For the erection o a public build ing at Port Townsend, Washington territory, -where a suitable structure will be provided for tho accommoda tion of the postoffices, bonded ware house and other government offices 70,000 is appropriated, and the site shall leave the building unexposed to danger from firo in adjacent build ings by an open space of not less than forty feet, including streets and al loys; and no money is to be available until a valid title to the site of the building 13 vested in tho United States. The building will be provid ed with fire proof vaults for the pres ervation of all government records. For establishing complete a first order light and fog signal on Destruc tion island, Washington territory, 10,000 will be nsed. Tho Philadelphia Times has the following Washington speeial: Secre tary Manning is about to impress up on tho government one important feature of civil service reform that most of the hot and cold theorists have overlooked. lie finds that he cannot have tho cordial and earnest cooperation necessary in his depart ment from partisan custom house of ficers, appointed solely for partisan services, who are authors of many abuses he is expected to reform. Ho is thoroughly in earnest in tho work of reformingtho revenue departments, and finds his chief obstacle in tho partisan methods and partisan offi cials now running the service, and will therefore demand the right to make his chief officials in harmony with himself and his administration. The president did not inclino to a general change of chief custom house officials, but Manning has found him self handicapped in almost every in stance, when trying to reach tho bot tom of abuses in the service. He will certainly require the general removal of all who sought and received of fice as partisan rewards. Tho case of Hugh J. Mohan, who went from San Francisco to New York last fall, and mado 153 speeches ia New York state for Cleveland, and pawned his household effects -to raisa money enongh to get through the campaign, is still on. Mohan has been one of Cleveland's most vocifer ous admirers. Recently the latter told him quietly that he should give the position in tho San Francisco custom house for which Mohan was an applicant to a business man. Mo han grew red in the face, and man aged to say that tho president did not stop to inquire whether he was a business man or not when ho asked him to stump New York state. Cleve land advised him to go back to Sau Francisco and use hi3 infinenco with tho collector there, who might pos sibly find something for him to do. Mohan is still there. His opinion of Cleveland ha3 undergone a radical change. Suit has been begun in the district court of Pacific counry, W. T., by E. A. Sonle as nlaintiil against Job Bullard, S. McEwing, John Wood, B. Bullard, Don Ross and James Fowler as defendants, to recover S20.000, damages alleged to have been suf fered by plaintiff at tho hands of defendants by reason of their mal treating and injuring him in a vio lent, crncl and inhuman manner while under arrest on the night of Sept. 24, 18S4. Our readers will re member that tho plaintiff on that occasion was tarred and feathered by a bnnd of masked men for the alleged reason that he had failed and neg lected to conduct himself according to law, and in his complaint ho al leges that tho above-named defend ants participated in the assanlt upon him. Journal 17. - - We learn that tho following log camps have begun active operations since tho -1th inst. in the ceunty: The James Fowler camp on the Willapa, in charge of Freeman Albright; Camp bell and Patton are running a camp on the same river. William Ellis, Jr., one on tho south fork of tho Willapa; Mcintosh & Hastings another on tho same river, and (x.BRiggs on "Wilson creek. Oyslercille Journal. The schooner Joshua Or indie, from San Francisco to Port Townsend, went ashore on Protection Island, last Friday. The revenue cutter llro7co pulled her off at high water that night. It is reported from New York that the City of Sydney will be transferred to the China line, and a new steamer, to cost S700.000, will be built to re place the lost Toliio. A Very Radical Change. In the alterations to the Cypriote collection of antiquities, a sculptured representation of a picnic party was changed into that of a funeral pro cession. They knocked out the picnic provisions and put instead the image of a corpse. Brown's Iron Bitters sometimes makes just as radical a change, only exactly reversed. It finds a poor fellow almost a corpse and brings him to such a state of health that he can enjoy a picnic party. Conquers debility, dyspepsia, and nervous prostration.
