upon to go to
tho assistance of persons struggling
in the water at the mouth of tho
bay, and without drilled men to man
age the boat he would bo almost
powerless to render the necessary
aid. While, perhaps a crew consist
ing of a less number than are station
ed at Fort Canby under Capt. Harris
would be sufficient there has been
times, and probably will be again,
when the work of saving lives and
property at the mouth of the
bay will require a full comple
ment of men. Major Blakeny's at
tention was called to this matter last
summer when he was here, and prob
ably some action will bo taken in the
matter by tho department ero long,
as he approves of the measure. We
trust that something toward estab
lishing a crew at Ihis station for the
winter mouths at least, will be done.
The recent discovery of gold in
large quantities on the Chinese side
of the Amoor river, now officially
confirmed by Russian papers, is con
sidered a very important event It is
impossible to estimate what effect
this new discovery will have upon
the gold supply of the world. That
this discovery is genuine there seems
to bo no doubt. Thousands of
Siberian gold diggors have rushed
to tho spot Tho influx of
Chinese is said to be three
fold that of the Russians. Will the
Chinese tie up th'eir newly found
California, as the Russians have
done, or throw it open to Europe as
we did California? Tho question is
difficult to answer. At any rate,
China has it in its power to material
lyincreaso tho world's gold supply,
for tho newly discovered mines are
far greater than those of the Amoor
district in Russia.
It is announced that the Canadian
Pacific railway will bo opened for
carriage of freight and passengers to
British Columbia the 5th proximo.
Seobetabt IiAiiAE is reported as
having ordered the commissioner of
railroads, Gen. Joe Johnston, to send
a letter to Charles E. Adams, presi
dent of the Union Pacific, and O. P.
Huntington, president of the Central
Pacific, stating that the department
has beon informed that their com
panies had for years been paying a
subsidy of nearly $1,000,000 per an
num to the Pacific Mail Steamship
company, and instructing them to
forward to the commissioner a copy
of the contract between the compan
ies and the Pacific Mail company;
also to cease payment of any money
to the Pacific Mail company until the
matter could be thorongly investi
gated by the department
The Chinese consuls at San Fran
cisco and at New York, are at Rock
Springs, Wyoming territory, with a
Chinese interpreter to make a thor
ough investigation on behalf of tho
Chinese government of all the cir
cumstances connected with tho out
break wherein several Chinese labor
ers lost their lives. They are ordered
there by the Chinese legation at
Washington.
The Gcnesta, outsailed by the
American yacht Puritan, won seven
successive races last spring and this
summer in English waters. Her
name, "a broom," was all right over
there, but when sho mot the Puritan
instead of sweeping sho was swopen
an enormous
prepouderence in marine tonnago
over any other nation, but the United
States has so many vessels engaged
in the coastwise trade that it is second
in the list .

I find an artiole iu your issuo of tho
5th inst., entitled, "lload to Nebaleni,"
to which with your permission, I wish to
add a little information for the benefit of
your many readers. Although we are
right at jour bock door, yet I haTO found
that wo were strangers to your business
men and that they had little knowledge
of our Taller and its undeveloped re
sources. Your advice to tho merchants
to roach out and secure trade was well
given, especially as touching this little
valley. We do not claim to be more than
a drop in tho bucket now but whoever
secures the drop will by fair dealing, reap
the full harvest by and by. You said
also that our trado went by the sray of
Garibaldi at present; and you might
have added, much of it by the way of
Lincoln, which moans Portland. Our
little valley is fertile and capable of con
taining a population of about 1,000, en
gaged in agriculture, dairying and stock
raising; besides an indefinite number in
mining and lumbering.
Our mines are undeveloped; we know
absolutely nothing of their value; but
wo do "know that wo have huge
forests of the finest timber on the coast;
and that the day is not far distant when
somebody will reach out for it. Besides
this valley, the road as proposed will give
a good outlet for settlers on tho Nokani
cum, Foley crook and Miami, and draw
much trade from iulchis, and in tact all
of the Tillamook country.
Tbo scheme is not only to run a road
from Seaside into this valley, but to ox-
tond it on to Lincoln, thus connecting
the lattor town with the city of Astoria;
multiplying tho trado of a large section
of country by opening it to settlement
and pouring it into Astoria's lap. The
distance between these two towns is 55 or
CO miles; but about 30 miles of road now
exist, leaving less than 33 to make. We
admit there are some difficulties to sur
mount, but nothing that should stand in
the way of accomplishing so valuable an
improvement to the country. Tho routo
is cood from tho Nehalem north, but on
its south fork wo find difficult hills and
crossings, lucre is nothing worthy to
be called a mountain on tho route.
The summits between Nekanicum and
north Xebalem, and that between Foley
creek and Miami aro both low and
reached by easy grades.
Having prospected almost tho entire
routo last spring, I know it to be feasible,
and it can be made by tho two counties
jointly and tho burden not be felt. Thcro
is now a road reaching up the north fork
of Nehalem from tide water into Clatsop
county; and parties hero stand ready to
extend it to Lalta croek or Seaside if
they can receive proportionate aid! from
Clatsop county or its citizens. There
is much good, vacant land for home
steaders and prcemptors all along this
routo from near Seaside to Tillamook
bay; and settlors will come as soon as
they are sure of an outlet.
In conclusien: The principal reason
why Astoria and Clatsop county in gen
eral, should be interested in the develop
ment of this section of country is, that a
portion of the valley, a principal part of
tho coal field and much of tho finest tim
ber lies in Clatsop county, and its devel
opment will add to her wealth.
