The pure public service ol Eng land,?liicli the civil service reformers are constantly holding up to us as a model, does not seem so immaculate when it is seeh iu its real light. A short time ago it was cabled from Loudon that Lord Randolph Churchill was paying little attention to his Woodstock canvass, because if he were defeated he would simply ask some member from a sure constitu ency to resign in his favor, the mem ber to bo rewarded with a fat office in the Iudia department, as is cus tomary in cases whero ministerial candidates are defeated. This cus tomary action, as it is called in Eng land,would be regarded in this coun try as a disreputable deal. The mere accusation that Gen. John B. Gordon resigned his office as United States senator so as to make way for Sen ator Joe Brown's taking his seat is sufficient to breed a strong opposition faction iu Georgia, where the bargain was looked upon as a disgraceful transaction. Another instance of the lax morals of the English political system is af forded by the cable dispatches an nouncing that agitation has begun against the common practiceof al lowing members of the ministry to retain places as directors of public corporations. It appears that no less than ten members of the present English ministry hold office in at least one corporation, and some hold five or sis. The man who is to go to Egypt to try to unsnarl the Egyptian muddle is a director of tho Anglo-Egyptian bank, whoso financial conduct has been the chief cause of the troubles in Egypt. Such office-holding in corpora tions whoso interest is affected by legislalion is, and has been for years, so common in England as to attract no attention until now. Here, on the con I ray, as every ono knows, A.T. Stewart was forced to withdraw from accepting the treasury portfolio be cause he was the largest importer, aud Secretary Manning had to with draw from his bank r residency before ho could take office. Even in the senate it is made a stigma of suspi cion and abuse if a senator is even supposed to be interested in a rail road. In England men like Sir Ed ward Watkiu and Sir Michael Bass sit in parliament openly, confessedly aud solely to repiesent railroads and beer, and nothing is thought of it Any issue of any Loudon paper will show how common it is for office holders in tho British civil service to be "promoters" of bubble companies, and the strength of many such com panies exists only in the number of men with a title before or after their names that iugenious sharpers can secure, and they secure a great many. We are glad to see that an agitation against. this practice is beginning, for it serves to point tho truth that our civil service and public men are purer to-day than those of England and that we can find less to model af ter in English politics than England can in political customs and morals of the United States. It is the tendency of modern pop ulations to center in cities. At this date the population of our country is 57,000,000, and ouc-fonrtli of the whole is centered in incorporated towns. "With improved mechanical appliances ono man upon a farm can now do the work that required the labor of four men fifty years ago. This order of things liberates large numbers to enter upon other pur suits. In 1790 nine-tenths of the population of Massachusetts were en gaged in agriculture, while in 1SS0 only one-eighth was occupied with that class of work. In the great states of "!Kew York and Pennsylvania four-fifths of the people are not en gaged in agriculture, and in Illinois, the greatest agricultural state in the Union, less than one-half of tho pop ulation is occupied with fanning. In 1790 a little more than J) per cent, of the population of the country lived in cities, while in 18S0 22 5-10 per cent, lived in incorporated to;vns,and to-day fully ono-quarter of tho people live in cities. Mechanical industry is the characteristic of our age, aud city populations make manufacturing upon a large scale possible. Ontj Bign that tho national static, so far as industry and business are concerned, is not so bad as it has been in several previous years, is seen in the comparatively small number of tramps. Daring a couple of summers about ten years ago, the awful dis tress among the laboring classes will be remembered, as well as tho armies of tramps that in many parts of the west and northwest absolutely preyed upon the public, even going to the extent of capturing railroad trains and forcing tho trainmen to carry them at their bidding. Workingmen do not tako to tramping so long as there is reasonable prospect of secur ing employment, and tho compara tively small number of tramps during the present summer may bo consid ered an indication that tho state of affairs is by no means so bad as hasty calculations have declared it The supremo court of Pennsyl vania, recognizing thealleged antipa thy and incompatibility of interests of mothers-in-law and sons-in-law, has decided that the latter cannot in sure the life of the former. "A man has no insurable interest in the -life of his molher-iu-law." "With cynical candor the Pennsylvania bench de clares that "tho mere fact that he married her daughter gives him no such pecuniary interest in the nreser vation of her life as to permit him to effect a valid insurance thereon for his benefit" The intimation is that tho percentage of mothers-in-law fig uring in mortality lists would be in creased by recognizing the validity of this class of insurance policies.
