WATERLOO.
Seventy years ago lo-day tlio
greatest European battle since Fon
tonoy was fougbt at Waterloo, and
though greater battles have been
chronicled in historv there are few 4
that have been more productive of
far reaching results. The third gen
eration of Englishmen are still pay
ing taxes engendered by the expenses
of the campaign that battle closed
and a like period of enforced econo
my in hundreds of thousands of
French households has not yet paid
the debt that was the price of Napol
eon's glory.
Viewed as a vanishing perspective
Napoleon and Wellington and Blach
or are as remote as Tilly or Marlbor
ough, Turenne or Wallenstein. They
belong to a half-forgotten era and
their prestige perished with the epoch
in which they played so prominent a
part Since Waterloo the victories
of peace have been more pronounced
and permanent than those of any
of the numerous wars that have de
vastated the earth through all the
hundred years of world advancement
and when in the future is written the
history- of this nineteenth century
the brilliaut record of advancement
in all that makes a people great will
outshine the blood smeared page that
tells of carnage and the death of mil
lions ti gratify lust of power and am
bition. On the :30th of May, 1878, when
Voltaire had been dead a hundred
years, Victor Hugo addressed words
of impassioned cologium to a vast
concourse of all that was most en
lightened and most masculine in
France. The discourse on that oc
casion was the crowning utterance of
this ceutur'. Here is a part of it
which kindled the audience to the
noblest enthusiasm, spoken as it was
almost within sight of the world's
exposition of that year:
" If to kill is a crime, to kill much
can not be an extenuating circum
stance. If to steal is a disgrace, to
invade can not be a glory. Te Deium
are of small significance here;
homicide is homicide; bloodshed
is bloodshed; it alters nothing to
call one's self Caosar or Napoleon;
in the eyes of the Eternal God a mur
derer is not chauged in character bo
cause, instead of a hangman's cap,
there is placed upon his head an em
peror's crown. Ah! let us proclaim
verities! Let us dishonor war! No;
bloody glory does not exist. No; it is
not good, and it is not useful to
make corpses. No; it can not
bo that life should travel for
death. No; O mothers who sur
round me, it cannot be that war, the
thief, is to continue- to take your off
spring. No, it cannot be that women
are to bear children in anguish, that
men are to be born, that communities
are to plow and sow, that the peasant
is to fertilize the fields and the work
men enrich the cities, that thinkers
are to meditate, that industry is to
perform its marvels, that genius is to
execute its prodigies, that the vast
human activity is to multiply in the
presence of the starry heavens its ef
forts and its creations in order to
produce that frightful international
exposition which is called a field of
battle! The truo field of battle
(pointing to the exhibition) -behold
it! It is this rendezvous of the
masterpieces of human labor which
Paris at this moment offers to the
world !"
Human life is made up of two ele
mentspower and form. In the days
of Waterloo form was in the ascend
ant; to-day, power, the power of the
people, the power of ideas, the power
of progress, the power of wide diffu
sion of knowledge, rules the earth,
and it is but the twilight glimmering
that precedes the perfect day when
Wnterloos will be impossible, and the
words of Jeanne in the good old song
will have come to pass, "I'd have
those that made the quarrels be the
only ones to fight"
The Canadian Pacific has been
completed to within ten miles of the
summit of the Selkirks, and only
seventy miles of the contract work of
the Onderdonks remain to be finish
ed. At present there are 5,000 men
at work on the road, 1,000 having
been sent out within the last ten
days, and within a mouth 2,000 more
will be forwarded. The line is now
being operated to the first crossing
of the Columbia river, a distance of
1,025 miles from Winnipeg.
At least -1,000 persons are under
the management and direction of the
commissioner of pensions. The sal
ary list amounts to S1,000,000 annual
ly, exclusive of pension agents and
examining surgeons. The mail re
ceived averages 7,500 pieces daily.
The mail sent out is much larger.
FIFTEEX YEARS OF GROWTH.
William Beid of Portland has is
sued a treatise on the progress of
that city and the state from 1870 to
the present time, dealing with each
important item in the business life of
the country. The fifteen years un
der review, says the Oregonian, cov
er the period of our important devel
opment and of the author's connec
tion with Oregon affairs.
Our growth in population is traced
with interesting detail. On the 1st
of January, 180S, the population of
the entire state was S0,171, while the
population of Portland was 6,717;
that of Salem 1,200; Albany S5G, and
Astoria 550. Of this number scarcely
10,000 persons were located east of
the Cascade mountains. Two years
later the state's population was 90,
9S3, and the number of inhabitants
in Portland, owing to the building of
the east and west side railroads, in
creased from G,717 to 11.103 by the
1st of January, 1872. From that
time till the 1st of January. 187-1, the
growth was small or nothing. Jay
Cooke k Co.'s failure, and the stop
page of work on the O. C. and O. & C.
roads, effectually put a stop to immi
gration. Portland and suburbs had,
on the 1st of January. 1874, 12,459
inhabitants, while the state's popula
tion aggregated 95,673 persons. From
1875 to 1878, the population of the
state, including Portland and Astoria,
had increased considerably; bnt the
most rapid stride in population has
been in eastern Oregon and Washing
ton during the last eight years. In
1874 the entire number of white per
sons therein amounted to only 15,
000, and to-day official statistics
and the last presidential vote
show there are now in eastern
Oregon and eastern Washington ter
ritory over 15S.000 persons; in Port
land and suburbs, 35,000; Astoria,
6,000; Salem, the capital of the state,
5,500; and tbe entire population of
the state about 300,000.
To those who remember the old
grist mill, -with its single or doublo
run of stone, its lazy wheel, and the
miller who was boss, and all hands,
the feat ot one of the great Minneap
olis mills in turning out 0,200 barrels
of flour in one day, seems to mark as
great an advance in mechanical ap
pliances and business enterprise as
can be shown in any manufactures.
The growth of some of Iho
southern states is illustrated by
the statement concerning Chatta
nooga that it has increased since the
war "from a clump of whitewashed
warehouses and shanties to a city of
23,000 inhabitants; from a lax-roll of
SL,300,000 to one of $7,000,000; and
has increased its business capital
from S209,000 to S5,Q00,000.M
The woman suffrage question has
ceased to be, "Why should women be
allowed to rote?'' and has assumed
instead this ferm: "When will women
in general bo convinced that it is
their duty to vote?" Whosoever can
answer this question can predict very
accurately the time when woman suf
frage will be universally accepted.
It is said that only 20 per cent, of
the young lawyers who start out in
their profession in New York city
succeed. There are said to be 11,000
lawyers in the state of New York and
70,000 in the TJnited States.
Tun ruling of the presiding offi
cers in the Tennessee legislature that
members present, but refusing to
vote, could bo counted to make up a
quorum, has been condemned by ex
speaker Blaine and Randall.
Thomas Graham, a minor of Gran
ite creek, eastern Oregon, while at
work in his mine last week, picked up
a nugget weighing four and a half
pounds, and valued at $900.

cataract and surroundings on the
American side will be a grand park,
free to the public.
