That no minor, under tlie age of eigheten years, shall bo permitted to go abroad or be allowed to remain in any theater or place of amusement In which intoxicating liquors are sold, or m any dance-house, or wander about the streets of the city after the hour of nine o'clock at night, unless such minor shall have the permission of his or her guardian or parent, or shall be accom panied by such parent, or unless such minor shall have necessary business upon such street or streets.
