Two partiCs are forming in Da kota on the subject of admission. One favors division on the Missouri river, and the other wants the whole territory to come in as one state. The people's party in New York will have a slate convention on the 12th of August. The people's party is the one that ran Ben Butler for president and forgot to vote for him. It is suggested that the reason American statesmen are short lived is not so much that their duties in congress are wearing. It is the strug gle to get there and stay there that kills. In 18GS road agents robbed a stage near Blackfoot, Idaho, of 500 pouuds of gold dust, which they secreted. They were sent to the penitentiary and their terms will expire in a few days. A close watch will be kept on them. It was a center shot and a hard hit when the K"ew York woman suffragists called attention to the mockery of making a statue of liberty in the form of a woman to be placed at the porlals of a state where women arc disfran chised. Tun editor of the Xogales (A. T.) Frontier has published several arti cles concerning the Yaqui war, which have caused the Mexican general Carbo to order the journalist to be brought into camp dead or alive, should he venture across the line. Mans: swift ocean steamships chart ered by the British government when the Russian storm-cloud wa3 black est, have been lying idle at their moorings ever since, and as the leases in most cases do not expire until the 1st of September, it must be months yet before the ships are in aclivo ser vico again. To deal with the sewage of London it has been proposed by Sir Joseph Bazalgeltc to convey the sewage to the sea, at a cost of 20,000,000, and the value per annum of this sewage for the purpose of manure is esti mated at 1,000,000. A strange and anomalous waste of money surely, to expend 20,000,000 in throwing inlo the sea a product worth 1.000,000 per annum. Judge Matnakd, second comp troller of the treasury, has rendered a decision that naval ofliccrs who travel at government expense are not enli- tled to mileage, and that mileage is allowable only v. hen they travel at their own expense. This is a reversal of a former decision of the office, and will result in a saving to the govern inent of several hundred thousand dollars annually. The true landed aristocracy of the United States is oomposed of the red men. There are about 263,000 Indians, and their land reservations amount to about 175,000 square miles. Each Indian has, therefore, a little more than two-thirds of a square mile of laud. The reservations of Dakota. Montana and the Indian territory comprise 130,000 square miles, occu pied by about 127,000 Indians, or less than one inhabitant to the square mile. If there is no mistake about the above, it exposes a curious state of facts. It is a plain case that General Black is not entitled under any fair construction of the law to so heavy a pensien: but whatever pension ho does receive might properly be waived as long as he is drawing a largo sala ry as a government officer. Seuth: America is passing through a violent political spasm. Ecuador is a hive of tumult, portions of Col ombia are in a ferment; the war be tween Chili, Peru, and Bolivia yet throws its dark shadows backward over the beaten republics; and now Venezuela joins the dance with an outbreak of its own. It is an out-and-out revolution, and is making fair progress. These little impatiences on the part of our neighbors of the far south should teach us the folly of trying to make them a part of our political family. "Whenever a people show their impatience to bo so great that they would rather fight or die than wait the recurrence of an elec tion whereby their party may be vot- ed in, they thereby demonstrate that ihey are good people to avoid all en tanglements with. A treaty which would oblige the United Stales to keep the peace in South America would afford our army plenly of em ployment, and the country but little advantage. That Iowa is a prohibition state, where no spirituous liquor, beer, wine and cider are manufactured, sold or drunk, does not prevent Iowa from furnishing some pretty robust statistics on the subject of internal revenue. There are reported 3,9S9 retail dealers in liquor in the state, 03 wholesale dealers, 16 rectifiers and 215 other dealers, making a total of 4,424, or 280 more than there are in the state of Missouri. Iowa produced in the last fiscal year, ending Juno 30th, J500.000 gallons distilled spirits and 3,39,000 gallons beer. This is about three gallons of homo-made Iowa liquor to every man, woman and child in the state, to say nothing of the quantity of imported stuff con sumed. Canada has taken a long slop to ward manhood suffrage, and hence forth will add to its voting lists many thousands of names. The increase is estimated by some as equal to one third of the present electorate. In cities the property qualification is $300, a reduction of 23 per cent, while in towns a corresponding de crease has been made from $300 to $200. Tho income qualification has also been lowered from $400 to $300, and under tho head of income, daily wages are to be included. But tho change which should interest Ameri cans more than all others is the in trusting of tho franchise to Indians, except in British Columbia and in the northwest territories, provided, however, that actual settlement is made on some distant portion of a reserve, and that the owner has expended $159 on his property. The Canadian press are disposed t view this movement from partisan stand points. The opposition claim that it will rcquiro a heavy expense to carry out the complex details of the bill, and that the Indians will bo blind tools of the government parly. This nation will watch with interest the result, though it cannot be doubted but that tho Indians will feel toward the present government party much as the negroes of the United Stales have long felt toward the Republican parly.
