John Roach, when interviewed on the subject of his failure, said: "Strictly speaking, it is not a failure, for mv assignees will be able to pay S2 for every SI of lia - bilities if they realize anything like the real valuo of my proporlv. I can - not now say what is the exact amount of my liabilities nor assets, bat if I were not so old a man, and if I had niy health I could put things straight again. If the people understood this matter, if the mendacious free trade press had not so extensively deceived """ "" wu a-cwu would bo recopnized from ocean to ocean as a national calamity. It ras my great ambition that our nation should recover ila glory and prosperity on the seas. I wanted to prove that American merchandise made by American -workmen in Amer ican shops could be sold tho -world over through the medium of Ameri can ships, built from iron rolled in our shops and of limber cut from our own forests. I wanted to prove that we could do business on our own bottoms, and that other nations, with less resources, could not bo more sa gacious and enterprising on the seas. I have given my life and fortune to that end. Traduced and abused by by those men and newspapers -whom tho foreign interests have subsidized, and brought into scandal -with mil lions of my fellow citizens who wero deceived by them and who did not understand my purposes, in my old and enfeebled state, and after half a century of toil I havo lost my money and spirito, but I am consoled by the fact that the people will ono'day under stand it all and see it in its real value. I tell you those boats wero condemned before theirs keels were laid. They wero condemned in congress. Tho Democracy dared not oppose our new uavy, because it had become a popular notion. Tho people in the United States wanted a navy, but the Demo cracy opposed the appropriation bo cause, as they claimed in their con gressional speeches, tho money could not be honestly spent. Tho Dolphin, a strong, substantial, excellent vessel was condemned on tho most puerile technicalities, and to add to this injus tice Attorney General Garland has re pudiated tho contracts, and practi cally said that there exists no binding agreement between mo and the gov ernment. That capped tho climax business stagnant, 830,000 of weekly wages to pay, my works to maintain and ray contracts repudiated.' THE NEWS AT WASHINGTOn. "Washington, July 29. The an nouncement "of the failure of John Roach caused genuine surprise here. It has been the principal topic of con versation in navy circles and hotel lobbies. The assignment Is generally attributed to fear of future complica tions with the secretary of the navy in regard to tho three unfinished cruisers, the Atlanta, Boston and Chicayo. A great deal of sympathy is expressed for Eoach, and tho feel ing is general that he has been driven into his unfortunate condition by the secretary of the navy in regard to the Dolphin. ''It looks .is if the government was getting left," said a promiuent lawyer to-night. "Jlr. Whitney hasn't got his boat nor his money, which has been paid to Mr. Roach, but he has got a lawsuit on his hands." Secretary Whitney is out of town J ana so is Aitorney-ureneral Garland, so there can be no official information gathered as to what course tho gov ernment will pursue regarding the complications and consequent delay in the completion of the three nn finished cruisers. Tho trouble likely to grow out of Roach's assignment is deplored by naval officers generally. Of the three unfinished cruisers the Atlanta and tho Boston are now about nine-tenths completed, and if tho work could be pushed as rapidly as it has been ever since their commencement they might be finished and ready for their trial trips within a month or six weeks. "Work upon the Chicayo is not so far advanced, but members of the ad visory board, until the announcement of Roach's failure to-day, expected that this vessel would bo ready for the sea trip certainly by January 1st. The important question in regard to these cruisers now seems to bo whether tho government will go ahead and complete them, or whether it will require that tho work be done by the assignees. Rear Admiral Simp son, president of the advisory boad, said to-night that a clause in the con tract provided that in case of tho fail ure of the contractor tho government could complete tho work itself, look ing to tho bondsmen for any ad ditional expense beyond the contract price, and this was the course which seemed to him would most likely be pursued. Ho said that tho govern ment had retained sufficient money to complete tho vessels. If, however, tho assignees should determine to go on, as representatives of Roach, and complete these vessels, they would probably have a perfect .right to do so. Salt Lake, July 20. Bishon Sham. Bishop Clawson, son-in-law of Brig- nam xoung, ana iiarry Uinwoody, a wealthy furniture dealer, were ar raigned to-day and indictments found against them for unlawful cohabita tion. All pleaded not guilty. Their trial was set for the second week in September. WHERE THEY FOUND THE TIGS. Last Thursday. Mr. McGreen and his son-in law, James Banner, were on a tract of land belonging to Mr. Mcureen, known as tne slougu, look- ' ing for a sow and a litter of pigs that ' had not been seen 1 While walking i for several day over liic ground which was of a damp, boggy nature, .banner suddenly sank to hs waist, Air. Aicureen was carrying an ax with which he cut a good sized sap ling, and passing ono end of it to Banner, he succeeded in pulling him out of tho hole. As Banner's feet emerged irom mo mua tuoro was found hanging to tho lower hem of ono of his pantaloon legs, a largo sized rattlesnake. His snakeship had his fangs firmly hooked in tho heavy jeans, and was cut to pieces before ho would let go his hold. Another snake reared its head from the aper ture and was killed. The two men then investigated tho den, found, and killed thirty-seven snakes. And stranger still, some twenty feet from the snako nest, and in the same hol low, were found tho sow and all of tho'pigs but two. They had fallen through tho thin crust of ground covering the aperture, and were un able to get out without assistance. Rome, (Ja., Courier. , Eegina, N. W. T.f July 20. There is increasing interest manifested in Kiel's trial, and the sheriff is both ered with applications for admitanco to the court rooms. Tho trial began at 11 a. m. to-day. Tho dofenso will raise tho question of jurisdiction and constitutionality of tho court. Kiel's attorneys have assurances from Mon tana that Dumont and Dumas aro ready to testify that Kiel was called for by tho half-breeds, and that he counselled peaceful measures and took no part in tho war until the fa tal charge, and that tho war was com menced arid conducted under the di rection of a council of fourteen per sons, of which Kiel was not a mem ber. Iiateh Kiel's counsel demanded a change of venue, but the judge over ruled the demurrer, and tho trial will proceed. The prisoner was heavily ironed and guarded. IiON'don-, July 20. A private tele gram from Gastieu states that tho Emperor "William on arriving on the island of Maiuan was taken ill and had several fainting fits. He subse quently recovered sufficicnty to pro ceed on his journey, and arrived at Gastieu this evening, where he was warmly welcomed. The Liter at it Worl.
