Yet the subject was, indeed, broughl up at the close of the sossion. but only by a parliamentary device founded on the fact that the purchase of silver bullion by the treasury was a question of appropria tions, and a provision could therefore 1k5 lacked on to the bills of another committee than that of coinage.
