In Astoria, in Oregon, ou llio northwest coast, in California, in Colorado, in Kansas anil Nebraska, in the Mississippi valley, on the At lantic slope, in Canada, in England, in Europe everywhere is heard the same remark "dnll times." "Why is it? What makes these dull times? No one knows. The -wisest political economists are at fault. The pro foundest observers and comment ators express their inability to assign a reason. Free trade is blamed, but free trade England is depressed. Protection is assigned as the cause, but protective America is equally dull. Over-production is given as a reason, but with the interlacing net work of swift communication, there exists no adequate reason. Every government is inquiring into the cause of the universal and un precedented dullness, but there is no explaining it. It seems to be like the swing of a pendulum. The com mercial pendulum swung far toward prosperity since '7S, and now it comes swinging back in a corresponding segment of the arc of S5. The unusual feature is also ob served of a general tumbling in val ues. The necessities and the luxu ries of life, real estate, houses, furni ture, adornments, everything all over creation are offered for less than they were valued at two years ago. Even the use of money is worth less, and this is the most singular feature of the present world wide condition of af fairs. Usually when business is dnll and times are hard, people want mon ey and the bankers are able to get a good rate of interest for the use of funds, but this summer the unusual spectacle is afibred of money going begging at three and even two per cent per annum in the great money centers. The problem is one that no one can solve. The only pleasant feature of the situation is that in the nature of things it cannot last. The present state of affairs carries with it its own solution; it furnishes its own anti dote. Times are bound to mend and that soon. Trades organizations throughout the United States issued a petition yesterday, requesting President Clevo laud to call an extra session of con grass, to be devoted exclusively to consideration of measures for the re lief of the industrial classes of the country and a revival of business. The petition, afier calling the atten tion of tho president to the general stagnation of business, says: "The consequences of this depression arc especial! severe upon laboring peo ple small manufacturers and farm ers who are without auy reserve means upon which to live or pay debts and savo their home3 and small property from forced sales. Employ er aud employed are involved in common disaster, and it is believed that it is in the power of congress aud the cxecutivo greatly to re lieve the depression by wise legisla tion." It asks that a special session be convened on or before the last Monday in September, 18S3. Acting Commissioner Walker, of the general land office, has declined to issue any moro patents to the Northern Pacific railroad, pending a decision fixing the legal status of tho road in this regard. He follows the rule laid down by Commissioner Sparks in relation ro California & Or egon and tho Oregon & California roads. The question at issue, briefly stated, is that the road was not com pleted within the lime required by law and that until congress takes def inite action in one way or tho other no steps should be taken to place the matter beyond tho po'nerof the legis lative brauches of the government to protect public rights. One-halt of the difficulty experi enced in introducing manufacturing enterprises here, says the Oregon tan, arises from the unwillingness of our dealers to handle Oregon goods, and much of tho other half arises from the disinclination of our people to buy them. Somehow if the job is only that of hanging a man onr peo ple think an Oregon rope not good enough for it. Among other New York stock ru mors is cue to the effect that Noi th em Pacific railroad stockholders dis satisfied with the present inert man agement may recall Henry Villard to the presidency of the road at the next annual election. There is a volume of pathos in the simple statement that Jas. "V. Marshall, the man that discovered gold in California, died poor, friend less and- alone, in the greatest want, in a lonely cabin nearPlacorville last week. Or' There is a good deal being said about that recommendation of Dawne's by some Oregon Democrat If President Cleveland doesn't like the appointee all he has to do is to withdraw the appointment, as it isn't confirmed. But maybe he'd rather pose as a civil service reformer, shocked by such political duplicity, as the letler ho has written so nobly reproves. Business is business. ADisrATcn has been received in Paris from St. Petersburg, stating that Russia has sent England pro posals for a settlement of the dispute concerning Zulfikar pass, aud pos itions commanding it. Tho dispatch adds that it is certaiu that England will accept the proposals. TnERE is considerable excitement in Philadelphia over a supposed case of Asiatic cholera which proved fatnl last Friday.
