Awtorln, Og Pending the arrival of Sir Peter Lumsden in England peace will probably prevail. 'JL'he Russians, holding Pul-i-Khatum on one road and Penjdeh on the other, can take Herat tvhen they please, bnt common prudence will dictate their forbear ance at the present delicate crisis. They have indeed no object to gain by further aggressions at present, un less they are prepared and deem the time judicious to cut their way to the sea. It is just possible that they are not aiming at the subversion of British power in India so much as objective points nearer home. The greatest Russian of modern times a man who, if he had lived, would have proved himself not only a first-class general, but a worthy successor of Pozzo di Borgo and Nesselrode we mean General SkobeleiT pointed out years ago that a Russian advance up on India was imperative, n t that the Muscovites proposed to wrest Hin dostan from the English, but that they needed to get a whip to crack over England's head when the next occasion occurred to seize Constan tinople. "With the key of India is their possession they could say to Great Britain: "Hands off! If you interfere with us in Turkey, wo shall march on India and call the tribes to revolt." They could do so. The threat would not be idle; and rather than risk an Indian uprising, backed by the power of Russia, the chances are that England would let Constan tinople fall into Russian hands and abandon "the unspeakable Turk" to his fate. "With all their craft and all their duplicity there is this to be said in favor of tho Russians they never abandon a purpose once adopted. Originally an inland power with no maritime outlet, Russia under Peter tho Great sought to supply the defect of the empire by creating St. Petere burg. But even before his death it became apparent that a seaport which was half the year closed by ice would not answer the purpose. Then the Russian mind turned to Constantino ple, and never for one single instant since has it flinched in its purpose to acquire it Thrice in this century it has nearly succeeded in securing the prize, and twice of the thrice its aim has been defeated by Great Britain. What more natural then that it should have sought out tho weak spot in the joints of tho armor of this implacable foe and prepared itself wheu tho next chance occura to place it under the bonds to keep peace?
