A word of notice is also due Mr. Nollncrwho has worked hard to make a good paper and has had almost insurmountable obstacles to contend against all along. The present secretary of the navy has four vessels of Avar to construct Two of them arc to be vessels of the first-class, while one will belong in the second rank and the fourth will bo a gunboat. The money for the vessels of the first-class is ample to procure ships equal to anything in the best of the foreign navies. It is probable that the plans for their building will be completed and ready for approval by next fall. It is said that tho appointment of George W. Julian to be surveyor-general of New Mexico, was brought about by Tildon's influence. A strong friendship exists between the two men which manifests itself in the stand taken by Julian in Tilden's fa vor during the exciting struggle of 1S7G and 1S77. Julian's friends say it is the only direct request Mr. Tilden has made of the administration. The salary of the place is not large, but the secretary has the power to increase it out of the funds appro priated for the discovery of fraudu lent laud titles. Julian is a good ex ample of a politician. In 185S he was a Democrat; in 1SG1 and G2 he was a fierce ''black Republican; later he was a "war Democrat," cham pioned McClellau's presidential candi dacy. Later on he again affiliated with the Eepublican party, but in 1872 joined Schurz,et aL, in the ""Lib eral'" movement In 187G he hurrahed for Tilden and since then has been a consistent Democrat. Axohieu romance of crime is at tracting attention. Twelve years ago the New York firm of Corb-n & Co., bankers, was robbed of 15,000 in United States bonds. The thief was one of the firm's clerks, a young man named "William Goddard. He disap peared, and for years has not been heard of. Last week one of the Cor byn firm walkel into s flourishing store in Minneapolis and recog nized in one of tho propretors the long missing bond thief. Goddard admitted everything, voluntarily sur rendered and went io New York, where he is now in private custody endeavoring to unearth an associate in his crime. Now comes the touch ing part of the business. The citi zens of Minneapolis write and tele graph their willingness to refund Corbyn & Co. the value of the stolen bonds. They say that Goddard has led a reputable and useful life for twelve years and should not now be molested. They testify that he is thoroughly honest, a Christian and a good Samaritan. Goddard insists that he deserves punishment and de mands it. What is to be done about it? Undoubtedly the man stole the money, and has never taken any steps to replace -it. Is his honesty for the past twelve years to be taken into ac- count? If the stolen money is re stored will Corbyn &Co. bo doing their duty in allowing the criminal to go unprosecuted? It is a puzzling case and 'will do to stand alongside the case of the man in Texas who has been arrested to answer a solemn judgment of death pronounced against him by a court twenty-four years ago.
