The situation in England, 'is worthy editorial notice as far as the drift of self government is concerned. At any other time, doubtless, the netre that the legislation growing out of the extension of the franchise in Great Britain had been completed, would liRVe called forth long and glowing dispatches, and the daily progress of lh work would have been watched with world-wide interest Yet so fully have the thoughts ot men been taken up with the stories of vio lence aul blood in the Soudan and in Afghanistan, that probably few peo ple have been aware that this matter, which practically revolutionizes the political life of a great nation, has for more than three months occupied al most the Vihole attention of parlia ment. The redistribution and regis tration act, which have now ob tained the formal sanction of the crown, are the completcment and final completion of the act passed last xutmnn by which the franchise was given to 2,000,000 more of the iworest of England's subjects. That act made it necessary to re adjuat the electoral districts, and the occasion was improved to make a reform more sweeping even than the reform acts of 1S32 and 18G7, for it abolishes the double representation of the counties and boroughs, and ad opt the principle of equal electoral district. This is not entirely carried out, but it ha? been so far that where as the inequalities of representation have been so great hitherto that it ha? tflkeu oflfl times as many people to elect a member of parliament in some districts ab in others, the inequalities will now only reach sis to one in a vory few special instances. The counties are now cut up into districts with one member each, and the basis of representation in the boroughs has beon fixed at not less than a popula tion of 15,000 for one member or 50, 000 for two. Moreover, the great cities and towns, which have hitherto been parliamentary units, electing thoir representatives in a mass, have been split up into separate districts or wards, each returning its own momber. The changes caused have, of course, been tremendous; 1G0 old boroughs have beon disfranchised, that is merged into the generel mass of county voters, others lose one of their two members; while tho repre sentation of the cities is greatly in creasedLondon from twenty-two to fifty-five, Liverpool from threo to nine, Manchester from three to six, and Glasgow and Birmingham from three each to seven, and so on. Scot land gains twelve mombers, Ireland is allowed to retain its present number of 103, in spite of its decreased popu lation, and as a concession to native discontent, while the total strength of parliament will be G70 members in stead of G52. That such a complete overthrow of established practices and princi ples should have been brought about almost without opposition is in itself amaziag. The general plan was agreed upon by the opposing party leaders last November. It will be re membered, that all the private busi ness of parliament has been stopped to carry it out. Thus there has been no discissions, save of details, and though there have been numberless opportunities for obstruction and re crimination, and as many for gerry mandering in the delicate work of re adjusting the political boundaries of a whole nation, the work seems to have been done in a wise and broad spirit of patriotism, and to the gen eral satisfaction of people and poli ticians, except in Ireland; but as the Orangemen in the south of that coun try and the Catholics in the north are about equally loud in their com plaints, the inference is that the work has thore, too. been honestly done. Both conservatives and liberals seem on the whole to be confident that tho changes will be for their party advan tage when the new election comes around next winter, one side pinning its faith on the country, the other on the towns. But nuiversal suffrage means more, perhaps, to Great Britain than the politicians dream, and tho only thing that can be counted upon with certainty, is that the laboring man will be a new and tremendous power in the next and all future par liaments. It begins to look like a republic. Eii Mahdi, the false prophet, has issued a proclamation announcing his intention to invade Egypt and Arabia. "Mr.M Woolsev ought to re monstrate with him. Sehiocs famine is reported in West Virginia, many deaths having, it is said, resulted from starvation. The Argentine government is more successful than that of any other Spanish-American country in secur ing immigration from tho Mediter ranean countries.
