THE MAIN QUESTION.
Balfour, Gathrie & Co. have chartered
Ibo CHy of Benares to so to Portland to
load wheat for Europa at 4Ga 3d. This is
103 above the rate out of this port, and it
is said that wheat can ba 'brought from
Oregon hero for 10s, so that nothing is
gained by Bending ships from here to Or
egon to load. San Francisco Bulletin,
Tiie extra ten shillings represent the
onus placed upon tbe Columbia river
by existing conditions. About 7s 6d
of the ten shillings represent the in
creased freight charges entailed by
the Columbia bar. It is a terrible tax
on the Oregon and Washington pro
ducer and one that tho government
should see is removed by appropria
tion sufficient to make the bar at the
mouth of the Columbia the same as
like obstructions at the mouth of the
Mississippi a thing of tho past.
The government owes this to the
northwest coast. It is the most im
portant matter to this section. The
little disputes between. Portland and
Astoria, the banip3 and kuob3 and
shoals between here and interior
pointSj are of secondary importance.
Tho real need is to have the bar at
tho mouth of the river so modified
that ships of deepest draught may
safely enter and promptly depart
loaded to their fullest capacity.
VIRGINIAN DECLARATION
STATE RIGHTS.
OF
Tun Virginia Democratic platform
has been slow in making its way
through tho usual news channels. Its
transmission by telegraph was ren
dered impracticable from its extreme
length, and it has been publishedin
but a few even of tho Virginia news
papers. Some copies of tho docu
ment have been made available at the
north from these sources, and its
contents have been read with care
and anxiety by that class of conserv
aative political thinkers who regard
with solicitude the present condition
of the country. One of the declara
tions in this deliverance is calculated
to make even careless and easy-going
partisans hesitate and study more
thoroughly the questions with which
the American people are confronted.
One of the propositions adopted in
the platform is as follews:
''The question of the stale debt has
ceased to be one of dollars and cents.
It has become one of stale sovereign
ty. The question is whether the
state of Virginia shall be arraigned
before the federal courts, controlled
by Republican judges, adjudicating
upon the sovereign rights of a. state, in
the interest of bondholders, in defi
ance of one of tho plainest provisions
of tho federal constitution. We ap
peal upon this question to all men,
irrespective of party, and invite them
to unite with us in defending the
right? of the commonwealths
This language is of a stylo that was
familiar twenty-five and thirty years
ago. By substituting "slavery" for
"stale debt," this declaration corre
sponds closely to those in which tho
rebellion originated, and which led to
tho armed conflict which drenched
the laud with blood, and piled up
against succeeding generations the
vast burden of debt under which tho
business, the labor and property of
the country now suffer and are lia
blG to suffer for long years to come.
A more threatening announcement
than this is not contained in tho po
litical platforms of any party in tho
southern states previous to the peri
od when they adopted the ordinances
of secession.
Have the Virginia repndiators de
termined to precipitate a new rebel
lion upon tho country? Do they in
tend to lead tho south in a new war
for "state rights?" If they do not
mean this, what do they meau?
Acting Commissioner Walker, of
tho general laud office, has declined
to issue any more patents to the
Northern Pacific railroad, pending a
decision fixing the legal status of tbe
road in this regard. Ho follows the
rule laid down by Commissioner
Sparks in relation to the California &
Oregon and tho Oregon & California
roads. The question at issue, briefly
stated, is that the road was not com
pleted within the lime required by
law, and that until congress takes def
inite action in one way or tho other
no steps should bo taken to place the
matter beyond tho power of the legis
lative branches of the government to
protect public rights.
It is a matter of common report at
the City of Mexico that the Govern
ment is looking to England for finan
cial aid, and that a new treaty -with
Great Britain is to be arranged. The
government is very favorably inclined
to tho investment of British capital
in the northern tier of states, as a
counterpoise to the American influence.
The total number of immigrants ar
riving in this country during the
fiscal year ending June 30th was 338,
821, a3 against 509,831 last year and
778,992 in 18S2. The rumors of hard
times, steamship officials say, have
been thoroughly spread across the
water. Tho decline of immigration
is hardly a matter to be regretted, in
view of tho existing industrial condi
tions. Immigrants with money, and
who intend to become farmers, aro
about tho only class of peoplo, from
any foreign land, now really bade
welcome here.
Tun present population of the city
of Buenos Ayres is estimitated at
400,000. Ono of the local newspapers
predicts that in a few years it will be
the New York of the southern hemis
phere. Emigrants are arriving in a
steady stream; and if the proportion
of the first six months of the year is
kept up, their number will be 150,000
before the first of January next.
Italians form the great majority of
the incomers.
Arxnn ten unsuccessful attempts to
convey Scotch salmon ova to Austra
lia and New Zealandra new method
has been tried which has been en
tirely successful. Upward of 200,000
ova were captured last December
from tho Tweed, at Peebles, and more
than half of these have now been
landed alivo at Wellington.
Mit. Cleveland's idea of a compro
mise, tho cattlemen aro beginning to
find out, resembles tho indifference of
Dean Richmond, who said unto his
subordinate of esthetic and independ
ent testes in the matter of decora decera decora
teon: "I don't care a durn what col
or you paint your old car, so long as
you paint her red."
The Iowa board of railway com
missioners, on a rehearing, has
affirmed its former decision that a
mechanic is entitled to have his tools
carried as baggage, provided they do
not exceed in weight the amount gen
erally allowed as passengers' bag
