Yesterda tho smoko and heat were oppressive, but peo ple who camo down from the interior said it "felt cool down here." Tho truth of the item in yesterday's Astobiin regarding tho reported disinte gration of the Pacific Insurance Union "compact," it is in order to say that tho Phoenix, Home Mutual, and Transatlan tic of Hamburg are, on good authority, reported drawn out of the "compact." To improve Main street from Eighth to Tenth street, the eight property owners along tho line are assessed i$4,43G; to improve "West Ninth street, from "Water to Berry street, the "adjacent property holders aro assessed $5,91&25. Tho opportunity to seo a first-class play by a first-class company is ono that should be embraced. "Tho Private Sec retary" ran 200 nights at tho Madison Square theater in New York. Tho same company appear at Ross' opera house to-morrow night. Somo good seats may still bo procured at Carl Adler's. A sick Chinaman, abandoned and dy ing, was found in a hog pen near the Thistle Packing company's premises yes terday morning. Tho unfortunate creature died in the afternoon, and a coroner's jury, which, held an inquest upon him, reported that his death was caused by injuries he had received in an explosion at Hungry Harbor last April. The doctors think that it is a genuine case of starvation. Several of thosa who took part in the fine concert given at Ross' opera house last Thursday night, chartered the Tom Morris on Friday last, and that evening gavo an excellent musical entertainment at the Sea View house, which was at tended by the elite of those at the beach. Tho concert was followed by a social dance, after which tho Astoria delegation returned, arriving home in good season yesterday morning. The excursion on the Multnomah was delayed a little last evening on account of smoke on tho river, but got hero at 8:45. After refreshments, the party, re inforced by Astorians had a social dance at Ross' opera houso. This morning, they go to tho bsach and come back at 5 r. m, The Multnomah loaves for 1'ort land at C. There will be plenty of room on board, good music, and any one going back will bo carried for a dollar. The Lillian accompanied by a barge has been engaged by Geo. W. Regarding "The Prhate Secretary," which will be presented in this city next Monday by the Madison Square Theater Company, from New York, including "W. H. Gillette, M. A. Kennedy, and others, the Savannah (Ga.) Xcics speak3 of it in this manner: It is as much a pleasure to commend n good play as it is to witness it. "The Private Secretary" i3 a good play. It is well worth seeing. It advertises itself. Thoso who saw it last night would doubt less like to see it again, and they would like their friends to seo it. It is very funuv, but there is nothing coarse about it. Therein lie3 ono of its chief charms. Tho fun begins soon after the curtain rises on tho first act, audit continues un til tho end i3 reached. "The Private Secretary" is tho character who makes all the fan, and yet ho doesn't seem to enjoy it himself. In fact, ho doesn't seem to know that he is tho occasion of amusement. He looks upon himself as a pretty badly used individual. There are two rrivato secretaries a genuine one and a false one. Tho false one, who is a gay young spendthrift about town, and who has a rich uncle who has just returned from India, upon whom he wishes to make a good impression, personates the true one. Tho sceno of the main port of tho play is in n gentleman's country house where there aro two very pretty girls who un derstand the art of flirting remarkably well. Tho falso secretary, in order to preserve his identity, gets the true secre tary into a good many amusing ixsitions and laughable scrapes. Tho rich uncle takes the genuine secretary to be his nephew, and as the genuine secretary is very pious and very temperate, and as tho rich undo believes in a youug man sowinc his wild oats, they do not get on well together. In fact, their manner of getting on is one of tho side-splitting features of tue farce. J. no ptayisnnejy mounted. Tho Madison Square people, however, always put their plays on the stage in good shape. Another thing they look after is that they select capbio peo- ple to present their plays. There is still a great deal of curiosity as to tho parson who was the other party to the corre spondence which was recently published, in which the president so emphatically blamed some ono for making an insin cere recommendation of a man to a ter ritorial judgeship. Although it has been published that Don M. Dickinson, of Michigan, was tho man, this is net be lieved, and it is indignantly denied by his friends. Mr. Dickinson is a man of high character, a shrewd politician, and would certainly not havo been so stupid as to havo made such a confession as was disclosed in tho letter published. Ho has enjoyed tho confidence of Presidont Cleveland, and ha3 had more influence with the executive than any other man in Michigan. Expert politicians, after examining all the circumstances, havo como to tho conclusion that tho judge referred to is E. J. Dawue, of Oregon, who was appointed lT. S. judge for tho territory of Alaska on July 31, and that the person who wrote tho letter to which the president replied was Senator Sinter of Oregon. Wbere the Laugh Came In. There is no end of conjecture and com ment on tho correspondence about that appointment which somo good man rec ommended and then rrotested. In tho talk yesterday on tho streets a good thing was said. "Had I written that letter," said the speaker, "I would write anothor, tolling tho president how deeply ag grieved I was bv the tono of his reply, I would tell him that I had reason to sup pose from his own oxnraple, that an hon est and full confession liko that would make amends for any mistakes or mis conduct." TTASirrSGTOS LETTER. From oar ltcjular Correspondent. Washtxgtox, Aug. 8, 18S5. General Sheridan has returned to Washington and-called upon tho presi dent. He reported tho Indian affairato be quiet with no prospects of future out break. Captain Loe, tho now military Indian agent, has assumed charge, and nil arrangements seemed satisfactory. It i3 understood that General Sheridan made a strong report against tho manner of conducting business by somo of the Indian agents, showing irregularities and abuses tending to cause trouble among the Indians, and recommending an entire rcorgaization of the Indian agent system. It is said that one Indian agent was drawing supplies for twice as many Indians as were in reality within the limits of his agency. The suit against first Controller Dur ham by the authorities of Mississippi to compel him to give a warrant for five thousand and somo odd dollars duo that state from tho national government, is brought with Judge Durham's consent. There are two contrary decisions in tho case by Judges Lnwrenco and Porter. Under theso circumstances and owing to the contrary statements of the case Judge Durham determined to leave the matter to congress or to tho courts to decide. It will probably go now through the courts and be finally settled by the supremo coart. Attorney General Garland, in reply to questions from Secretary Manning, has decided that in the event that holders or owners of distilled spirits on which tax has not been paid shall have failed with in tho seven months specified in the bond to withdraw them in fact from the dis tillery warehouse a forfeiture of the bond follows, and the spirits are not protected thereafter from an obligation for a do mestic tax. The effect of the bond while in forco and before forfeiture is to free the spirits from such obligation, but this effect ceases upon tho forfeiture of the bond. Also, that tho spirits covered by exportation bond, after tho failure to withdraw them and after the forfeiture of tho bond, aro liablo to distraint, and that tho condition of tho bond having been broken by the failure to withdraw the spirits from the warehouse, the right of the government to proceed upon the bond is unquestioned. is rr DAWNE? The impression is that tho man who got so severely handled b' tho president for making a bad recommendation which he was not willing to stand by, does not live in Ohio, but that some other stato hod the distinction of possessing a new judge whoso backers didn't mean it. Ex Representative Follctt says ho has thought the thing over, and finds that there has been no judge appointed in Ohio, and no Ohio man appointed to a judgeship outside of tho state. Mr Fol lett and other Democratic members havo informed the president on different oc casions that nobody ever meant anything by signing a petition, and that it was not fair to hold them to a recommendation unless it was made in a personal letter; but tho president has refused to see tho thing iu that light, and wants to know what recommendations are for if not to recommend. Tho president's letter re ceives commendation on every hand, and particular significance is ittacue.d to the reference to his fight against tho bad el ements of both parties. Tho National Civil Service association meet at Newport to-day for their annual convention, and, no doubt, tho gentle men of the Association S3 thoy reclino on the spacious piazzas of tho cottages of that ultra-fashionablo resort, swing in its hammocks, and play iu its surf, will sharply criticiso all shortcomings of the administration and give it a largo amount of good advice. A commercial enterprise that promises well, invites American manufacturers and merchants to deposit samples of their goods, at a permanent exhibition at Rome, for the purposo of extending American commerce with Italy. Tho project starts under responsible auspices, and if judiciously managed ought to help our foreign trade. At present we export very little to Italy, though wo leavo annually a good deal or American money in that county. A well managed commercial agency, such is is now pro posed, might enable us to keep the bal ance of trado nearer even. Secretary Whitney has mado public the criticisms of tho naval advisory board upon the report of the Dolphin board of examiners, with the reply of tho latter. Tho naval advisory board take ui) tho objections mado by tho ex amining board to the Dolphin and dis cuss them at great length, endeavoring to show that the Dolphin is not structur ally weak and has the speed contracted for. The examining board in their reply maintain their former views, and point out further defects in tho Dolphin not previously mentioned. L. Tnenty Years Apo. Just twenty years ago Thursday, July 30th, says tho Dol Norte Record, tho ill futed steamer Brother Jonulhan struck a rock somewhere in tho vicinity of Point St. George and sank. Out of tho '& passengers on board but two were saved. A boat lauded at Crescent City from tho steamer with seventeen persons on board, cloven of which belonged to the vessel. Sinco that time vigoron search has been mado almost every summer for tho wreck. Tho ocean bottom has been dragged in all directions from where it was thought sho went down, but as yet no wreck has been found. That tho ves sel has not gouo to pieces is evident from the fact that nothing of tho steamer, save some of her light upper works, has ever come ashore, nnd but few of tho bodies compared with tho number on board. What is her condition at tho present time or in what particular placo in the cavcrncd deep sho now lies is a mystery that perhaps may never be solved. A Philadelphia Method or Tnrnln? os Water At a Fire. "I am alwaya very particular about taking proper care of matches in my house," says ono man to another, "for I don't know anything more disagreeable than a fire. In tho first place, the police officers run recklessly through your house, and then when tiio fire companies arrive, long sections of dirty hose aro dragged through the hallways and up tho stair ways, and even if the firo bo bat a slight one, the placo is deluged with enough water to float a man-of-war." Such is the current opinion that exists regarding fires and firemen. There is somo basis for it, to be sure, but in the main it is wrong. There are many things more pleasant to have about the house than a fire. When the flames once get a headway it is a fight between water and fire, and while both are quite dam aging to property, tho first is less so than the latter. Water injures to a great ex tont; fire, if left alone, devours entirely. But the most general mistake people mako is concerning small fires. They believe that a heavy stream of water is turned upon the tiniest flame, just as it is thrown upon a raging fire that has more than gained control of a big build ing. This is not tho case, and the false idea is due to the want of knowledge as to tho proper equipment of the firo companies. In tho first place tho nozzles of the hose now in use are so arranged that any sized stream of water can be thrown, and controlled by a thumb-screw at tho side which works at tho slightest pres sure of the finger. By this means tho full force of tho water may bo allowed free vent or the size of the stream may be reduced to a very tiny flow, even smaller than that which comes from the ordinary street sprinkling hose. Tho purpose of this is obvious. When a firo alarm comes in and the engines arrive at their proper destination, the first thing to bo done is to get a line of hose out nnd attach it to tho engine. Unless tho firo bo a largo one the nozzle is closed tightly and tho firemen drag tho hose along until tho firo is found and than turn the water upon it, regulating tho size of tho stream by the size of the fire. FIOimKO SMOKE. Tho nozzlo spoken of serves still an other purposo. There aro times when a smoldering fire so fills a room with smoko that it is impossiblo for the fire men to enter. It does not take a big fire to cloud a room with smoke, and often when the smoke is densest tho fire is smallest. How to enter such place is then tho question which the fireman has to answer. To go in boldly with bis hoso in hand would mean almost instant suffocation, nnd to turn on a heavy stream of water and throw it into tho room would mean reckless damage to property. To obviate both of these ob jectionable features the nozzlo of the hose is so arranged that by tho proper application of a slight pressure of the hand the water can be sent forth in a spray, and this clears the atmosphere enough and drives the smoko away suffi ciently to allow tho men to enter. Thero is a joint in tho pipe a fow inches below tho end, which, when loosened, allows tho water to escape on all sidos, throwing it forward in n shapo somewhat similar to an umbrella. This drives the smoko before tho men nnd makes their entrance comparatively easy. Once at the origin of the firo tho water can bo turned directly upon it. In many of tho smaller fires tho engines aro not brought into play at all. The insuranoo patrol answers all alarms, and.' the light appa ratus they carry i3 especially adapted to small fires, and they .extinguish them with little or no damago to surrounding property.
