Judging from the reports we are
receiving from Arizona and Mexico it
is the Indians who are bunting the'

troops wh i are hunting tho Indians.
It seems odd that seventy Indian
bucks can cbaso 1,000 United States
soldiers up and down tho defiles in
the mouutams, but they appear to uo
doing it Last week the ho3tiles cap
tured Captain Lawton's supply camp,
just across the border, and an Indian
scout testifies that but for tho assist
ance of the scouts, Geronimo would
have cut off the troops who were sent
in chase ofhim to a man. From every
point the reports concur in stating
that tho army is helpless. From
Guadelupo canyon tho story comes
that the troops are "out of provisions
and cannot move till tho got fresh
supplies." From another point wo
hear that "it is impossible to do much
on account of the lack of transporta
tion." From yet another wo aro told
that "the experienco of this campaign
has demonstrated tho inability of tho
troops to dislodge tho Indians in any
instance." Tho savages, wo know,
have neither supplies nor transpor
tation, yet they manage to get along
and to keep murdering a man or two
a day without molestation.
Officers of the army must not be sur
prised if this campaign 3'ields fruits
that will not be palatable to the pro
fession. It is strengthening the be
lief, which has long been current in
Arizona, that tho army does not want
to punish Indian eutbreaks: that it
deals with them gently, because, if
they wero wholly suppressed, the oc
cupation oi tho army would be gone,
and the large expenditure of money
for army purposes in Arizona would
cease, it may bo assumed, as a mat
ter of course, that tho whole subject
of this last Indian uprising will be
taken up m congress, and that tho
lukewarm policy of tho army officers
in Arizona will strengthen the posi
tion oE that large and increasing
body of members who oppose army
appropriations and insist on a reduc
tion of our standing army to some
10,000 men. It can certainly bo urged
that tho nionej which has thus far
been spent in tho pretense of hunting
tho Chiricahuas, has been practically
thrown away, and the views of the
enemies of the United States army
will command tho more weight if
they aro studied in tho light of such
ill-considered comments as those
which lately emanated from the
Presidio.
The American army in tiino of
pcaco has never been a popular in
stitution. A feeling prevails that it
is officered by men whose oitizenship
is smothered by their devotion to
their caste. Tho opposition to the
West Point appropriation appears to
gain strength each year. Various
motives are assigned for opposing it,
but tho re.il reason is that people
havo got to thinking that the mili
tary academy is a nursery for a mili
tarv aristocracy, which resent3 with
scorn civilian criticism. It would
not require much of an effort to de
feat tho appropriation altogether and
to close up an institution which ap
pears to be maintained for tho bene
fit of the sons of officers.
The greater number of cauuerymen
on tho Columbia river no longer em
ploy Chinamen, who form nearly the
enliro force in canneries, by the
month. They contract with a gang
of Chinamen to put up tho fish, tak
ing them from the dock where they
are landed and putting them through
all the different manipulations neces
sary up to nailing up the cases. The
wholo work is dono by this plan for 42
cents a case. "When the men were
employed by tho month it cost about
50 cents a case. It take3 a much less
number of men to do the work now,
as the men are willing to work early
and late, and overy one pulls out and
does his level best, as tho more they
do the more they make. Visitors to
salmon canneries are amazed at the
swiftness and dexterity tho Chinamen
acquire in tho various departments
of tho work. Each Chinaman has
somo particular branch of tho busi
ness, and wih not work at any other
if he can avoid it. Tho rate per case
given above does not, of course, in
elude the cans or cases or labels
which aro furnished by the canners.
St. Pattij, Jnno 15. A dispatoh
from tho Chipewayan mission port
age, Beaver river, says: A courier
just arrived from Middleton's camp,
near Loon lake, reports that Big
Bear is heading this way. Steele's
men aro pressing him very hard. The
rivor has risen several feet in tho past
few days, thus preventing Big Bear
from crossing with his stock east of
this point The Sixty-fifth are sta
tioned three miles down tho river,
and tho timber being heavy east of
there, Big Bear will come in by an
untravelod trail, and will thus bo
snared.
London, Juno 15. The Bussian
fleet in the Japan sea has taken pos
session of a port in Corea.
The World-renoTrned Xotre Dame.
The Sister of tho most noted Cath
olic ladies seminary in the United
States, the famous Notre Dame, at
Cxovanstown, near Baltimore, Md., on
the 30th of last January, made public
a card, certifying to the beneficial
results attending the use of Ked Star
Cough Cure in that institution. They
state that they found it efficacious
alike for relieving coughs, oppressions
on the chest and irritations of the
throat. Tho Board of Health endorses

New Yobk, June 15. A cable spe
cial from London says: "here is
joy among the beaten and sorrow
among the victors. Snch is the para
doxical effect of the defeat of the
liberals. On the first night! of their
victory the Syoung tories, wit&jj ClniVc

frenzies of boyish, uncontrollable iov.
Ever since the tory faces li3vc been '
lengthening with doubts and fears,!
and becoming pale and sickly with
lack of resolution. The transform
ation is so absurdly complete that
some of the tory journals go to the '
length of grumbling that thoministry
played for a fall, and tricked tho to
ries into victory. It is certain that
their defeat was in many respects a
God-send. The ministers wero as
hopelessly divided as over oil tho sub
ject of Irish coercion, up tQ the very
afternoon of the defeat. 2t is now
whispered that Gladstone whs among
tho opponents of cocrciouand thus
the ministers wero face to f:jce with a
collapse or a dishonorable fend peril
ous compromise, when thei enemies

Tho defeat of the ministers give
them a breathing space between their
term of office and tho genferal elec
tion. It is an important ijdvantage,
and it may lead to tho mostjbeneficial
results to havo a tory government to
criticise. Tho liberals will be able
quietly to shelve the past arid concen
trato their attention upom promises
for the future. Thus a laborious if
not an impossible defense o coercion
in Ireland, of the massacres in tho
Soudan, and of the crimes and con
tradictions of th6 whole otEgyptian
policy is rendered ucedldss. " The
radicals will doubtless roply to all
demands for apologies on these sub
jects that they are matter f ancient
history and tho peoplo are more anx
ious about an English billf to break
the feudal system, about tho reform
or abolition of the house of lords,
about the housing of workingmen
and about other socialistic remedies
which are so popular with the politi
cal disciples of Chamberlain. Al
ready tho radicals have mado that
step in advance which i? siways tho
result of accession of the tories to
power.

New York, June 35. Tito Vui and
other enstern journals that aro con
tending that the depressed sUilo of
trade arises from cflbrU in Enrobe
and America to maintain gold as a
standard of value, notwithstanding
the increased and increasing pur
chasing power of tho metal, find
themselves fortified in their conclu
sions by a careful and exhaustive re
view just mado of the financial and
commercial situation by the eminent
English statistician, Robert Griffin,
who declares it is impossible to avoid
the conclusion that Hie recent courso
of prices, so different from what it
was just after thev Australian and
California discoveries, is the result,
in part, of diminished production and
increased extraordinaiy demands
upon tho supply of gold." Mr. Griffin
has no hope of any immediate im
provement in the present condition
of things, because, in his opinion, tho
increase in production will go on,
when the supply of silver, as well a3
that of gold, will diminish. The Sun
urges the prompt adoption of silver
as a staudard instead of gold, declar
ing that it would arrest the decline
in prices to a great extent, and pal
liate it if it did not cure the evil of
dull trade.

Much excitement has been made
by reports recently published on the
vile condition of tho slums of London.
In ono cellar was found a family con
sisting of a man sick with small-pox
his dying wife, three half naked and
dirty children, and one pig. In some
parts there is one gin-mill to every
hundred persons. What defilement!

Spckehall, from Liverpool for Bom
bay, has foundered in a cyclone in
