New York, July 23. For three
days the Brooklyn penitentiary has
been in a state of uproar through the
convicts striking for an improved bill
of fare, the demand being for meat
at breakfast. At 8 o'clock there were
eighty men in the dark cells. Before
noon sixty of them sent word to War
den Green, saying that they vrere
sorry to have caused him any trouble
and expressing a willingness to com
ply with the rules of the institution
in the future. Mr. Green took thee e
men at their word. He said he
was willing to permit them to re
turn to their own cells, on the
strength of the promises made, and
significantly added that if such prom
ises were not kept, it would be the
worse for them. The men were
marched back to their cells, under
the surveillance of eight keepers
with drawn revolvers, and for a time
they remained peaceful.
At neon the warden woat home,
and when he returned at 8 p. M. ho
found the situation more serious than
ever before. Starting in the long
term prison, the shouts of the rebel
lious convicts had been taken up by
the short-term men and were re
echoed by the piping voices of the
women. Cell doors were being bat
tered, and threats of violence ogains
the warden and his men, to the act
companiment of ribald songs and ob
scene jests, rang through tho build
ings. Mr. Green found tho ring
leader to bo Tom Tivey, and ho de
termined to make an example of him.
With eight keepers, armed with
double acting revolvers, Green went
to tho main prison. Tho keepers
first went to the dark cells. Green
stationed a man at each cell with a
pistol in hand, and then opening tho
doors, said: "If this noise does
not stop you will be taken out sep
arately and flogged. ''
There was not a word spoken after
wailing some moments, during which
perfect quiet prevailed. Sir. Green
ordered tho doors locked again, and
took his men to tho third tier, which
contained tho cell occupied by Tivoy.
Tho doors of all the cells in a tier arc
opened and closed simultaneously by
a spring bolt In order to get into
one cell it is necessary to spring back
the lock which fastens them all.

Each keeper having his place, with
his pistol ready, tho word was given
to unfasten tho bolt, and immediately
there was the flash of a revolver. No
one was shot and the doors had been
swung back and locked again before
the smoke from tho pistol had cleared
away. It was simply a devico and it
answered its purpose. When again
the locks were sprung back not a man
left his cell. Everything was quiet.
While the doors were open the ward
en walked along tho tier to Tivey's
celL Tivey had wrenched a largo
wooden roller from tho top of his cell,
and held it in his. uplifted hand
ready for uso. Mr. Green did not
parley long with Tivey. Leveling his
pistol at the prisoner, he said: "I
will givoyou ten seconds to drop that
club and come out of your cell."
Tivey dropped his weapon on the
spot and marched out of tho cell.
Tho bolta wero then sprung back and
the keepers withdrew from their posi
tions. Green now marched his man down
the steps leading from tho third tier
to the hallway, and told him to take
off his jacket, the command being au
dible all over tho prison. "I am will
ing to go back to the dark cell,"
said Tivey, "and give you no more
trouble."
"Take off your jacket," repeated
the warden. "If you do not, I will do
it for you."
Tivey reluctantly removed his coat
and glanced mournfully at two stout
cowhides, one of which was in the
hand of the warden and the other in
the hand of Keeper Kelly, who stands
six feet two inches in his shoes and
is considered ono of tho strongest
and most athletic men in the coun
try. "You will oblige me," said Green,
addressing tho prisoner, "by remov
ing your shirt" The prisoner did so
and then the lash applied by both
Green and an athletic individual who
was assisting him, tho blows cut deep
into the flesh, and as each stroke fell
on the bar; back of the prisoner ho ut
tered piercing shrieks of pain. Mur
murs came from some of the cells.
When the first five lashes had been
administered tho warden stopped the
thrashing process for a moment and
gave it to be understood that the
next prisoner who made a disturbance
would be taken out of his cell and
similarly dealt with. Then the
thrashing proceeded. Tivey was held
in position and ten more lashes were
given. The man was then returned
to his celL So far. as quelling rebel
lious tendencies of prisoners was con
cerned, the treatment proved entirely
successful.

could map out a dozen plans for a
campaign, every one of which Sheri
dan would swear ho could fight out
to victory, neither he nor I could tell
which one of tho plans was the best
one; but Grant, who simply sat and lis
tened nnd smoked while wo had been
talking over the maps, would at tho
end of our talking tell us which was
the best plan, and in n dozen or two
words the reason of h3 decision, and
then it would all bo so clear to us
that he was right that Sheridan and
I would look at each other and won
der why wo hadn't seen the advantage
of it ourselves."
"I tell you," he continued, after
a moment's pause, " Grant is not ap
preciated yet. The critics of Europe
are too ignorant of American geog
raphy to appreciate tho conditions of
his campaigns. What is it to march
an army from Berlin to Paris? Look
at the multitude of roads. Look at
the facilities of transportation. Con
sider how many times tho same
ground has been fought over by suc
cessful commanders. Is not every
point of vantage known ? What
commander can blunder where all
tho conditions lie open to his eye ?
But I have seen Grant plan camp
aigns for 000,000 troops along a front
line 2,500 miles in length, and send
thorn marching to their objective
points through sections where tho
surveyor's chain was never drawn
and where the commissariat necessi
ties alone would have broken down
any transportation system of Europe,
and three months later I have seen
those armies standing where he said
they should be, what ho planned and
accomplished. And I give it as my
military opinion that General Grant
is the greatest commander of modern
times and with him only three others
can stand Napoleon, Wellington and
