The voters of tho country are no longer iu favor of long campaigns, and the movement now on foot in several of tlio eastern states to have the state conventions this fall held late in the season, meets with no ob jection. The idea is an excellent one and should be generally adopted, not only this year, but -every year here after. The Chicago Herald well says: "Our political campaigns are of unconscionable length. They be gin iu the spring and extend all through the summer and fall. In presidential years there is nothing but politics. A national campaign need not occupy more than six or eight weeks, and an ordinary state canvass might bo made in two or three weeks just as well as in the same number of months. It is tho interest of tho workers, of course, that cam paigns should be long and expensive, but the people can do away with this infliction if they will. Should the disposition now manifested in several states to have less politics and more business be heeded by the managers a sensible reform will have begun. It will then only be necessary to transfer the new departure to uation al politics as well in order to make these oft recurring 'elections much less than trying to the average citi zen whose chief desire is to vote and be done with it" The basis of tho Anglo-Kussian agreement appears to consist in the abolition of the neutral zone in favor of a direct boundary between Russia and Afghanistan. Russian govern ment circles think this will secure a lasting peace, the neutral zone having been a constant cause of discussion. Tho London Times of tho 14th, de clares that men of all parties are agreed in thinking "something is wrong." Iu other words that a peace able arrangement with Russia is even now not certain. This warning by the 2'imes probably signifies that a hint has got out of the contents of the dispatches brought by Stephens and that they charge the Russians with aggression and with perversion of letters and telegrams of .corre spondents of daily papers. The es pecially inspired Daily News strong ly asserts this. A a meeting of the military ser vice institute of the United States at Governor's island on the 14th, Lieut Eugene Griffin, of the engineers' corps, U. S. A., read a paper on "Our Sea Coast Defenses," wherein he showed that the coasts of this govern ment were almost without protection, and urged tho necessity for prompt action by the federal powers in this respect. Senator J. N. Dolph, chair man of the senate committee on sea coast defenses, was present and prom ised to aid all legitimate schemes in congress, whereby the utmost pro tection could be afforded United States coasts and harbors. TheS. F. Chronicle reiterates tho charge that Congressman Henley of California was a Mexican citizen. The worst of it, for Henley, is that the Chronicle proves it Owiko to ill health, John Kelly says he will refuse to accept any fed eral appointment at home or abroad. The atern-wheel steamer City of Salem broke her shaft while coming down the "Willamette Wednesday, from Salem. Yesterday she was taken in tow by the steamboat Isabel, for this city. In pass ing Rock island rocks, the passago being narrow, tho Isabel drew ahead, keeping a lino out to the City of Salem. Tho Isabel had about passed throngh the narrow channel, but too ranch 6wing was given the City of Salem and she utrnck a sub merged reef above Dove rock, tearing a hole abont eight feet long in her port side about amidships. This stopped her, and she now lies with her starboard side under water above her main deck and port side held up by the rock. Captain Rabbe, of the sunken boat, immediately attempted to stop the inflow of the water, but with no success, as the boat soon list ed over to the position described. He arrivea nere yesterday evening on the Isabel, to arrance for raisin? his boat. He thinks this can be done, as she is not in a bad condition, bbe had on board seventy-seven tons of flour from the Capitol mills, about twenty tons of which is damaged. The rest was brought down by the Isabel. The City of Salem is owned jointly by the Capitol Mills company of Salem, and William Reid of this city. She was built in this city in 1875, was 45G tons register, gross, and could carry about 200 tons. Her value was from $15,000 to $18,000; whether insured could not be learned. She has been engaged in carrying wheat from upper Willamette points to the Capitol mills, and flour from the mills to this city. Oregonian, 13.
