An East Portland man has been fined
fifty dollars for keeping a cow. The cow
belonged to a neighbor.
Tho Portland city council have bor
rowed 20,000 at eight per cent, to run
the municipality till the taxes come in.
County court is now in session and
sitting as a board of equalization. All
parties interested will take note accord
ingly. Tho Geo. W. Elder sailed from Seattle
for San Francisco yesterday. Sho had
on board 4.000 cases British Columbia
salmon.
E. C. Holden advertises some eligible
Alderbrook property for salo at public
auction at two o clock next Saturday af
ternoon. There will bo a praiso service in the
Presbyterian church this evening, by
the choir and other musical talent.
All are cordially invited.
Hereafter tho Gen. Miles or Gen. Canby
will make one daily trip to Ft. Stevens,
Ft. Canby and Ilwaco, oxcept on Thurs
daj'swhen two trips will be made.
At a Tacoma school election last Tues
day, the question being the levying of a
$3,000 special tax there were thirteen
votes polled; eleven for and two against
tho proposed tax.
C. D. Shackleford, spacial goverumen t
agent, F. Abernethy, of The Dalles, and
S. G. Caudle, of Columbia, have begun
making examinatiom of the ''swamp
lands" along tho Columbia.
Thos. Mairs, an excellent cutter, and a

opposite Bozorth & Johns, where a good
fit in gentlemen's clothing can be had.
The British ship City of Benares, 1,507,
Adair master and tho bark Gen. Fair
child, 1,428, Taylor master, arrived ia
yesterday evening. The British bark
Director, 079, Bogart master, o3 days
from Hong Kong is outside.
The Oregon arrived in at noon yester
day. Tho State sailed shortly Jf ter. Sho
took out a large consignment of wheat
and oats, and 2,901 cases salmen: J. W.
& V. Cook, 2,500 cases; Cutting Packing
Co., 84 cases; Ocean Canning Co., JJ17
cases.
On the Heed yestorday morning went
eleven carloads salmon consigned to va
rious points in the east; five carloads
more go up on tho Wide West this morn
ing. The company give low rates and
send the salmon through in good shape
and quick time.
There was a general fire alarm rang
last night at twenty minutes to eleven
which called out tho entire department.
Somo burning barrels on the site of the
old mill brought out a largo crowd and
considerable differenco of opinion as to
the sense of ringing a false alarm.
A second alarm developed another
burning pile at the head of Genevieve
street. It was very funny for those who
started tho fires. Women and children
who woke in terror at tho dreadful clang
of tho alarm bell wore of a different opin

A Pleasant Part).
There was a pleasant gathering at tho
houso of Mr. and Mrs. N. Clinton last
evening, tho occasion being the twenty
first birthday of their son, J. C. Clinton.
It was an entire surprise to him, the for
ty or more couplo assembling at the
residence of J. C. Ros3 and going from
there to the family residence. All pres
ent passed a very pleasant evening and
retired wishing the young man who had
just attained his majority many happy
returns of the day.

Among the passengers on tho outgoing
steamer Slvte of Cat ijurwitr yesterday wjs
a man 33 or 40 years old who first gave his
name as Thos. Collins. On the way down
from Portland he acted singolarly and
on the dock when the steamer got here
ho seemed trying pretty hard to get into
a row, being either drunk or crazy or
both. Ho finally got aboard and when
tho steamer cast off her lines and swung
out in tho stream ho got up on the upper
deck, and to tho horror of the pnsengers
he jumped from the vessel .striking well
out from her side. He was evidently a
L'ood swimmer, for after coniins to the
surface he deliberately took off h:.s coat
and swam around in good shape till a
boat manned lv Win. llcCabo and John
Nelson put off from the dock and picked
him up. Ho was led to jail and us soon
as ho got his breath he told Chief lough-
rey a disconnected yarn about
men following him, of three women
in black, of peopio who wanted
to kill him. and hinted of great
family troubles. His departure from
the steamer was something a man iu his
senses could hardly accomplish. He will
be given a chanco to explain himself this
afternoon. Tho general impression is
that ho wanted to commit suicide but
changed his mind when he found how
damp and cold the Columbia river is.
His story is that his name is itobert
Carroll; that he lives at Napavine, Lewis
county, W. T.. that he has a wife and
eight children, is a member of (,'hehalis
Lodge A. F. fc A. M.: hasn't drank for
five years; started to San Francisco for
work; was watched and dogged all tho
way and pushed overboard by men when
he fell from the steamship.

The annual report of the life saving
service at San Francisco, shows that dur
ing the past year fif tj'-eight vessels were
wrecked oa tho Pacific coast, valued at
$1,491,200, with cargoes worth ;2,900.
The loS3 to the ships was $!!H,92'J, and to
tho cargoes 2$7,(0. A total of thirty
four of these vessels were insured for
791,010, and the cargoes insured for 08,
000, or a total insuranco of $S92,G19. Of
tho total number of wrecks thirty-three
stranded, twenty-three collided, two
damaged mast and rigging, two damaged
machinery, two took fire, ono struck a
wharf and one foundered, two were caused
by calms, currents or tides, ten by fog,
ten by gales and ten by heavy seas,
three by mistakes of masters, two by
damage to machinery and five by other
accidents.

Tho immediate delivery system goes
into operation in all towns in tho United
States of 4.000 inhabitants or over on tho
1st of next month. The net organizing
the immediate delivery prescribes that
letters bearing a special delivery ttn
cent stamp shall bo deliverod immedi
ately within tho carrier limits of any
postoffice employing carriers, or within
one mile where no carrier system is in
operation. It prescribes that immediato
dclivcrv shall be in operation from 7 a.
ii. until midnight. It provides for tho
employment of extra messengers and for
their iy, which shall not exceed 30 per
month.
The directions for carrying cut the act
are as follews: The mails must be opened
immediately on their arrival in the office,
and thoso with the immediate delivery
stamp must be separated from tho others
and delivered forthwith. A nnrabor of
boys must bo provided to act as messen
gers between 7 a. m. and midnight; and
each messenger must be over thirteen
j'oars of age, of good character, and must
tajio the customary oath. Substitute-let-tor
carriors may" bo employed. Each
messenger will be provided with a book
in which the letter will bo entered with
the tirao of its receipt; also tho signature
of lho person receiving it and cognato
remarks. A enrrier may bo allowed to
deliver a special delivery letter if it can
be done without delay. Tho letters will
tm delivered either to tho addressed or
representative. All carriers are required
to receive letters bearing tho immediato
delivery stamp when presented to them,
keep them separate from other collected
mail and turn thorn into the main office
at once oa arriving there.
At tho end of "each month the total
value of the special delivery stamp3 pass
ing through lho office will be computed
and a sum not exceeding 0 por cent, of
this amount will bo used for paying tho
messengers, no messenger to receive moro
than 30.
The new stamp is dark blue in color
and is 18-1G of an inch by 18-1G of an
inch. On the left, in an arched panel
containing the words "United States," is
a messenger boy ou tho run. On tho
right an oblong" tablet wreathed with
oak and laurel, contains on top, "Special
Postal Delivery:" on tho bottom, "Ten
Cents."' the words separated by a small
shield containing tho number "10," and,
in r.ddiiioa. the words "Secures Immedi
ate Delivery at a Special Delivery Office."
Postmaster Chance says he has not as
yet received any instructions relating to
"the matter.

Mayor Gates of Portland writes to tho
Oreyonian regarding his work of last
week with lho Walla Walla at St.
Helont; bar. He w.ys: "I wish it to bo
distinctly understood that there never
was a channel anywhere nearly lho di
mensions of the one mado at St. Helens
sluiced by a steamship, and there never
was a steamship used for that purposa
before that was largo and powerful
enough to sluice a channel rliko the 0110
made by the Walla Walla.''
"And I claim tho honor of being the
first person to propose and execute a plan
whereby the astonishing result was ob
tained, namely tho cutting of a ship
channel deep enough and wido enough
for tho largest vessels afloat and of any
required length, in the maimer demon
strated at St. Helens and Yalker's is
land; and I did it contrary to the advice
of every one who took interest enough to
gho advice in regard to tho matter, ox
cept tho officers of the company.
To go to work systematically and
make a ship channel of any considerablo
length large enough for tho largest ves
sels, in the manner that I did with tho
steamship Walla Walla, had never been
done boforc. And there is no history of a
parallel case."

In the new code of "Rulesof Practice,"
prepared by the commissioner of lho gen
eral land office and approved by tho sec
retary of the interior, thcro is an impor
tant departure from the present practice
regarding the initiation of contests. Un
der the former rules, only a party iu in
terest could bring a contestexcept in tho
case of au abandoned homestead or a
forfeited timber cnlturo entry. Tho new
rules extended to everybody tho right to
initiate contests against "tho party, auy
entry filing or other claim, under the laws
of congress relating to public lands, for
any sufficient cause affecting lho legality
or validity of the claim." Tho power of
ofiieer.s to order hearings in certain class
as of contests is extended by tho new
rules to "all cases wherein au entry has
not bseii perfected and no certificate has
been issued as a basis for a patent." Tho
rules took effect September 1.

Mr. Louisa Beed Stowell. the only

Mrs. M. J. M;rtin, postmistress at
Burlington, Vermont, for tho past six
teen years, was reappointed bj 1'residout
Arthur. Sho is credited with sending
the second best roports, in point of pen
manship and accuracv, of any received
by the department. The officials at first
doubted that they were mado by a lady.
Miss Jennio M. Arms has been elected
a corporate member of tho Boston society
of natural history. This is given only
to thoso who havo mado "original re
search," or "advanced the causo of
science" by their labor. It is only with
in a few years that this society ?dmitted
women as associato members.
Miss Kate Gleason is studying prac
tical mechanics in Cornell university, and
is the solo lady student in that depart
ment. Sho has already had ono year's
cxporienco in tho office of her father's
machine shop, and is now preparing to
become a thorough draughtsman and
scientific machinist, with the intention
of taking charge of tho designing and
draughting depirtment of her father's
business.
