Like all questions thai are never silenced until they are settled, the Indian question comes up again and again for judgment. The errors made in past years in the conception of the problem continue to pursue us with their evils. In the days of colonial weakness, it may have been necessary to treat with the Indians as independent nations. 33nt for the United States government to perpet uate this policv was to perpetuate the error it contained. The reserva tion system was another measure of temporary expediency. It has proved to be an embarrassment to the gov ernment, and no sure protection to the Indian. One thing is clear : that the Indian cannot be preserved and protected simply because he is an In dian. It he is to survive in the struggle with civilization, he must cease to be an Indian in everything except blood and color. At present the government has upon its hands a vast number of Indian paupers. It is certainly better to feed them than to fight them. But the reservations on which the Indian is placed cannot be held as a great national poor-farm. When the government can do it hon orably, the reservation system must be abandoned. The status of the Indian must be more justly defined and protected. The tribe must be ignored, and the individual Indian recognized and encouraged. It is time that the Indian hhould find that his existence depends upon his will . ingness and ability to work. In the report of the South Ameri can commission, prepared for con gress, on their visit io the Argentine republic, they say: "jVIore than forty steamers monthly leave the harbor of Buenos Ayrcs for foreign ports, laden with products of the valley of the river Platte, the largest com ponent of which is the political di vision known as the Argentine lie public. There arc also every month hundreds of sailing vessels departing from the same city having cargoes almost wholly destined to European ports. Not one of these steamers flies the Hag of our country, and only one in five of the sailing vessels is an American bottom. Thirty years ago our country enjoyed a largo and prosperous commerce with the Platte valley, but since tho advent of steam communication and the effect of our civil war on our ocean marine, the flag of our nation is rare ly seen in these waters, and petty nations of the old world are better known through their national ensign here than our own. Yet every Amer ican of long residence in this conn try, and every citizen of it, who has traveled in our land, will tell you that the Argentine republic is the United States of South America. The value of petitions under cer tain circumstances was tested a few days ago in a suit at Longview, Tex as. A dispatch from Galveston re cites that Mr. Duncan, a lawyer, to offset the force of one that had been filed by tho other side, read in open court a petition praying that the court would hang their fellow-towns man, Luke Howard, one of the most respectable and enterprising citizens of the place. Duncan displayed the names of all tho county officers and of fifty business men signed to the petition. Among tho signers were the brother-in-law and father-in-law of Howard. Every signature was proven to be genuine. The keeper of the Point Keye3 lighthouse, near where the Hadding tonshire struck, says that ou the night of tho "wreck the light and fog signals -were working all right. The British consul at San Prancisco is of the opinion that the loss of the ves sel was due to fatal neglect to take soundings, and "to hearing, without the usual precautious, directly toward land. He docs not think any blnmc can be attached to the light-keeper. It would appear to be the Abbey Cowper and Dewa Gungadhur oxer again. The Oregon ian thinks that tho nomination of Blaine last summer was a political mistake, and that tho mugwumps who knifed him in New York should have the olive branch held out to them and given voice in party council. How about the pro hibitionists? Does your charity cov er that multitude also? HiBB3, the rasoally Lewiston post master, is, through his counsel, mak ing strenuous efforts to obtain his release by tho interposition of techni calities. Wat down upon the Tennessee river when a man is to bo hanged he has the privilege ot inviting three friends to see the execution. The first brick house ever built in the great state of Chihuahua, Mexico, has been commenced. It is to be a dry goods store, and is on the main street of Paso Del Norte. The stale of Chihuahua has been settled for 300 years, and has had a railroad run ning through it four years. The effects ofprohibition in Iowa have been somewhat modified by a supremo court decision, which de clares that a man has a right to diag nose his own case and write his own prescriptions. It is needless to say that under this ruling the drugstores are flourishing. Ik speaking of his burial-place the Utica JowW qnotcs Gen. Sherman as saying: 'Oly grave is bought and paid for. I shall be buried at St. Louis, where my children arc buried. Whnn I no thev can nut me m there and drive a stake in to mark the spot." The New York Grant monument fund has reached $02,000.
