TI10 differences wlricli csisted be tween the Billings and Wright fac-1 tions have been amicably adjusted. and everything now points to the re election of the present board of. di rectors, and this will carry with it the ro-election of tho present officers. The only other contest likely to be mado at tho nunnal meeting is over the Oregon lease, and this will not bo as warm as was expected. Mr. Wright, at first, wn3 represented as being decidedly opposed to the lease for several reasons. First, ho did not like its terms, and then he thought it would retard the building of tiie Cascade division. In conse stqueuce of recent understandings, however, the board is now a unit re- gaming the uascacie works, and the! division will be built as originally j intended. It will not be rushed to ! completion because tho company has other uses for its surplus cash, but thjjv.ork will nevertheless go stead ily on. TLo annual rental to be paid under the lease is 5 per cent, on the stock of the Oregon company for three years and G percent, thereafter. He still favors that rental; but in consequence, of the unanimous agree ment to build tho Cascade division, he is likely to after all vote for tho joint lease as now proposed. In con nection with tho rumor connected with tho resurrection of Mr. Villard, it was said tho old blind pool, which he originated, was still in exislonce, and that it was in a position to come forth at tho proper time and once more assert its sway. This, liko the other rumors, lacks the necessary foundation. The blind pool has been merged into tho Ore gon and Transcontinental, and that concern can secure no moroKorthern Pacific stock than it now holds, which is about ouo-third interest. Tho refusal of tho land office to issue patents to tho Northern Pacific places that road squarely on a lovel with tho California & Oregon and Oregon & California road, and chal lenges the road to go into court to suo for its grant if it wants it. Gen. bparks' judgment is known to bo that in cold law the Northern Pacific is not entitled to its grant at all, and he may bo expected to co-operate with Messrs. Payno and Anderson of the house lands committee, and sen ators Van Wyck and Plumb of the senate lands committee in the crnsado against claims to lapsed land grants. In a recent conversation on tho sub ject, Gen. Sparks said he thought the Northern Pacific could afford to let the people havo their grant after tho road had been built at an actual cost not exceeding SIO.OOO a mile, and stocked and bonded at SS0,000 a mile, the differenco representing what Mr. Villard's construction company had stolen and lost in Wall street. Tho ground on which Judgo Walker's position is taken is that tho road, not having been built on time, the grant is forfeited, and until congress takes action disposing ot the land, the land office would grant tbe land at its peril in issuing patents at this time.
