As the time for the former incumbent's commis sion io expire drew near, the faithful who were "willing to sacrifice them selves in the interest o their country became anxious, nervous and what the women call "flurried." and peti tions began to fly about the streets like snowflakes at Christmas. So zealous were the petitioners in the eager hunt for signatures that to ward the close of the race it was dis covered that three or four of the leading applicants for the office had secured the hand and seal of almost even' citizen of prominence to their documents, and the prominent citi zens aforesaid found themselves in the somewhat peculiar position of heartily indorsing several men for the place of stamps and salary, each be ing "the man of all others, best fitted to administer the duties of the office to the satisfaction of the com munity.' At this juncture several appoint ments were made by Mr. Cleveland and his cabinet avowedly with the purpose of rebuking the indiscrim inate signing of petitions, the local seekers after place became uneasy, and lest they should all miss the ap pointment, agreed to have an elec tion indicating the popular choice for postmaster, the successful candidate to be unanimously presented for the prize and the others to stand aside. The scheme worked well, everybody was satisfied except those who failed to get enough votes, and the appoint ment was duly made. Though the plan is not entirely new, it has suffi cient novelty about it to make it in teresting nnd at the same time is fair enough to all parties most deeply concerned to commend it to tho at tention of other communities under tho same circumstances. The post master of a town must by all means be a man competent to perform tho duties of his office, but as these are seldom brain-wearing or Mich as demand marked ability, there arc always numbers of persons who are entirely competent to do the work m a most satisfactory way. But a competent man, so far as mere business qualifications go, will frequently be extremely distasteful to tho community in which he lives, and as the government does not de sire to force objectionable officials upon the people, the effort has al ways been to follow the expressed wish of the local population by giv ing respectful consideration to the petitions which are supposed to indi cate the preferences of those con cerned. The petition has long since proved a failure from the reasons al reEdy given, and the popular election of a candidate for the postoffice seems to be the best substitute for it that can ba found. It is, of course open to objection, as also is any other plan that can bo devised, bnt it has the merit of designating, with reason able fairnessthe choice of the people, and this, of itself, is a point of no little consequence. If Democrats were not so badly in need of offices, the adoption of some plan of this kind would be reasonably certain, but such is the intolerable gnawing at Democratic vitals, that while the consent of the administra tion migut be given to some such in formal designation of a desirable per son for the place, the chances are that the votes of Democrats only would be allowed to determine the choice, and this restriction would be fatal to the end proposed. It the votes of a community generally were counted, a postmaster of the predom inating political faith would be had for each community, but as this would involve tho appointment of more Republican than Democratic postmasters, it will not likely be en tertained, oiGn for a moment, by the powers that be. The offices to the Damooratic party are what the blocd is to a living body, and no measure or policy that lends to take them from under the party control would be tol erated. CoinirssioxEK Spabks has issued an order suspending final action in the general land office, and by this means he has got operations down to a basis by which fraudulent claims will be detected and canceled and honest claims given to honest settlers. In a word, if properly backed up and carried onl his plan will save the lands "for homes of honest settlers. This plan has already met with the violent opposition of all the tricksters , and land . sharks in the country. 'JLhey are howling over it, because it breaks up their business; but it saves tb.3 public domain for men who pro pose tojjd upon and honestly settle and cultivate it. The land system under the present auspices is showing wonderful signs of brightening up, and tho work already accomplished is great. The jobbers are thoroughly scared. In the past, when they have been unable to either buy or scare the commissioner, they have brought influences to bear to cause him to resign. The chief postoffice inspector has been informed that Postmaster L N. Hibbs of Lewislon. Idaho, issued money orders to the amount of $15, 000 or $20,000, payable to himself, ordered banks in different cities to collect them and forward the money to him, and then absconded.
