By the terms of the will all questions of morality must be ignored, and his executors and administrators are in no end of trouble. The worst of it is that is the first bequest and the estate can't be divided till that is paid. It is now asserted in London offi cial circles that the Si. Petersburg officials peremptorily refused to en ter into any agreement or treaty with England containing a pledge on the part of Kussia to refrain from making a forward movement on to Herat This announcement has in a great measure revived the war talk. The tories are indignant at what they term another slap in the face by Russia. The steamship Austral went from London to Sydney in thirty-five days, and consumed on the voyage 3,611 tons of coal; her coal bunkers hold 2,750 tons. The steamship Oregon consumes over 389 tons per day on her voyage from Liverpool to New York; her coal bunkers will hold nearly 4,000 tons. The Stirling Castle last year brought home in one cargo 2,200 tons of tea, and consumed 2,800 tons of coal in doing so. Immense stocks of coal are kept at various coaling stations, St. Yincent, Ma deira, Port Said, Singapore, and oth ers; the reserve at the latter place is about 20,000 tons. It is remarkable with what rapidity these steamers are coaled; for instance the Orient steamship last year took in over 1,100 tons at Port Said in five hours. Cor.oxEij Haxsmattsox, of Minne apolis, ex-United States consul at Calcutta, has received a letter from an old English military officer, well acquainted with the situation in In dia and England, written under date of April lGth, in which the following passage eccurs: "Regarding the war with Russia, it is evident that we want a Palmcrstou and Beaconsfield as prime minister in place of Glad stone, who will always be inclined to stave off the undoubted evil of war in favor of an ill-patohed-up peace, however short a term it i3 likely to last. And I do not myself believe that peace between us and Russia is likely to last many years in any case. It is the general opinion of most mil itary men here, and I may add of the rast number of the most far-sighted politicians, that it would be better to settle the matter at once, and certain ly preferable to the loss of prestige which we must incur in the eyes of the Afghans and of our ownIhdians if wo allow the Russians to retain Penj deh."
