Buscxbss competition as How con ducted involves as much strategy as a military compaign and great risks are taken that great profits may be won. A recent case that has just come to light and -which goes into effect on September 1st may be cited. There are 5,000,000 gallons of whis ky consumed every year on this coast. Of this amount California consumes 3,000,000 gallons and her distillories have manufactured 2,000,000 gallons. About four years ago what is called the ''Western Export Association" was formed in Chicago. The associ ation has a membership of eighty five distillers and represents a capac ity of 40,000,000 gallons of spirits a year, or 120,000 gallons per diem, reckoning at 330 working days in the year. A capital or pool was formed by the levy of a tax of 2 cents per gallon, which, with tbe capacity men tioned of 40,000,000 gallons, would mean an annual income of SS00.O00. One of the great regulators of the market employed by the association was the monthly fixing of the run ning capacity of the various distiller ies in the pool. At the meeting held in Chicago on July 21st and 22nd last, the running capacity for August was fixed at 20 per cent, of the total capacity. Notwithstanding this cur tailment of the product, however, it has been long iouud that there re mained a surplus, and with a portion of this it was decided to treat Cali fornia jousumerp. The Illinois dis tillers are enabled to make spirits for SLOG a gallon, its selling price there being from SI .13 to $1.13 a gallon. The California distillers can just manage to put their -whisky on the local market at 1.18 a gallon. The expenses of transportation freight, handling, leakage, etc amount to about 9 cents a gallon, and if the Illinois and Nebraska dis tillers had added this to tin Chicago price (SL13 to L15) while striving for a legitimate profit it would have meant laying down tho whisky in San Francisco at from $1.20 to S1.25. This would have enabled the Cali fornia distillers to have entered upon a fair cqmpelion with some show of success. But the pool men Hooded the market with their whisky at from$L08 to $1.15 a gallon. Tlie question will naturally be asked, how can the eastern men afford to sell at these prices, which are actually less than those of production and trans portation? Tho answer is that they are indemnified for their losses by tho pool, that is, the distillers who get rid of their surplus in this fash ion are paid enough rcbalo to give them a settled rate of profit. One Omaha distillery, which has been particularly generous in shipping its cheap whisky to California, has, for instance, been paid out of iho pool fund enough to give it a profit of 3 cents a gallon, a margin -which the local producers would consider a fortune. It is said that dumping the surplus on the California market cost the association last year no less than $264,000, or something over a quarter of a million spent for the express purpose of capturing the California market. The pool fund, however, is $800,000 and the balance, say $500, 000, is expended in another way. In order that tho market may not be ov erstocked certain of tho distilleries in the association remain idle and among the proprietors of these the $500,000 is divided up. Such is the machinery of the association that has managed to control the spirit market, and against which the California dealers have found it impossible to contend. Secretary Lamar has instructed Indian inspectors, under authority of a late decision of tho supreme Court, that it is illegal for Indians to homestead public lands as citizens. Half-breeds "come under the same ruling, and both Indians and half breeds have attempted to locate land in Dakota, an action that called for some action on the part of the interi- department Tho secretary's de- ion says that Indians and half- breeds cannot bo recognized as citizens under tho existing law, but may take up land if they make en tries as Indians. One hundred and forty-seven head of cattle wore shipped at Pendleton Thurs day for Chicago. Adolpii Kellor, aged 43. blew his brains out with a revolver in a Portland lodg ing honse, last Monday night. Favorable reports continue to come from the Pine Creek mines, and miners are outfitting daily at liaker City. A train of twenty cars loaded with Or egon wool started from Portland for Philadelphia yesterday morning. It was shipped by Ivoshlaud "Bros. Tho 5,000 trot at City View Park. Portland, next Monday, attracts consid erablcnttention. The race is to be be tween Lindsey's Hamiltonian Mambrino and Jay Beach's Altamont. Tho Snake river stand five and one half inches below low water marl; at Ki paria, tho Columbia four feet and one inch above at Celilo, and the Willamette four feet and five inches above at Port land. Montgomery's new dock at Albina will bo tho largest on tho ri-rer when finished. It will be GOO feet long by 200 feet wide and capable of holding 25,000 tons of freight. Tho finished portion ..s half full of wheat now. Two scows of lumber from Sknmokawa aro being unloaded at Albina by means of a pile driver. Six hundred and eishty-nvo thousand feet aro being taken off in this manner, owing to the low wa ter. A rono is tied around tho In tuber. when it is hoisted up to tho wharf above and piled up to season or to be sold. Tho oxhibit car of the Oregon immi gration board was attached to the regu lar east-bound tram last 3umday and started on its missionary tour through the east. At Huntington the car will be attached to the Union Pacific train. JE. W. Allen is in charge from now until October 20th, and is under detailed in structions to exhibit at tho different state and county fairs heretofore named. After October 20th tho exhibit will ba taken to New Orleans to replenish the Oregon exhibit there. The Walla Walla beg.in sluicing at St. Helons bar yesterday. The operation of removing bars by tho propeller of a steamer like tho Walla Walla is a cari ous and interesting one. Tho stern is lowered, the stearaor securely anchored, and the wheel set in motion at a tremen dous rato of speed. The water is driven with terrific force against the sandy bot tom, and chunks of tho bar aro sluiced out, soma as large as a two-story houso, and aro disintegrated and carried away by tho rapid current, so tho Xctrs says. A. A Miller, the architect and builder of La Grande, who has been for some time prospecting tho mountains cat of this place, in search of tho precious min erals, haa mado a discovery of a running coal oil spring, says the Baker City ia.jc Biiifh. It is situated on tho west side of Little Eagle crook. Thoro is a steady stream, about one inch in size, constant ly llowmg, and it has impregnated the surrounding soil for a space of perhaps ten acres, over which a crust has been formed. It is about twenty-five miles from Baker on the Pine Valley route. Mr. Miller says ho was a a resident of the coal oil districts of Pennsylvania for many years, knows what hois talking about, and this is the genuine article. Oregon's memorial slonefor the "Wash ington monument is completed aud ready for shipment. At tho last session of the legislature tho sum of 2,000 was appre- -ialed tor tho purpose or preparing this one, and tho contract was awarded to Prank Woods, of Albany. Although sov oral states have made heavier appropria tions than Oiegou for this purpose, it is said that none of the stouos sent by other stales will surpass this ono in quality and beauty of tho stone, nor in finish. The tablet will contain three kinds of Oregon stone. The stono itself is a brown sandstone, bearing on its face a landscape continuing the coat of arms of the state, surrounded by fruits and flow ers, tho whole enclosed with a raised moulding. Tho stars surrounding tae state shield are of a greenish syenite set into the sandstone, and tho snow-capped mountains aro represented by white mar ble, also set in tho brown sandstone. A meeting of those who hold land con tracts with tho O. & C. railroad company was held at Forest Grove on the 21st. About eighty persons were present: fully half of whom wero directly interested in tho tract recently declared" restored to tho government, 'iho opinions of several prominent attorneys were given, to tho effect that the land in question would be held by the company twenty-fivo miles from the lino of tho road between Port laud and McMiunville, it having been earned and tho road accepted.
