ITKDAY -MAY SO, lfc85 DKCOL'ATIOX DAY in deference to the strongly expressed wishes of Mr. Blaine, -who holds that Morton was responsible for the pub lication during the last campaign of the articles relating to his (Blaine's) marriage. It this thoughtful and timely in (mtmder Kountz, of the Grand iruiy of the republic, to speak of the proper observance of to-day, in his vnernl order which appears in an- Micr column. Decoration Day comes at the most I vcly season of nature's year, and uolidft3 in America are too few, ( on counting in some days that are not holidays, so the temptation to vujoy ourselves and leave a few faith ful souls to decorate the graves and -cnioaiber those who occupy them, is almost too strong to be resisted. But it was for a wise purpose, that Decor ation Day- -a "communion of saints" in which all the nation may partici pate -was instituted, and we cannot afford to lose sight of the true signifi cance of the festival. No one is nked to assume sackcloth and ashe3 because the annual occasion for strew ing flowers on soldiers' graves has made its appearance; but pleasure may be decoroxis, and still be quite as sweet. There should be one day in the year to correspond with Good Friday in the church year, for no people can Ik great, or even stable, who are not thoughtful and grateful. The Grand Army of the Republic can do much to reform the observance of Docoration day. The comrades have yearly set an example that does credit to them. Now let them ad monish the iieoplc. aud take steps to mv that ihc "general good timo" clause is stricken from the public programme for the day, so that every thing may be done decently and in order. Viewed in this light, Decoration day is something more than a mere holiday, and its observance more than au idle ceremony. Let Astoria, with all her wealth of flower and bud and blossom, not forget the gallant boys who sleep beneath the sod of many a soldier s cemetery. They cannot see our loving deeds or hear our words of gratitude; but a lasting lesson will be taught to prattling tongues and wondering eyes a lesson of patriot ism and devotion. "War is at best the last resort, after all peace measures have failed. Un der the highest civilization we be - lievolhat ultimately all interna ional disputes will be settled by peaceful arbitration. But -probably the na tions are uoi ready for such a mode of settlement, Russia, with its sav age cossacks, nnd other wild tribes; with its largo standing army, requir ing foreign employment to prevent disastrous and unmanageable diffi culties at heme: with its unnumer able adverse forces of revolutionists, nihilists, socialists, aud every form of domestic disturbers of the peace, is glad of any foreign distraction that will give education to its military, and prepare them for the perpetual contest with other powers which the first Napoleon foresaw and foretold, and which has been the secret national policy from the time of Peter the Great. In past ages, prophets, priests and kings had their special mission. Their words and commands were spoken direct to their hearers, or conveyed by heralds through the land. Since the invention of printing, a gradual change has been brought about. The word of the pulpit, though great, docs not and need not clash with that of the newspaper. The voice of one man may reach hun dreds, while the printed thoughts of another may influence thousands for good or evil. The writer may be un known, but "his words may breathe and his thoughts burn.' They may send a thrill through a nation and rouse into aclivitv latent forces. It is reported that Turkey is concen trating 40,000 soldiers in the valley of Kosovo as a precautionary measure against the revolution which is at present being agitated in Bulgaria, eastern Romania and Macedonia. Secbetart Ekdicott, president of the board recently appointed to ex amine and report upon the defences and fortifications of the jDhited States, has called a meeting of the board to be held at the war depart ment .Tune 3rd. Xow, for instance if we offer TO THE PUBLIC a certain article we know that no other store in Astoria can afford to sell the same thing at the same price, because goods are from 25 to 33 per cent cheaper now than they were when the old stocks were bought.
