Tlio Even ing Star gives prominence to the follewing: The president has called a bait. A little over a week ago an order went out to all departments that all dismissals and appointments to fill places not vacant must stop at once. A week ago a stop was put to all work in the appointment division in the treasury department, and the appointment clerk was told that no more commissions were to be made out or papers considered until further orders, and changes that were con templated by him were killed in their inception. Commissioner of Pensions Black was sent for personally by the presi dent, and was jriven to "understand that the offensive partisansbip cry bad become too indefinite in its meaning, and that no more chances in bis of ficial force was to be made until there was a thorough understanding on the subject on the part of the president. The result was that orders for a num ber of changes in the pension oflice are countermanded, and everything put at a standstill. The president, it is understood, then bad rn understanding with the beads of the postofiice and other de partments, declaring bis policy to be to stand by the civil service reform declarations in bis letter to Curtis, and in bis address on the '1th of March. ".Removal for cause" be held to mean that, and not removal with excuses. The result is that the as has been stuck in the block, and is still there. How far the thing is to go can but merely be surmised, but it is true that the president is decid edly in earnest, and does not intend that bis declarations shall be ig nored. SEQUEIi OF A D03IESTIC SCANDAL. Ixdianafolis, July 1-1.' Word was received to-night of tbo closiug act of a sad domestic scandal at Howdeu, "Warrick count', a little hamlet- thir teen miles from here. John llogers, who keeps a general store, was a staid married man with two children, a de voted wife and a bappy home, when, abont three weeks ago, Miss Emma Snell, a cousin of Mrs. Uogers, a pretty school teacher from the rural districts of Delaware county, came on to spend her summer vacaliou with them. Eogera lost bis bead aud heart to the fair guest. The intimacy of the two in a short time became very marked. Mrs. Rogers, unable to en dure tbo situation longer, yesterday ordered Miss Snell to pack her bag gage aud leave. Eogera overheard the conversation, entered and struck bis wife to the floor, and then in com pany with bis guest left tbo hpuse, going to bis store, balf a mile dis tant. The pair did not return until evening, when tbey found tbo bouse deserted. Rogers, fearing the worst, began lo search, and found bis wife lying face downward in the water trougb back of the barn. In the barn were found the bodies of the cbildreu, lying side by side, aud each witb a gaping wound in the head. A bloody as lay beside them, telling the horrible tragedy. Mrs. Rogers bad evidonUy brooded over her troubles all day and finally, just before the lime for Rogers lo return home, bad taken the children lo the barn and murdered them, and then deliber ately lay down in the water trougb and ended her sorrows.
