The ability to exercise influence

munity. Over $2,000,000 are reported to
have been paid to Jno. Roach on his
cruiser contracts, leaving $400,000
due when he made his assignment.
The Iowa supreme court has de
cided that a hotel keeper who re
ceives guests, knowing that there is a
contagious disease in the house, is li
able for damages to any guest who
may contract the disease.
The Toronto Globe has printed
twenty-five and one-fourth columns
of a speech by a member of parlia
ment on the Canada Pacific railroad
and announces its conclusion in a
fifth and final installment.
And so the Prince of Wales has
"stopped his paper;" that is has
ceased taking the Pall Mall Gazette.
That is probably not the worst thing
Wales ever did. By the way how
do you pronounce "Pali Mall?' come
now.
Mr. Pahssa has discovered anoth
er asteroid and will name it after any
one who will send him $250. Cheap
enough! 'Tis a brilliant idea, having
a star bear one's name. Still between
the two we would rather have a horse
te roid.
So far the Oregonian and the San
Francisco Morning Bulletin are the
only two daily morning papers re
ceived at this office that had the news
of Grant's death in the regular edi
tion of the 23rd insL The Bulletin
had the esact moment 8:08.
W. H. H. Bcsseii, a member of the
New York bar, affirms that the expen
siveness of justice in that city
amounts almost to a denial. In a
simple action of his own, where there
was only a complaint, an answer and
a trial, involving the sum of $200, the
costs were over S120.
After four months of au exhaustive
inquiry and examination into the
Chinese quarter of San Francisco,
the board of supervisors report that
the vico, filth, degradation and crime
that they discovered among the San
Francisco Chinese are appalling in
their magnitude and extent.
To the credit of the great state of
New York bo it said that at an ex
penditure of $1,433,000 that common
wealth has rescued Niagara Falls
from the grasp of show-sharks, and
made it the property of the world.
The great cataract is now possible of
sight without the seer being bled at
every turn. The Empire stato de
serves congratulation on such a
splendid exhibition of pnblic spirit.
The newspaper men of western
Washington have organized a press
association and are going to disenss
some very interesting subjects. The
list is published in the Port Town
send Argus. "How to get the best of
a bilk" is a good one. If the gentle
man who is going to discuss that will
send us his essay and it contains any
thing that will be of practical avail,
we'll set it in double leaded brevier
and run it in this column.
Among the more fastidious people
there is an impression that the flavor
of tea is wholly ruined by a journey
on salt water. All the crowned heads
and wealthy nobility of Europe use
tea, therefore, which costs them three
times the price paid in America for a
brand bearing the samo name, but
which is brought by Russian traders
in caravans overland from China.
The trade is very profitable, and it is
largely to protect it that Russia is so
jealous of her Asiatic posessions.
TnE list of goods canned has been
enlarged by a company in St Louis,
which has begun canning eggs. A
factory has been erected, and is now
in operation, where they will can 1,
030,000 dozen annually. The eggs are
put through some sort of a process by
which the yelks and white are sepa
rated from the shells, and the
substance is then dried and canned.
One teaspoonful is said to bo equal
to one egg, and it is warranted to keep
fresh for three years.
Ax idea of the magnitude of the
cattle trade of the United States may
be easily estimated by remembering
that in 1884 we exported $40,000,000
of beef and beef products, and that
this was not more than G per cent of
the total value of these products. In
other words, the total value of beef
and beef products was nearly $700,
000,000, and 91 per cent of this was
consumed at home. Yet large as are
these figures, it represents a yearly
consumption estimating the pop
ulation at 55,000,000 of a little more
than $10 per capita per year.
Riyaii cities may be skeptical as to
the accuracy of the count, but
Chicago reports an increase of her
population from 503,304 in 1880 to
600,000 and Buffalo boasts an increase
from 155,137 to 202,909 in the same
time. In this country, as in Europe,
the tendency of population toward
the cities is marked, and our city
population increased from 2,S97,5SG
in 1S50 to 1L318,57 in 1SS0, or nearly
409 per cent General Walker
predicted, after completing his work
on the latest census, that the census
of 1890 will show a population of
G4,4G7,000J but he predicted only 49,
000,000 for 1SS0, and it is probable
that he has underestimated for 1890,
as both in city and country the
increase is very rapid, a gain of 000,
000 in five years being announced by
Iowa alone.
TnERE are but three ways by which
a man can have anything by pro
ducing it, by receiving it as a gift or
stealing it. There is no short cut to
rolief. Henry George tells us that if
we had community in land all things
would be well, but Russia has such a
communism, and yet has the poorest
peasantry in Europe. Another re
former blames the use of machinery.
Some oflbr protection; some free
trade, but England has free trade, and
the peasantry in those countries are
in misery. We must find some way
by which employment will bo more
general and remunerative, and we
must recognize the principle that the
laborer is worthy of a fair share of
the profits of the work. As n whole,
it may be asserted that the working
man has received only a bare means
of living. You cannot havo a great
wealthy class without having a largo
poor class. Wo must learn in some
way to distribute the wealth which
they have learned only to accumu
late and concentrate. Politically our
country is democratic, but indus
trially it is aristocratic. The poor
miners in Pennsylvania complain
that ten men can assemble at Long
Branch over their wiuo and cigars,
and decide how much coal shall be
mined and how many men shall re
ceive an opportunity to earn a liveli
hood. There must bo something
wrong in the system when 500,000
men seek in vain for work.
