PROPOSED OREGON AND WASHING
TON IMPROVEJrENTS.
The project for the improvement of
the lower Willamette and Columbia
rivers has for its object the making of
a ship channel of twenty feet at low
water. It consists of the permanent
contraction of waterway, for improve
ment of the four bars from Portland
to St. Helens, in dredging and stir
ring up the bottom at these bars dur
ing the construction of permanent
works, and also at shoal places below
St. Helens, and in snagging opera
tions. This work, of course, should
be continuous in operation to secure
beneficial results. The amount al
ready allowed for tho improvement
has been 605,363, and has resulted
in maintaining a ship channel of a
least depth of seventeen to eighteen
feet at low "water fioji Astcria to
Portland.
For the next year an appropriation
of $351,000 is asked for the comple
tion of the permanent structures pro
jected, temporary improvements and
preservation, extension of tho plan of
permanent contraction to the bars
below St Helens, and for the removal
of a rock obstruction.
At the mouth of the Columbia river
an extensive work is required. The
project is to construct a low-tide jetty,
about four and a half mUos long,
from near Fort Stevens, on the south
cape, to a point about three miles
south of Capo Disappointment
Tweuty-six feet are required on the
bar iu tho estimation of the engin
eers, in a wide and direct channel,
and thirty feet are desirable on ac
count of theieavy seas of the local
ity, for tho deep vessels needed by
the river trade. An appropriation of
$300,000 is asked for the next year
for building about one and three
quarter miles of the structure, which
it is believed will check a present
shifting tendency of the channel
southward, increase the channel
depth and give prompt relief to the
large and increasing shipping. The
amount allowed for the commence
ment of the work is S100.O00, and it
will require forits completion 3,710,
000. The amount required for the com
pletion of tho improvement of the
upper Willamette river is $33,000, of
which $20,000 is asked for the next
year. This will be applied to the
construction of a snag-boat and 2,000
feet of low dams, and operations of
the boat for a year, and rock removal.
The object is to afford and maintain
an easy light draught navigation
from Portland to Eugene City. The
amount allowed for the work has
been' $155,500.
Thirty-six thousand dollars is
needed for the completion of tho
work on the npper Columbia and
Snake rivers, all of which could be
well expended during the next year.
This would enable the work to be ex
tended on the Snake river above
Lewiston, and on the Columbia river
above the mouth of tho Snake. The
improvement has already cost $235,
869.43. The amount allowed for work on
Columbia river at the cascades has
been S954,919,25, and it still requires
to complete the project $1,595,397.31.
An appropriation of S503,000 is asked
for the next year, for a guard gate
and part lock construction, building
structures accessory to the canal ex
cavation at the npper entrance to the
canal, aud for additional river im
provement Tho plan is, as is known,
to give lockage around the main
rapid, and open river navigation
through the minor rapids below, for
stages, at tho foot of the canal, of
twenty feet above low water.
The project for the improvement or
the entrance to Coos bay is to bnild
a half-tide jetty or training dyke
from near Fossil point, inside of the
entrance, for making a deeper and
more direct channel across the sea
bar. Ono hundred and thirty thous
and dollars have been provided for
tho work, and it still demands for its
completion $170,000. Of this thero is
asked for next year $150,000, to bo
applied in tho extension of tho jetty.
It is expected with this amount to
make the depth permanent which will
have been gained, aud to further im
prove tho channel direction.
The project for tho improvement of
the entrance to Xaquma bay, is to
build a jetty on the south side of the
entrance for closing tho south chan
nel and making a permanent central
channel of a depth of not less than
twelve feet at mean low water. There
has been applied to the work $160,000.
and $115,000 is required for its com
pletion. The amount asked for next
year, $110,000, will, if allowed, be
used for continuing tho jetty for
making the depth permanent which
has been obtained, and to blast knob3
of rocks which may be uncovered if
tho channel is scoured out to a
greater depth or width than now ob
tained.
The mouth of the Coquille river is
to be improved by a jetty to make a
direct channel of navigable width,
and not less than ten feet depth at
mean low water. In the work $20,000
has been used, leaving yet to bo pro
vided $134,200. For the next year
$60,000 is asked to continue the jetty
and commencing a short structure on
the north side of the entrance.
Tho project for the improvement of
the Cowlitz river consists in snagging
operations and moderate scraping "of
bars annually, to give on easy and
safe light draft navigation at all stag
es to Cowlitz landing. The amount
allowed for the work has been $4,000,
and has facilitated transportation by
making it more safe. An appropria
tion of $6,000 is asked to complete
the present project, to extend its ap
plication twenty miles up stream to
the head of desired navigation, and to
maintain the channel for a year. Chc
halis river is under similar improve
ment, the amount used having been
$3,000. For the next year S5.000 is
asked to continue tue work and to
extend operations to the mouth of
tho Chehahs and up stream to Cla-
quato and on a few, miles of tribut
aries.
Tho Skagit, Steilaguamisb, Noot-
sack, Snohomish and Snoqualmie riv
ers have been similarly improved
with allowances amounting to $20,000.
For next year $22,000 "is asked to
complete construction and appliances
of the suagboat and to operate her
for a year on each ot tho rivera, re
serving S2.000 to rebuild the boat at
the end of ten years. There is urg
ent call for the removal of obstruc
tions in these rivers.
GENERAL GRANT'S FUNERAL.
Xew York, July 27. General Han
cock, who has been designated by the
secretary of war to lake charge of
the funeral of uencral Grant, is busi
ly engaged in arranging general pre
liminaries. The later -features of tho
ovent havo not yet been decided on.
It is impossible, indeed, to tako any
step toward arranging the details of
the ceremony until suplemental in
structions shall be issued by the sec-
rotary of war, to cover tho changed
condition of affairs since General
Hancock was named the commander-in-charge.
These orders were based
on expectations that tho remains af
ter lying in state here, were to bo
transported to Washington, or some
other place for burial. Under this
arrangement tho great funeral pag
eant would haTe passed in review of
the people from tho Grand Central
railroad station to tho city hall. The
question now arises, shall thero be
two grand pageants one on the ar
rival of the body, and one in its trans
fer to tho grave in Central Park: or
shall thero be but one, and if so when
shall that take place:
General Hancock realizes that two
great military parades cannot be
mado successful, if they come too
near together in point of time. "On
tho length of time which is to elapse
between tho arrival of the body and its
burial," says General Hancock, much
will depend in making arrangements
for the military parade. It will be a
question for consideration whether
the body shall be received here by
special corp3, and transferred from
Forty-second street to the City hall,
and the grand pageant deferred until
the removal of the remains to the
plase selected for burial."

says that the Russians now occupy
Zulfikar pass. They are said to have
been there a fortnight. It is said tho
marquis of Salisbury knew of the oc
cupation several days ago. There is
much anxiety iu ministerial minds
over the situation. It is believed to
b2 certain that England will not'
fight about Zulfikar. The Eussians
rely upon this belief, but are said to
be disturbed at evidence of Lord Sal
isbury's popular strength. Whatever
the issne may be, the news of the oc
cupation of Zulfikar pass by Russian
troops will surely create a sensation
in London and throughout the Unit
ed Kingdom.
