A hor rible discovery was made in China town to-day. Information was given to the city coroner that a frightful stench was being emitted from a cel lar on Pacific street Ho went and forced his way in, and found tho floor covered with human skulls and bones, partially covered with flesh in the last stage of green putrefaction among the decayed mass worms were crawling, while tho floor was wet and slimy with liquid exuding from the remains. In an inner room the cor oner found a number of Chinese en gaged in boiling down the remains of other bodies, while other Chinese were engaged in scraping tho boiled bones and packing them iu boxes for shipment to China. It is estimated that tho cellar contained over 300 dead bodies, which had been taken secretly from various cemeteries throughout tho state. As an instance of Chinese ingenuity, it is stated that thoso in charge of tho opera tions, fearing the stench from the boiling pots would be so great as to attract attention outside, procured two living skunks, so that the odor of the latter might overcome tho former. The coroner confiscated all the remains. The discovery this afternoon of tho horrible wholesale practices tho Chi nese have committed under the very nose of the city authorities has cre ated deep and intense excitement Tho knowledge that such a mass of putrefaction was lying exposed in the very heart of the city, while at tho same time the drainage and sewers of the city are known to be in an un wholesome, filthy state, created a feeling of fear for tho health of the city. After all tho boxes containing the remains of dead Chinamen had been removed to tho morgue, tho coroner interviewed in regard to tho matter, stated that when ho arrived at tho cellar in which tho boxes were stored and tho putrefied remains which had still to be boiled were ly ing, he set to work with a hatchqt to break open tho boxes. There were some sixty boxes in nil. Each of them contained a .tin case, in which were rolled up in oiled cloths a num ber of human boues. Tho smaller bones and long strips of skin were wrapped up in separate parcels and placed within a larger one. On the outside of the box was a label iu Chi nese characters, indicating the name of the person while living, so that tho remains could Declaimed by relatives on arrival in China. After having opened several cases the coroner concluded to seize the whole lot and remove them to tho morgue. Express wagons were called, and while tho cases were being placed on the wagons soma of the boxes rolled off to tho pavement, breaking them and leaving the bones exposed to view. The crowd who had assem bled having learned the cause of the excitement, jumped on the boues and in their mdiguatiou trod them under foot Police officers quickly inter fered, and the loadiug was continued without further interruption. The remains wero removed to the morgue. Most of the boxes contain ing remains were, on examination, found to have come from cities in the interior -of the state. Tho remains were shipped from there to San Fran cisco in common boxes. Those that come from the interior are boiled and prepared before shipment, so that no odor is perceptible enroute. Only those removed from ban Iraucisco cemeteries have flesh still on ttiem when brought to the preparation cel lar. It was the intention to have ship ped all theso on the steamer City of Peking, which sails Saturday next It is rumored that tho Chinese six companies will bring action against tho coroner for tho removal of tho boxes and remains. New York, Sept 15. General Lo gan's book is now in the hands of the publishers. A title for tho work was only decided upon last week, and is one that gives an excellent idea of the contents of tho work. It is "The Great Conspiracy, Its History and Origin." The book is a study of the causes which brought about the se cession of the south from the Union, dating back to the time of tho revo lutionary war. The monopoly organs are trying to manufacture a fictitious public opin ion against the forfeiture of the Cali fornia and Oregon land grant This grant was made twenty years ago, and the time for the construction of tho road long since expired. The Central Pacific people were indiffer ent on the subject before tho North ern Pacific was completed, but when that road vras opened and began to cut into their business, they deter mined to go to work and build the road. One of their first aims was to try to resurrect the unearned land grant, and for this purpose the mo nopoly at tho last session of the Cali fornia legislature got an amedment passed to Munday's resolutions pray ing for the forfeiture of all unearned land grants, exempting tho California and Oregon grant from tho list The amendment was carried by the votes of the railway retaiuers. It has gone to thev interior department as an indication of California sentiment ou the subject, tho idea being that "Mr. Lamar knows so little of California that ho may believe that they express public opinion in that state. Next December it will go to congress, and the railway satellites are doing a good deal of whooping in order to make it seem that Cali fornia wants tho grant saved for the Southern Pacific of Kentucky. They dwell upon the argument that with out the graut the road will not be built; with it it will. This is all bosh. For twenty years tho monopoly could have got the grant by building tho road. They did not do so. Now they are forced to build the road to protect them selves against tho Northern Picific, and they will build it whether the graut is forfeited or not, because they can't help themselves. The only question is whether the lands in Sbas ta and Siskiyou counties which tho building of the road will bring into the market and make valuable shall ba reserved for tho citizeus of thoso counties and new settlers, or whether they shall be given to the Southern Pacific of Kentucky. We are of the opinion that the citi zens and settlers have the best right to them aud that it would bo an out rago to steal them for tho benefit of a bloated corporation uuder cover of a dead land graoj- We shall there fore see with pleasure the forfeiture of the graut. which will not bo long delayed after congress meets. A year ago it was stated at the of fice of tho railroad company that connection would be made with the Oregon and California before June, 18S5. Wheuthe monopoly's finances became deranged by the troubles in Wall street last May its money gave out and work stopped, the henchmen and newspaper hirelings of the monopoly being instructed to say that the stoppage was caused by the communist raid upon railway prop erty at the extra session at Sacra mento. They have now got some money aud work is going on, and will go on until the Southern Pacific of Kentucky can fulfill its threat of car rying goods from Chicago to Port land via tho Central Pacific cheaper than the Northern Pacific cau carry them direct Tho forfeiture of the laud grant will involve no delay.
