Tun New York language club, re cently discussed the superfluous words used in English rhetoric David Dudley Field began with the constitution of the United States, which, he said, contained two fla grant instauces. One was in the clause that contained the words that the president should appoint "by and with the advice and consent o the senate." If the senate advised an appointment, Mr. Field said, that im plied their consent to it. The power of congress to pass all "necessary and proper' laws, for if the law3 were necessary they were, of course, proper. Mr. i leiu dwelt regretiuiiy upon the failure of the legislature to pass his code doing away with superfluous words in legal docu inonts. In the ordinary deed trans fer, he said, there were 950 words, of whioh 860 were superfluous. In the ordinary mortgage form there were 3,500, of which 1,240 were superfluous. For recording deeds and mortgages Mr. Field said ten cents per hundred words were paid. There were re corded in New York during one month GSS deeds and 783 mortgages. " If my code had been adopted," said Mr. Field, "the people would have saved S591 on the deeds and 944 on the mortgages, a saving of over $1, 500 por inonih to the people. The people of the state pay over $100,000 por year for superfluous words." The Eev. Bobert Collyer said that ho thanked God there was no such waste of words in the pulpit as characterised the legal profession. If there were the churches would be empty. Preaching had been reduced to a science, and the scientific length of a sermon was thirty minutes. A man who had anything worth saying could say it in that time. Mr. Coll yer concluded with tho statement that there wero very few fools in tho pulpit SEonETAitr Whitney has decided that ho can advertise for new designs for the two cruisers and two gun boats which he was authorized by congress to construct, and few men secure at liis age as great an oppor tunity to conspicuously distinguish themselves as that presented in the task now before him. Tho cost of cruisers must not exceed $1,100,000 each, exclusive of armament, but that amount will bo sufficient for the pro duction of the swiftest vessel afloat Tho introduction of the compound marine engine and tho steel in marine architecture has made possible re sults which aro far beyond anything yet obtained, and secretary Whitney will disappoint those who have watched his career with friendly in terest if ho does not demonstrate the fact by the construction of cruisers to make an average of twenty knots an hour. The Oregon made an aver age of seventeen knots during her best run of twenty-four hours, and Mr. "Whitney may think it possible to build cruisers to go even more than threo knots faster. The Chilean Es meralda and tho Brazilian RiacJiuelo havo frequently been described as models of naval architecture, and the cruisers recently planned for tho British navy by Mr. Pierce is de signed to steam twenty-one and a hnlf knots an hour. Tho first con sideration for Mr. Whitney is speed and if he constructs two steel cruis ers which can make more knots an hour than any other vessel afloat, when equipped with suitable guns they will havo a value as " commerce destroyers" which will make other nations hesitate long before they ven ture to tamper with tho flag of our union. Tiie Brooklyn Eagle says that "every one who was a Democrat when it cost something to be a Democrat has a better claim on the administrc- tion than those who recently caught on." This is a cheerful but some what vicious little kick at the mug wumps, but will the Eagle inform us what it means? Those who were Democrats when it cost something to be Democrats were those south of Mason and Dixon's line. It not only CQst them in the matter of loy alty but in money and lives. It strikes up, however, that their claims on the administration have not been ignored, even wiien their disabilities have not been removed. In point of fact, they are coming forward so rap idly that it will soon be necessary for Cleveland to set up a general absolu tion department, where attorney-general opinions can bo had in blanks and pardons can be issued in the same .stylo for a trifling expense in clerk hire. Mugwump newspapers profess to believe a cock-and-bull story from Washington that "by 12 o'clock each nignc iur. dames jc. Jiaine is op- prised of what has been done during the day in every department, by Re publican' office holders who havo been retained, nnd who, the writer further informs us, " are spies upon the ad ministration which they hate. " The story is told in a melo-dramatic way that is calculated to deeply impress the neglected rank and file politician who feels injured because every one of them was not appointed to an office by 1 o'clock on the 4th of March. His troubled immagination is im pressed with a picture of Blaine posed as a high grand conspirator in a gloomy cavern somewhere " at the hour of midnight holding a secret reception at which dark-browed "spies" and " traitors to the admin istration" disclose in thrilling whis pers the awful deeds of the govern ment during the day. And the neg lected rank and file politician rises in indignant protest and demands the official heads of the informers in stanter. Tho story is the most puerile and ridiculous that the sad-eyed victims of mugwumpery have yet concocted. But, supposing it were all true what of it? Is the administration engaged in work that it is ashamed to have Mr. Blaine, or any other good citizen know of? A government that is of the people by tho people, and for the people, is not good soil in which to plant star chamber councils and se cret inquisitions. The "$3,000,000 package," which so many visitors to tho treasury vaults in Washington have reverently held for a moment, was opened the other day, and was found to be a huge joke. It simply contained three or four heavy old Government documents, suoh as would sell in n junk shop for two cents per pound. The pack ago weighed fifteen pounds, and as old paper its value would be thirty cents. The package was carefnlly tied up again and it will continue to bo used to make brides and other visitors happy by giving them a chance hereafter to tell how they once hold $5,000,000 in their hands. It will suit them just as well as if it con tained real money. Tho Adams county Record, at llitzrille is the last child born to journalism. Seattle Chronicle.
