them with their own weapons, robbed
the safe, and then slopped the train
and got off, seems one of the most

known where" train robbers did not

than their own,"" and yet there is no
instance known where they met any

enters a private house runs a good

Looking at the matter unselfishly,
such a contingency would be one to
be rogrotted, for it is a step back
ward. The privateer is at the best
but little more than a legalized pirate;
his inspiration is plunder: and the
United States has from the first set

hundred years ago Benjamin Frank
lin, who was then negotiating a

are, so far as in them lies, endeavor

ers an article engaging solemnly that
in case of future war no privateer

on both rides shall pursue their voy
ages unmolested." We have held
consistently to this ever since, and

alone; and though wo have not ac
cepted the provisions of the Paris
treaty, it is not only because that
agreemont was not earned far enough
and was not also made to abolish the
capture of merchantmen by public
armed vessels. That ts, this govern

erty is not warred against upon the
land, it should not be upon the
ocean.

The Hon. G. V. TN". Lothrop, of Detroit,
who was appointed by President Cleve
land, on May 8th, 18S, to succeed Alfon
so Taft as envoy extraordinary and min
ister plenipotentiary of the United Steles
to Russia, is a native of Connecticut, hav
ing been born there in 1817. At the- time
of his appointment he was, therefore,
sixty-fight years of age. The annual sal
ary of the position is $17..i00. Air. Loth
roj) was educated at Drown University,
in the days when tha late Dr. Francis
Yayland was at the bond of that institu
tion, and graduated thence in lSJX. Jle
then began tho study of law at the Har
vard Law School, graduating from there
in 1S10. Among his class-mates were
James Kussell Lowell, William M. lZv
arts. W. W. Stor3 Huf as King and E.
Kockwood Hoar. Mr. Lothrop began a
law practice in Detroit in 1811, being con
nected in tbe undertaking with D. Ueth
una Dnfiield. This connection Jr.-ted
until 18."G. Mr. Lothrop was attornej
general of Michigan in l&tS and again in
1800. Ho led the Michigan delegation
for Douglass in the Charleston conven
tion. He w.t", on three occasions the
choice of hirf party for United States
senator. During the war he was what
in those da3's was termed a "war demo
crat" and has nlwav-s been most earnest
in advocating tho cause of the democracy.
He is not only one of the ablest lawyers
of his city and stele, but is one of the
foremost barristers m the Union. K in
most brilliant as an orator and has often
assisted his pirly upon the stump dur
ing presidential campaigns. Personnllv.
