The managers of ihe 2ev Orleans exposition evidently think that the meaning of words is purely a matter of private judgment, Thoy awarded a good many gold medals, among others one to M. J. Kinney for Columbia river salmon. Now, most folks con sider that when a medal or a prize or a premium is "awarded." that the awarding implies the giving of it, and that in time the award will arrive. But our New Orleans jnciids inter pret English differently. They seem to think that '"awarding" a medal is one thing, and "giving" it is another. They have written to various par ties to whom the "award" of a gold medal had been made, landly inform ing them that tho medals "awarded"' are all ready, and on tho receipt of SSD in currency the r'award" would be fortvardod. If a thing like that happened in another locality it would be "a Yankee trick," but under tho circumstances it is only charitablo to supposo that tho gentlemen who have the "awarding' and "giving1' of ihe prizes at tho New Orleans exposition differ from the rest of mankind in deliuilion of English words. COST OF -GOVERNING EUROPE. Lewis ArriiETON has just published a carefully considered article, in which ho deals with the national expenditure of all the European countries, including such small ones as Montenegro, Denmark, Greece and Servia. The information which he gives in a tabulated form reveals tho astounding fact that the total annual expenditure in Europe on its armies and navies amounts to the astonish ingly large sum of $917,399,9S5. The largest annual expenditure is by Rus sia, the amount being $230,512,500. Frauco comes next with $1G8,G53,915, and for the same pnrposo there are expended by Great 33 ri tain and Ire land $155,003,772 a good third. Compaicd with this the expenditures of the others, even Germany, consid ering the magnitude of the army which thxit nation has to support, looks very small. The expenditure of the German empiro on its army and navy amounts to $113,123,745. Austria, including Iluugary, spends on its armies and navies $G7,0GS,975. Italy spends a little over $00,090,000. The remain der are much smaller, being Spain, $31,250,000, Turkev, $27,500,000, and Holland $17,500,000. Large though the expenditure on the armies and navies of all these conntiics be, the amount required for the payment of interest on the debts of these countries is still larger, reaching the extrao rdiuary amount of $1,037,159,175. France has the largest debt of all, the amount being $4,809,000,000, involving tho annual payment for interest of $272,000,000. On the $3,790,000,000 of debt on the British empire, almost $150,000,000 is being paid annually as interest. The debt of Russia is of less amount, be ing $3,017,500,000 involving tho an nual payment for interest of $1G5, 000,003. Germany, with its $1,500, 000,000 of debt, pays only for interest $07,500,000. Tho total amount of the national debt for all the European countries reaches tho astonishing figure of $23,012,500,000. There is one necessary clement of prosperity that a good many resi dents of Astoria and Clatsop county seem to lack. It is something with out which wo cannot prosper as a community. It may be defined in general as a love of the soil. There is a hopeful feeling, a determination to have and acquire, an ideal of pres ent or future comfort, an intent to be somebody, to have a home and some material possessions that should fill the mind of every man under seventy years of age. Not to have all this somewhere else, but right here, for this is as good a place as any and in many respects superior. There is too much of that"dont care'' about doing business and getting along that bodes no good to the future develop ment and welfare of this community. The love of the soil, tho public spirit that iriakes a man realize that there arc other people in this world beside himself; the glow of gen erous enthusiasm that impels him to go in for what is for the public bonefit without turn ing it over in his mind for three weeks to see "is there anything in it for me," these are essentials if we are going to amount to anything. It is easy to find fault with each other, easy to pick holes in each othpr's character, disposition, motives and ways of doing and just as casj' and vastly more profitable to stand to gether and utilize and apply the op portunities with which naturo has en riched this place. Public spirit is lacking in Astoria, and it is in seasons Iiko the present that men realize how puerile the pol icy that has for its motto what a Ne vadan onco told the writer: "I don't give a damn what happens so it don't happen me." The Astorian is slow to impugn any man's motives and dislikes to impale prejudice or bias to any one who interprets or exeoutc3 our laws, but the recent actions of Judge Deady in tho matter of the Astoria land grant and kindred cases raises a doubt in the minds of many as to the hasty use a judge may sometimes make of his position. The judge is a ripe scholar; but there is a stage sub sequent to ripeness that while not wholly inevitable is too often result ant. It is great to have a giant's strength but it is tyrannous to use it as a giant. Judge Deady, like any other judge, is liable to have his ac tions dissented from and his decis ions reversed by that most supreme court of this free country where every man has equal rights before the law the court of public opinion. r The last land office decision, ac cording to tho Walla Walla Journal, was made on an argument filed by W.H.Reed, July 24th, and its effect is to cut loose tho hold of the North ern Pacific in eastern Washington up on 210,000 acres of indemnity lands. Some of tho Cincinnati circulars for the state fair at Salem have been received. The association will prob ably get their advertising where thoy got their printing.
