ONE CAUSE OF HARD TIMES.
Committees from various trades
organizations throughout the coun
try have petitioned President Cleve
land to call an extra session of
congress September 28th to take into
consideration measures "for tho re
lief of the industrial "classes and the
revival of business."
It is evident that even if the presi
dent did comply -with the petition it
wouldn't do any good unless it were
settled where the cause of the hard
times lies. There is a ridiculous idea
in tho minds of some people that
such a thing as dull times, or scarcity
of work can be helped by a legisla
ture, state or national. The present
enforced dullness is one of those
things that cannot be legislated upon
and have the legislation do any good.
Of courso conerress could meet to
morrow and discuss and pass laws,
but, thoTigh they could hinder they
could not hasten the inevitable reac
tion that is sure to take place in bus
mes3 oeioro tue year is out. c
would be a good deal like praying
for raiu. If it did no good it cer
tainly could do no harm.
Tho present stringency in the com
mercial world does not affect our
country alone; it is universal in its
area. They are worse off in England,
on the continent of Europe than wo
are.
Tho principal facts appear to be
that commodities of all kinds have
gradually depreciated in valuo for
the last ten years aud while this has
boen the case with the products of la
bor, tho price of labor itself has not
fallen in nearly tho same proportion.
A man gets almost as much for his
day's work now as he did ten years
ago, and can get twice as much for it.
His dollar has. twice the purchasing
power it had in 1875. It does look
paradoxical that this should be a
source of hard times, but when we
reflect that the man who pays the
man tho dollar finds it impossible to
sell his goods for enough to enable
him to keep on paying him the dollar,
the employe has to go, and he has
not got the dollar to buy with, bo
the goods ever so cheap. It is this
complex relation of labor, capital,
production, market, supply and de
mand that make the matter so hard
to handle, or render possible any
other courso than one of passive com
pliance with existing circumstances
till they turn like the tide in obedi
ence to an outside force.
The London Economist recently
published a table showing tho fall in
prices of staple articles during the
last ten years, as follews:

Tbere are secondary causes wbiob
produce a still furtbor decline. It is to
be noted in tbis connection tbat tbe
all-pervading decline is about equal
to tbe reduction in tbe value of sil
ver by unfriendly legislation. Com
modities and silver could not keep in
exact relation, because tbo latter is
subject to fluctuation. Tbo reduc
tion of prices in England reflects
tbose in tbis country. Tbe New York
Sun rocently contributed a fact wbicb
tbrows some ligbt upon tbis intricate
problem. It quoted government stat
istics to prove tbat, witb tbo excep
tion of copper and bituminous coal,
tbe aggregate production of no single
mineral bas greatly increased from
18S2 to ISSi, wbile tbat of several,
sucb as pig-iron and petroleum bas
diminisbed. ,Nevcrtbeless," pro
ceeds tbe Sun, "prices fall constantly,
and tbere is no prospect of an imme
diate rise." "Is it not clear," it asks,
"tbat tbe low prices are duo to the
increase of tbe unit of value, and
tbat tbere bas been a rise in tbo val
uo of gold, producing an apparent
diminution in tbe value of everything
else?"
That is tlie point at -which all in
vestigation is bound to pause. The
unfriendly legislation against silver
has increased the value of gold. That
increase i3 registered in the fall of
prices. It will bo admitted that this
fact is sufficient to explain all the
phenomena of tho present so-called
"hard times." Every new attack
that is mado on silver, judging from
the past, will produce still lower
prices. Tho proposition estimating
tho reduction at 20 per cent is to add
20 per cent as a starter to our debts,
state and individual, to call 120 lbs
of wheat a cental and 43 1-5 inche3 a
yard of cloth, for the benefit of those
who own gold in large quantities.
There is a party now in the country
marshalled by the national banks,
which from a short-sighted and selfish
view of finances proposes to still
further aggravate "hard times" by
suspending the coinage of silver dol
lars and running gold up to a greater
altitude.
One of the causes of "hard times"
is the inabilitv to nav the wages for
merly allowed by reason of the fall in
prices which, according to the abovo
facts, appears to havo been caused
by war on silver, which has operated
to increase the value of gold thus
rapidly becoming tho sole unit of
value.
A New Yobk dispatch of tbe 17th
says: Much interest is manifested
in the report that Yillard will once
more assume a prominent position in
the management of tho affairs of the
Northern Pacific. That the Rock
Island is about to obtain control of
tho Northern Pacific is generally be
lieved in railroad circles. It is
known that New York capitalists
largely interested in Eock Island
havo lately secured large amounts qf
stock in the Northern Pacific and
Oregon and Transcontinental Co.'s.
It is stated that Vandorbilt has been
hobnobbing with the Wright party
to secure an interest in tho Northern
Pacific for the benefit of the North
western. The Eock Island people
have managed to join hands with the
Yillard and Billings parlies, who
have been strongly opposed to tho
Wright management. Tho annual
meeting of the Northern Pacific will
be held in September, and it is tho
general opinion that there will bo a
complete change in the management.
It is stated that tho condition upon
which the Eock Island secured the
co-operation of the Yillard and Bill
ings interests is that Mr. Henry Yil
lard is again to be president of the
road. Mr. Villard's mission abroad
is said to havo been to secure the
proxies of tho German stockholders,
and he is now en route home, and
together with Mr. Billings and tho
Eock Island people, he expects to be
able to put himself again at the head.
The full text of tbe decision of
Judge Crease, of tbe supreme court
of British Columbia, in tbe Hibbs
extradition case, bas been received
at tho postoffice department. In bis
preamble Judge Crease said: "It is
a case of considerable importance,
because tbe complaint is for an of
fense wbicb bas no exact parallel in
tho history of extradition cases, and
because of tbe danger tbat would
arise from repetition, should it not
prove to be an extradition offense.
Tbat will be easily understood when
it is considered that there aro some
15,000 postmasters wbo have the same
facilities as tbe prisoner in tho issu
ance of money orders in tho United
States, and if one sucb can witb im
punity unblusbingly confess to hav
ing abused bis trust by embezzling
810,000 in three days, and then avoid
all punisbment by merely skipping
across an imaginary boundary line,
it is easy to understand the miscbief
sucb an example to even a few of that
great army of postmasters might
do."
Huge Labkik, the commissioner of
Btatistio3 of Ohio, ba3 been investi
gating tho cost of masntaining the
families of mecbanics in tbat state,
and finds that it is less than the cost
of maintaining prisoners in tbo coun
ty jails, being 32.45 cents per capita
a day for tho former, and about 55
cents a day for the latter.
The expenditure of Europo in ar
maments amounted last year to 183,
519,997. Russia is first with a total
of more than 46,000,000, France is
second with moro than 33,500,000,
Great Britain third witb nearly 31,
500,000, and Germany fourth with
over 22,500,000.
The New York World is a good
example of American newspaper en
terprise. It runs a special train to
Boston and delivers tho World to
Bostonians at seven o'clock in the
morning 229 miles from tbe office of
publication.
