The News thinks that there will bo a largonumber of fire companies from tho interior in Portland to compete for tho .$250 prize offered by tho Fourth of July committee. Portland will probably not ue auowtii 10 enier, oemg a paid depart ment. However, there is talk among a number of the old volunteers of borrow ing tho necessary apparatus from tho city and contest for tho prize. That will be a prize worth winning. A certain county clerk tells a good story of a somewhat flighty lawyer who was'trying a case in which there was a great scarcity of witnesses, and the evi dence was about all circumstantial. Finally the lawyer got excited and ex claimed: "Why Judge, the angel Gabriel came to me last night and said this man is innocent." The Marquis of Salisbury, who yester day succeeded Gladstone as prime minis ter of tho English cabinet, was born in Hatfield, England in 1830. Ho was edu cated at Eton and at Christ church, Ox ford, where he graduated, and was elected a fellow of All Soul's college 1853. In 1853 he was elected a member of parlia ment for Stamford, and ho represented that borough in the conservative interest until his succession to tho marquisate on the death of his father, April 12, 1SCS. "While in the lower house ho was known as Lord Robert Cecil, until tho decease of his elder brother, on June 14, 1865, when he assumed the courtesy title of Viscount Cianborne. In 1857 he married Georgiana Caroline, daughter of Sir Ed ward Hall Alderson. Baron of the Exche quer, and niece of the celebrated lire. Opie. His lordship took an active part in all public measures which affected the interests of tho established church, and in tho leading church of England institu tions, and ho was a frequent contributor to the Quarterly Review and to other periodicals. In Lord Derby's third ad ministration he was, in July, 18C6. ap pointed secretary or stoto for India, which post he resigned on account of n difference in opinion respecting tho re form bill March 2, 1867, when two other cabinet ministers-r-viz., Gen. Peel, war secretary, and Lord Carnarvon, colonial secretary also gave in their resignations. On November 12, 1869, he was elected chancellor of the university of Oxford, in succession lo the lato Earl of Derby. In 1871-72 he and Lord Cairns as arbitrators, conducted a long investigation into the complicated affairs of the London, Chatham and Dover railway company. His lordshin was npain nnnointnd secretary of state for India when Mr. Dis raeli returned to office in February. 1874. "When, at the close of the war be tween Turkey and Servia, differences arose between tho former power and Itus sia, the Marquis of Salisbury was sent as special ambassador to the sublimo porte, and ho and Sir Henry Elliot acted as joint plenipotentiaries of Great Britain at tho conference of Constantinople. His lordship left England, November 20, 187C, and en route visited Paris. Berlin. Vienna and Rome. The progress toward agree ment made at tho preliminary meetings held at tho Russian embassy in Constan- xinopio were so satisiactory that the formal conference, at which the joint proposals or tho powers wero pressed up on tho porto, was opened December 23d. At tho same time tho new constitution of the Ottoman empire was formally pro mulgated by its author, Midhat Pasha. The Marquis of Salisbury really took the placo of leader at tho conference, which held altogether seven plenary meetings. On April 2. 1878, he was appointed sec retary of state for foreign affairs, in tho room of tho earl of Derby, resigned, and and he at once wrote a memorable dis patch, in wjiich ho clearly enunciated the policy of the government with regard to the eastern question. He and the earl of Beaconsfield soon afterward wero the representatives of Great Britain nt the congress of Berlin, and on their return to London they met with a most enthu siastic reception at Charing Cross, July 10, 1878. Tho queen invested the marquis of Salisbury with tho order of the parter July 30th. On August 3d, ho and tho earl of licaconsueld received tho freedom of the city of London, and were after ward entertained at a grand banquet at tho Mansion house. Ho went out of office with his party after tho defeat at tho general election in April, 1880. At n meeting of tho conservative neers. held on May 9th, 1881, at tho residence of tho , marquis of Abergavenny, tho marquis of . Salisbury was elected to lead tho party ' m iuc uuuse ui lurus. Nothing betrays so much as tho voice, save, perhaps, the eyes, but they can be lowered, and so far their expression hid den. In moments of emotion no skill can hide the fact of disturbed feeling, though a strong will and the habit of self-control can steady the voice when elseit wonld bo failing and tremulous. Certain voices grato on the nerves and set our teeth on edge, and others are just as calm as some are irritating, quieting, or like a composing draught. A good voice, calm in tone, and music al in quality, is one of tho essentials for a physician tho '"bedside voice" which is nothing if it is not sympathetic by constitution. "Whatever its original quality maybe, the orator's voice bear? the unmistakable stamp of art, and becomes artificiality; as such it may bo admirable telling in a crowd, impressive in address, but over whelming and chilling at home, partly because it is always conscious and never self-forgetting. An orator's voice, with its careful in tonation and accurate accent, would .bo as much out of place beside a sick-bed as a brocaded silk for tho kitchen girl. The voice is much more indicative of the state of mind than many people know or allow. One of tho first symptoms of failing brain power is an indistinct or confused utterance; no idiot has a clear or melodi ous voice; the harsh scream of mania is proverbial, and no person of prompt and decisive thought was over known to hesi tate and stutter. A thick, loose, fluffy voice does not be long to the crisp character of mind which does the most active work, and when a keen-witted man drawls and lets his words drip instead of bringing them out in the sharp, incisive way that ought to bo natural to him, there is a flaw some where. REMEDY FOR SEASICKNESS. A correspondent of tho N. Y. Evening Post tells how to escape seasickness on anjocean voyage. Ho says: "I should be laughed at if I claimed to have found a sovereign remedy for seasickness. I do claim, however, to have found a remedy which so far has been sovereign in my own case, and my caso heretofore has been desperate; It may bo considered worthy of trial. All that is needed is self-control; preserve that for fivo min utes and you aro saved. With tho first approach of tho euemy there comes in variably a bracing up of nerves and muscles against him. If at that time tho patient will examine himself, he will find that he has unconsciously stiffened and tightened all his chest and abdominal muscles. Now that is exactly what ho must not do. and he must do tho exact contrary. When tho first symptoms are felt, undo everything that confines tho waist; do not lie down, but remain quietly seated, and let your whole frame and structure respond easily and freely to the motion of the vessel, even adding awing and sway by your own effort. Tho stomach will soon grow accustomed to tho novelty of the thing, and you will soon bo knowing to tho full the joy of tho pepetual restlessness of tho ocean's life. Havo faith and you will be success ful. Thero may bo moments when you think the next will bo your last, but it "won't; and tho victory onco won. your triumph will bo enduring. Tho whole pro cess is tho best example of conquering through yielding that tho physical world lias so far shown." ISticIiIeii'. Arnica Nalrc.
